Raise
Revenue Limits to enable Special Districts to Obtain Financial Reviews Rather
than Audits.
RECOMMENDATION: That Board of Supervisors
adopt the Policy that the annual revenue limit below which local special
districts may contract for a financial review be increased to $150,000 in
accordance with CA Government Code 26909(c)(1)(B).

Supervisors approve an advanced step for Dawn Elsbree, from Step A to Step C,
class, salary range, with a retroactive effective date of November 16, 2009,
pursuant to Humboldt County Salary Resolution. (4/5ths vote required)

Waiver
of 960 Hour Limit for Extra Help Employee Meghan Ryan.

RECOMMENDATION: That the Board of
Supervisors approve the waiver of 960 hour limit for extra help employees, Meghan
Ryan, up to 1920 hours pursuant to Section 7 Humboldt County Salary Resolution.

County Administrative Office
11.
Appointment
of Law Library Trustees.
RECOMMENDATION: That the Board of
Supervisors appoint Kevin Robinson and Paul Gallegos to the Board of Law
Library Trustees; and appoint Wendy Chaitin to serve as an ex officio member of
the Law Library Trustees at the request of the Chair of the Board of
Supervisors.
12.
Adoption
of 2010 State and Federal Legislative Platforms.
RECOMMENDATION: That the Board of
Supervisors adopt the proposed state and federal legislative platforms for
2010; direct the County Administrative Officer to submit the final version of
the state legislative platform to Governor Arnold Schwarzenegger, Assembly Member Wesley Chesbro, State Senator Patricia
Wiggins, California State Association of Counties, and Peterson Consulting;
direct the County Administrative Officer to submit the final version of the
federal legislative platform to U.S. Representative Mike Thompson, U.S.
Senators Dianne Feinstein and Barbara Boxer, National Coalition of Counties,
and Peterson Consulting; and authorize and direct the County Administrative Officer
to submit letters to State and Federal legislatures, as needed to support the
County's legislative platform during 2010.
13.
Establishment
of Citizen's Law Enforcement Liaison Committee.
RECOMMENDATION: That the Board of
Supervisors adopt the Resolution Establishing a Citizens' Law Enforcement
Liaison Committee; direct the Clerk of the Board to post the committee
openings; and direct staff to take the appropriate action to bring this matter
back to the Board for the confirmation of members appointed to the Citizens'
Law Enforcement Liaison Committee.
Health and Human Services - Public Health
Branch
RECOMMENDATION: That the Board of
Supervisors approve and authorize the Chair to sign four originals of the Data
Use and Services Agreement with the University of Pittsburgh for the use of the
National Retail Data Monitor Disease Surveillance Tool; Grant a waiver of the
Nuclear Free Ordinance, and Direct the Clerk of the Board to return four signed
originals to the Public Health Branch for submission to the University of Pittsburg
for execution.
RECOMMENDATION: That the Board of
Supervisors approve Grant Agreement #PO975026 between the State Department of
Fish and Game and Humboldt County for the Local Government Oil Spill
Contingency Plan Grant for fiscal year 2009-10, in the amount of $5,000;
Authorize the chair to sign all six signatures pages; Direct the Clerk of the
Board to return the original Grant Agreement with six signature pages to
Division of Environmental Health for execution.
Health and Human Services - Social Services
Branch
RECOMMENDATION: That the Board of
Supervisors approve lease with JLPREO, LLC, John L. Piland, member/owner, for
office space located at 231 Second Street, Eureka, CA Suites 301 & 301 for
the Department of Health and Human Services, Social Services Branch; authorize
the chairperson to execute two originals of the lease; and direct the Clerk of
the Board to return one executed original of the lease to Real Property of
transmittal to Lessor.
Library Services
RECOMMENDATION: That the Board of
Supervisors accept and recognize donations made to the Library in the amount of
$19,011.25 for the purpose of purchasing and processing materials for the
Library's collection, upgrading the library's online catalog, maintaining
expanded open hours at the Fortuna Branch Library, and general support of the
Library's programs and services.
RECOMMENDATION: That the Board of
Supervisors approve the Literacy Services Agreement with Humboldt Literacy
Project for providing literacy training for adults in Humboldt County. Authorize the Chairperson to sign the
Literacy Services Agreement and two (2) additional copies of the signature
page. Direct the Clerk of the Board to return the two (2) signed signature
pages of the Literacy Services Agreement to the Library. Adopt a budget revision in Fund 1500, Budget
Unit 621,
Probation
19.
Enhanced
Disproportionate Minority Contact - Technical Assistance Project II Grant
Award.
RECOMMENDATION: That the Board of
Supervisors approve the supplemental budget in the amount of $83,636 for Budget
Unit 235, Probation as detailed in Attachment 1.
Public Works
RECOMMENDATION: That the Board of
Supervisors authorize the Director of Public Works to sign Contract Change
Order Number 2 for the Number 2 for the total amount of $54,181.56; Accept the
completed contract, including all change order approved by the Public Works
Department, between GR Sundberg, Inc., Contractor, and Humboldt County for the
storm damage repairs on Thomas Road; and approve the attached Appropriation
Transfer to provide funding for the completed contract.
RECOMMENDATION: That the Board of
Supervisors declare seven vehicles surplus; authorize the Purchasing Agent to
dispose of the surplus property when the Equipment Superintendent puts the
replacements in service; and Deposit the revenue from sale in the Motor Pool
Replacement Fund.
Sheriff
RECOMMENDATION: That the Board of
Supervisors declare the following as surplus property: Honda ES4500 Generator,
Serial Number ANT 363; and allow the generator to be sold to the Boy Scouts of
America, Redwood Empire Council for one dollar ($1).
23.
Amendment
to Resolution 04-57 to Increase Petty Cash Amount for the Animal Shelter.
RECOMMENDATION: That the Board of
Supervisors adopt the attached Resolution amending Resolution 04-57, adopted
July 6, 2004, regarding a petty cash fund for the Sheriff's Office Animal
Shelter, in particular increasing the authorized amount of the fund from $100
to $250.

1.
County
Engineers Association of California Local Streets and Roads Report.
RECOMMENDATION: That the Board of
Supervisors receive a report from staff on the recent publication from the
County Engineers Association of California on the Status of Local Streets and
Roads; and adopt the attached resolution supporting the findings of the
California Statewide Local Streets and Roads Needs Assessment.
Community Development Services
RECOMMENDATION: That the Board of Supervisors
receive staff report; review and approve the amendments to the Headwaters Fund
Revolving Loan Fund lender agreements with the Arcata Economic Development
Corporation (AEDC) and the Redwood Region Economic Development to extend their
contract terms through June 2010; and authorize and direct the Chair of the
Board to sign the lender amendments between the County and AEDC and RREDC
(Attachments 1 and 2).
