of Support for Humboldt County Sheriff's Department's Off-Highway Vehicle Law
Enforcement Grant Application. (Supervisor Smith)
RECOMMENDATION: Authorize Chair to sign
letter of support.
3.
Reappoint
Nola Sharp to the Area 1 Developmental Disability Board. (Supervisor
Clendenen)
RECOMMENDATION: Approve the reappointment of
Nola Sharp to the Area 1 Developmental Disability Board.
4.
Letter
of Support for the Humboldt and Garberville California Highway Patrol's (CHP)
DUI Grant Application. (Supervisor Clendenen)
RECOMMENDATION: Ratify the Letter of
Support.
5.
Letter
to Department of Interior Secretary Kenneth Salazar Requesting a Seat on the
Trinity Management Council and Reevaluation of the Trinity Adaptive Management
Group Voting Requirements. (Supervisor Smith and Supervisor Duffy)
RECOMMENDATION: Authorize Chair to sign
letter.
Community Development Services
6.
Appoint
Michelle Hutchins and Gregg Foster to the Workforce Investment Board.
RECOMMENDATION: That the Board of Supervisors receive staff report; review
membership application for the following community members: Michelle Hutchins -
Alternative Education Administrator
Eureka Adult
School; and Gregg Foster
- Executive Director RREDC; Appoint Michelle Hutchins and Gregg Foster to the
Workforce Investment Board (WIB) for a term of two years, term effective
immediately, in accordance with the WIB bylaws.
County Administrative Office
7.
Establish
Petty Cash Fund for Risk Management Division of the County Administrative
Office.
RECOMMENDATION: That the Board of Supervisors adopt Resolution No. _____
establishing a revolving petty fund of $250 for the Risk Management Division,
Budget Unit# 359, Fund 3520; Direct the Clerk of the Board
of Supervisors to transmit certified copies of the Resolution
to the Auditor of the County
of Humboldt.
8.
Supplemental
Budget for January 9, 2010 Earthquake Repairs.
RECOMMENDATION: That the Board of Supervisors approve a supplemental budget
in the Risk Management Internal Services Fund, Purchased Insurance Premium for
Fiscal Year 2009-2010 as follows: Revenue 3528358-682107 Earthquake Recovery
$1,000,000; Expenditure 3528358-6417 Earthquake Repairs $1,000,000.
9.
Extension
of Local Emergency and Design of Applicant's Agent.
RECOMMENDATION: That the Board of Supervisors adopt Resolution No. _____
confirming the continued existence of a local emergency; adopt Resolution No.
____ designating Applicant's Agents for State and Federal Emergency Assistance;
and authorize each occupant of any of the positions designated in Attachment 2,
for this and any future emergency, to transmit a copy of the Resolution and an
accompanying letter on agency letterhead specifying the names of the
then-current occupants of the designated positions to the California Emergency
Management Agency (Cal-EMA) and/or
the Federal Emergency Management Agency (FEMA).
10.
Readiness
and Emergency Management for Schools (REMS) Grants for Various Districts.
RECOMMENDATION: That the Board of Supervisors agree to partner with the Blue
Lake Union Elementary, Eureka City, Freshwater Elementary, Jacoby Creek
Charter, Klamath Trinity Joint Unified, Mattole Unified, McKinleyville Union,
Pacific Union, South Bay Union, and Southern Humboldt Unified school districts
and authorize staff to execute the attached memoranda of Understanding to work
with the districts on emergency preparedness.

Updated County of Humboldt Procedures for use of Emergency Medical Services
Fund.
RECOMMENDATION: That the Board of Supervisors approve changes tot he County
of Humboldt Procedures for use of Emergency Medical Services Fund.

Branch
12.
Approval
of Exercising the Option to Extend the Lease with Fred Lundblade, for Office
and Warehouse Space Located at 790 West Clark Street, in Eureka.
RECOMMENDATION: That the Board of Supervisors approve exercising the option
to extend the Lease with Fred Lundblade, for office and warehouse space located
at 790 West Clark Street, in Eureka; authorize Real Property to send a notice
to Lessor that County is exercising the option to extend the lease; and direct
the Clerk of the Board to return one copy of the executed agenda item to Real
Property.
Probation
13.
Authorization
for Chief Probation Officer to sign Hold Harmless and Indemnification Agreement
for use of the Firearms Range at College of the Redwoods.
RECOMMENDATION: That the Board of Supervisors authorize the Chief Probation
Officer to sign Hold Harmless and Indemnification Agreement with College of the
Redwoods for use of their Firearms Range; and delegate authority to the Chief
Probation Officer, subject to the approval of Risk Manager and County Counsel,
to sign similar Agreements with College of the Redwoods for use of their
Firearms Range by Probation Department staff.
14.
Evidence
- Based Probation Supervision Program Application.
RECOMMENDATION: That the Board of Supervisors authorize the Chairperson of
the Board to sign the Certification of Assurance of Compliance - Recovery JAG,
Cal EMA 2-104j form, as required
for submission of the application for the Evidence-Based Probation Supervision
Program (EBPSP). Further, that the Board of
Supervisors authorize the Chief Probation Officer to sign all
subsequent grant-related paperwork associated with the California Emergency
Management Agency funding under the Evidence-Based Probation Supervision
Program for the grant period October
1, 2009 through March
31, 2012.

