Agricultural Commissioner
1.
Waiver
of 960 Hour Limit for Extra-Help Employee Gabriel Allen.
RECOMMENDATION: That the Board of Supervisors approve a waiver of the 960 hour limit for
extra help employee, Gabriel Allen, up to 1920 hours, pursuant to Section 7 of
the Humboldt County Salary Resolution.

Letter
of Appreciation to Raymond Jerland for Serving on the Humboldt County Public
Property Leasing Corporation Board.
RECOMMENDATION: That the Board authorize the
Chair to sign the Letter of Appreciation.

Humboldt
County Fair Association 2010 Operating Budget.
RECOMMENDATION: That the Board of Supervisors approve the request, and direct the Chair
of the Board and the Clerk of the Board to sign the operating budget. Direct the Clerk of the Board to return a
fully executed copy of the operating budget to Stuart Tutus, General Manager of
the Humboldt County Fair Association, 1250 5th Street, Ferndale, CA 95536.

Orders from the meeting of January 26, 2010.
RECOMMENDATION: That the Board of Supervisors approve the Board Orders as submitted.
Community Development Services
5.
Accept
$1,612,265 in Clean Energy grants from the State of California's Employment
Development Department, accept $975,041 Clean Energy Grant Award for Energy Commission
funding; Approve Supplemental Budget 9for Fund 1120, Budget Unit 287, Workforce
Investment, Fiscal Year 2009-10); and Delegate Signature Authority to Community
Development Services Director.
RECOMMENDATION: That the Board of Supervisors review Clean Energy grant applications and
staff report; review grant award approved by the State of California's
Employment Development Department for $975,041 and contained in Attachment A: Grant
Award, and accept the funding; approve a supplemental budget in Fund 1120,
Budget 287, Workforce Investment; authorize and direct the Auditor-Controller
to incorporate the supplemental budget as shown: Revenue: 1120-287-525704
$250,000 WIA Clean Energy: 1120-287-525705 $250,000 Energy Commission Clean
Energy.

6.
Professional
Services Agreement for Disproportionate Minority Contact - Technical Assistance
Project II (DMC-TAP II) Grant.
RECOMMENDATION: That the Board of Supervisors approve the attached Professional Services
for an amount not to exceed $60,000 with W. Haywood Burns Institute for technical
consulting services to assist the Probation Department analyze and address
issues related to Year 1 activities of county DMC-TAP II grant; Authorize the Chair of the
Board to sign the attached Professional Services Agreement on behalf of the
county.

7.
Construction
of Storm Damage Repairs on Old Briceland Road (6B005) at PM 2.90 & 5.86;
Project No. FEMA 1628-DR-CA: PW 1449 & PW 1696; Contract No. 206280 &
206341.
RECOMMENDATION: That the Board of Supervisors accept the completed contract, including
all change orders approved by the Public Works Department, between G.R. Wilcox
Enterprises, Inc., Contractor and Humboldt County for the storm damage repairs
on Old Briceland Road; and approve the final claim for payment, as submitted by
the Public works Department to the Auditor/Controller, in the amount of
$5,432.62. This will bring the total amount paid to 100% of the contract.
8.
Construction
of Freshwater Road Overlay Paving and Freshwater Safe Routes to School, Project
No. SR2S 5904 (095), Contract No. 209800.
RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works to
sign Contract Change Order number 1 for the total amount of $65,653.21; accept
the completed contract, including all change orders approved by the Public
Works Department, between Mercer-Fraser Company, Contractor, and Humboldt
County for the construction work on Freshwater Road; approve the final claim
for payment, as submitted by the Public Works Department to the
Auditor/Controller, in the amount of $71,982.11. This will bring the total
amount paid to 100% of the contract; and approve the attached Appropriation
Transfer to provide funding for final payment.
9.
Alderpoint
Road (F6B165) Overlay between PM 0.10 and 1.0: Contract No. RPL-5904 (073);
Project No. 202704.
RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works
Department, between Granite Construction Company, Contractor, and Humboldt
County for the overlay on Alderpoint Road; Approve the final claim for payment,
as submitted by the Public Works Department tot he Auditor/Controller, in the
amount of $33,396.20. This will bring the total amount paid to 100% of the
contract; approve the attached appropriation Transfer to provide funding.
10.
Extension
of Extra Help Hours for Maria Herrera and Teresa Miranda.

RECOMMENDATION: That the Board of Supervisors retroactively extend Maria Herrera and
Teresa Miranda extra-help employment hours from 1,000 to a maximum of 1960
hours for fiscal year 2009-2010 pursuant to Section 7 of the Humboldt County Salary
Resolution.
