2.                   Standing Agenda Item for Advertisement or Award of Storm Damage Repair Projects

RECOMMENDATION: Accept report on status of repair efforts for storm damage which occurred during period of January-May, 1995; authorize Road commissioner to advertise, bid and let contracts covering both work and material for 24 identified "high priority storm damage repair locations as allowed in the Public Construction Act, California Code Section 20395, paragraphs (a) and (e); receive and file bids to construct storm damage repairs to Dyerville Loop Road and Ettersburg-Honeydew Road, Project No. 349943/349945; reject the single bid received from Griggs Corporation; and authorize Public Works to re-evaluation the project design and prepare plans and specifications for the re-advertisement of the project.

1.                   Nadananda, representing the Friends of the Eel River, submitted a petition requesting the Board take the actions necessary for the return of all water natural to the Eel River system.Nancy Dervin representing North Coast Love in Action, suggested ways to improve conditions at the South Jetty, and recommend eviction proceedings at said location be suspended.

J.                   ADMINISTRATIVE ABATEMENT HEARINGS

County Counsel

1.                   County v. Iloff; 4693 Union Street Eureka, AP No. 301-052-07

RECOMMENDATION: 1) Find conditions of property of subject premises constitute a public nuisance 2) order property owner to abate said nuisance, prescribing a reasonable time, not to exceed 30 days for completion of such abatement; and 3) order that, in event such abatement is not commenced, prosecuted and completed by property owner within terms set by the Board that Community Assistance Unit shall be empowered and authorized to abate such nuisance, and that costs of abatement shall become a lien on subject property.

1.                   Ordinance Amending Section 328.1-13 and 328. 1-18 of Article 3 Drainage Fees Chapter 8.1, Division 2 of Title III of the Humboldt County Code

RECOMMENDATION: Adopt Ordinance No. 2092.

1.                   Representatives of the Federal Administration will Make a Presentation to the Board of Supervisors at a Town Hall Meeting on October 11, 1995 to Provide Information on the Federal Budget Cuts, and Their Impact on the Local Governments and Communities Presenters: Lori Hancock, U.S. Department of Education; Jadine Nielsen, Small Business Administration; Art Agnos, U.S. Department of Housing and Urban Development; Grantland Johnson, U.S. Department of Health and Human Services; and Rick Sawyer, U.S. Dept. of Labor

RECOMMENDATION: Adjourn Board session to Town Hall meeting on Wednesday, October 11, 1995 at 1:00 p.m. in the Board of Supervisors Chambers.
