RECOMMENDATION: Ratify authorization for

January 18, 2010 as Martin Luther King Jr. Day in Humboldt County. (Supervisor

RECOMMENDATION: Ratify the Proclamation.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders.

Health and Human Services - Administration
6.
Agreement
for Services with California Institute for Mental Health.
RECOMMENDATION: That the Board of Supervisors approve the Agreement for Services with the
California Institute fro Mental Health for training and technical assistance;
authorize the Chair to execute three (3) copies of the Agreement; and direct
the Chair of the Board to return two (2) fully executed copies of the Agreement
to the Director of the Department of Health and Human Services.

7.
Recognition
of Donation made to Healthy Moms Program, Budget Unit 1180-431, Department of
Health and Human Services, Alcohol and Drug Fund.
RECOMMENDATION: That the Board of Supervisors accept the donation made to the Healthy Moms Program from Lost Coast Survivors and
Friends in the amount of Two Hundred Fifty Dollars.
8.
Approval
and Authorization for the Mental Health Director to sign Contract Amendments
that Include the Revised Business Associate Agreement with Contractors
Identified as Health Insurance Portability and Accountability Act (HIPAA)
Business Associates.
RECOMMENDATION: That the Board of Supervisors approve the attached form contract
amendment for the update of business Associate Agreements to reflect changes in
the law; and authorize the Mental Health Branch Director to sign the individual
contract amendments on behalf of the Humboldt County Board of Supervisors, with the approval of Risk Management and
County Counsel, for those existing contracts with Contractors identified as
HIPAA Business Associates.

Class Description for Investigator (Code Enforcement).
RECOMMENDATION: That the Board of Supervisors approve the revised class description for
Investigator (Code Enforcement).
10.
Adoption
of Senior Deputy County Counsel Classification and Amendment to Compensation
Plans for Management and Confidential Employees and Elected and Appointed
Officials for Fiscal Years 2008-2009, 2009-2010, and 2010-2011.
RECOMMENDATION: That the Board of Supervisors adopt Resolution No. ____ approving the
Amendment to the Compensation Plans for Management and Confidential Employees
and Elected and Appointed officials for fiscal years 2008-2009, 2009-2010, and
2010-2011; adopt the class of Senior Deputy County Counsel, (salary range 524,
class 0598, unit 8) into the classification plan; approve the allocation of one
full-time Senior Deputy County Counsel (salary range 524, class 0598) in budget
unit 121; and approve the disallocation of one vacant full-time Deputy County
Counsel I-IV (salary range 441-509, class 0600, position 06) effective the
beginning of the bi-weekly pay period following approval.

of Extra Help Hours to 1440 for Juvenile Corrections Officers Sara Beyene,
Jessica Cyphers, Angelica Jenkins, and Jacob Estetter.

RECOMMENDATION: That the Board of Supervisors approve the extension of extra help hours
for Juvenile Corrections Officers Sara Beyenn, Jessica Cyphers, Angelica
Jenkins, and Jacob Estetter, to 1440 hours through June 30, 2010, per Section 7
of the Humboldt County Salary Resolution.

12.
Extension
of Extra Help Hours for Randy Ganoung.

RECOMMENDATION: That the Board of Supervisors extend Rand Ganoung extra - help employment
hours 480 hours to a total of 1440 hours for fiscal year 2009-2010 pursuant to
Section 7 of the Humboldt County Salary Resolution.
13.
Adoption
of Senior Environmental Analyst into the Classification Plan and Disallocation
of one Environmental Analyst Position in Fund 1200 Budget Unit 331.
RECOMMENDATION: That the Board of Supervisors adopt the forty-hour class of Senior
Environmental Analyst, salary range 401 (class 0520, unit 1) into the
classification plan; Allocate one full0time Senior Environmental Analyst position
in budget unit 331, (salary range 401, class 0520) effective upon approval; and
disallocate the vacant full-time Environmental Analyst position (salary range
369, class 0208) position 01 in fund 1200 budget unit 331.
14.
Construction
of Storm Damage Repairs on Alderpoint RD (F6B165) at PM 1.90 & 2.0; Project
No. ER-4400 (035) & (036); Contract No. 206366 & 206367.
RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works to
sign Contract Change Order Number 1 for Contract Number 206366 for the total
amount of $30,615.99; Authorize the Director of Public Works to sign Contract
Change Order Number 1 for Contract Number 206367 for the total amount of $42,133.52;
accept the completed contract, including all change orders approved by the
Public Works Department between G.R. Wilcox Enterprise, Inc., Contractor, and Humboldt
County for the storm damage repairs on Alderpoint Road; and approve the
attached Appropriation Transfer to provide funding.
15.
Adopt
Ordinance designation of a No-Parking Zone on Letz Road (County Road 4M170),
McKinleyville Area.
RECOMMENDATION: That the Board of Supervisors adopt Ordinance No. _____ amending Section
531-65 of Chapter 1 of Division 3 Title
IV of the Humboldt County Code relating to a no-parking on Letz Road in
McKinleyville.

Conservation District to provide staff and organizational assistance for the

1.
Approval
of the Headwaters Fund Board's Recommended 209-10 Grant Fund Awards.
RECOMMENDATION: That the Board of Supervisors review and approve the slate of Grant Fund
Competitive Award Grants recommended for approval by the Headwaters Fund Board
(Attachment 1; Attachment 2) and authorize the Chair of the Board to sign the
grant contracts when completed, after review and approval by County Counsel and Risk Management.
2.
Approval
of the Headwaters Fund Board's Grant Award of $50,000 to the Humboldt Bay
Harbor, Recreation and Conservation District for a Pre-MLPA Community
Characterization and Assessment.
RECOMMENDATION: That the Board of Supervisors review and approve the Headwaters Fund
Board's recommended Community Investment Fund (CIF) grant of $50,000 to support
the Humboldt Bay Harbor and Conservation District's proposed pre-MLPA study
(Attachment 1 and Attachment 2) and authorize the Chair of the Board to sign
the grant contract when completed, after review and approval by county Counsel
and Risk Management.

for the allocations of Title II project funds under the Secure Rural Schools and Community Self-Determination Act.