Position
Overlap for Fiscal Assistant I/II for the Business Division of Public Works.

RECOMMENDATION: That the Board of Supervisors approve an overlap in the
position of Fiscal Assistant I/II (Salary Range 273/299, Class 0177, Position
No.1, Department 320) with the incumbent for a period not to exceed 5 pay
periods, pursuant to Section 7 of the Humboldt County Salary Resolution.
16.
Supplemental
Budget Request for Arcata-Eureka Runway Safety Area, Project No. 919216.
RECOMMENDATION: That the Board of Supervisors adopt the following
supplemental budget for FY 2009/2010: Revenue: 1490170-532037 Arcata Runway
Safety Area Improvements - FAA $2,456,870; 1490170-532032 - Local Share -
$129,300: Expenditure: 1490170-8011
Arcata Runway Safety Area Improvements $2,586,170.
17.
Construction
of Storm Damage Repairs on Alderpoint Road (F6B165) At PM 7.6-8.1; Project No.
ER-4400 (038); Contract No. 206369.
RECOMMENDATION: That the Board of Supervisors authorize the Director of
Public Works to sign Contract Change Order Number 2 for the total amount of
$6,445.50.

Resolution
Approving the Klamath Agreements.
RECOMMENDATION: That the Board of Supervisors receive a staff report from
Public Works regarding the revised resolution in support of the Klamath Basin
Restoration Agreement and Klamath Hydroelectric Settlement Agreement; Receive
comments from the interested public; adopt Resolution No. ____ authorizing the
Chair of the Board or designee to sign the Klamath Basin Restoration Agreement
and Klamath Hydroelectric Settlement Agreement; and designate Supervisor Duffy
to sign and execute the agreements specified in Resolution No. ____ on behalf
of the Board.

Maintenance of Existing Public Access Hours at the Sheriff's Animal Shelter.
RECOMMENDATION: That the Board of Supervisors approve maintaining the
existing hours of public access at the Sheriff's Animal Shelter.

County Administrative Office
1.
Mid
Year Budget Report for Fiscal Year (FY 2009-10), Recommendations for Budget
Amendments, and Budget Outlook for FY 2010-11.
RECOMMENDATION: That the Board of Supervisors receive and file a review of
the current (FY 2009-10) and projected (FY 2010-11) budget years; approve the
list of budget adjustments shown on Attachment 1 and authorize County
Administrative Office (CAO) staff
to make any technical corrections necessary to effectuate the Board's
direction; approve corrections to the position allocation table as shown on
Attachment 2; approve the FY 2010-11 Budget & Fee Schedule Development Calendar
as shown on Attachment 3 and direct the Clerk of the Board to schedule public
hearings and provide notice; reaffirm the hiring freeze adopted on June 2,
2008; for non-General Fund positions, reaffirm the procedures for granting
exceptions to the hiring freeze that have been in place since June 3,
2008; for General Fund positions,
effective immediately, require that any vacant position not previously granted
an exception to the hiring freeze by the CAO
under the procedures in place since June 3, 2008, receive Board approval prior
to filling the position; authorize a voluntary unpaid furlough for the County
Administrative Officer of up to ten percent of his time for the remaining pay
periods in FY 2009-10, upon review by the Board's Personnel Subcommittee;
direct the Personnel Director to meet with the County Administrative Officer
and employee associations to discuss compensation strategies; and take other
action as appropriate, including the setting of budget parameters for FY
2010-11.

Accept
$250,000 Grant from the US Department of Labor and Delegate Signature Authority
to Community Development Services Director.
RECOMMENDATION: That the Board of Supervisors receive staff report; review
Region Innovations Grant application; review grant award approved by the US
Department of Labor for $250,000 and accept the funding; direct and authorize
the Community Development Services Department (CDS) Director to enter into and
sign the grant agreement and any amendments thereto with the US Department of
Labor for the purposes of this grant, after review and approval by County
Counsel and Risk Management; direct and authorize the CDS Director to sign any
contracts or sub-recipient agreements to carry out grant activities, after
review and approval by County Counsel and Risk Management.
