Resolution
Identifying Lead Agency for Project Design and Use of Rule 20A and Rule 32A.1
Funds for Residential Services Conversions on the School Road Utility
Undergrounding District.
RECOMMENDATION: That the Board of Supervisors adopt Resolution No. ____, identifying the
design lead and utilization of Rule 20 and Rule 32 funds for residential
conversions on the School Road utility undergrounding project in Mckinleyville from Central Avenue to Highway 101.

Recognizing Lee Karjola as the New President of the California-Hawaii Elk's
Association. (Supervisor Smith)
RECOMMENDATION: Ratify the Resolution.

Letter
to Delta Air Lines Requesting Reconsideration of Plan to Discontinue Service at
the McKinleyville-Arcata-Eureka Airport. (Supervisor Smith)
RECOMMENDATION: Authorize Chair to Sign
Letter to Delta Air Lines.
3.
Continuation
of Local Emergency. Supervisor Clendenen
RECOMMENDATION: Declare that a local state
of emergency, per Resolution No. 10-03, remains in effect until April 6,
2010.

4.
Temporary
Increase in Compensation for Senior Planner pursuant to Section y of the Humboldt
County Salary Resolution.

RECOMMENDATION: That the Board of Supervisors approve an extension of a temporary
increase in compensation for Senior Planner, Martha Spencer, as if promoted to
the class of Supervising Planner, effective February 21, 2010, and continuing
until June 30, 2010 pursuant to Section 7 of the Humboldt county Salary
Resolution.

Temporary
Increase in Compensation for Program Coordinator Karen Clower.

RECOMMENDATION: That the Board of Supervisors approve a temporary increase in
compensation for Program Coordinator Karen Clower of twenty (20) salary ranges
beginning March 7, 2010, and continuing until September 4, 2010, unless
terminated sooner by additional Board action, pursuant to Section 7 of the
Humboldt County Salary Resolution.
Health and Human Services - Administration
6.
AB
1701 (Chesbro) - Letter of Support for Assembly bill 1701 (Chesbro) regarding
removal of sunset date for the Disease Prevention Demonstration Project.
RECOMMENDATION: That the Board of Supervisors: approve and authorize the Chair to send a
Letter of Support for Assembly Bill 1701(Chesbro) to Assembly Member Chesbro
and Senator Wiggins.
Health and Human Services - Public Health
Branch
7.
Approval
of a License Agreement between Grace Good Shepherd Church and the County of
Humboldt, Department of Health and Human Services.
RECOMMENDATION: That the Board of Supervisors approve and execute the License Agreement
between Grace Good Shepherd Church and the County of Humboldt, Department of
Health and Human Services; and direct the Clerk of the Board to return the
original executed License Agreement to Real Property and one copy of the
executed License Agreement to the Public Health Branch, Maternal Child
Adolescent Health Division.
Public Works
8.
Request
for Proposals for Traffic Collision Global Information System Software.
RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works to
issue a request for proposals for traffic collision global information system (GIS) software and training and enter into a
services agreement with the selected firm.
9.
Supplemental
Budget for Water Management.
RECOMMENDATION: That the Board of Supervisors approve the following Supplemental Budget:
Revenue: 1100251-705800 Transfer from Trust $11,000; Expenditure: 1100251-2118
Professional and Special Service $11,000.
10.
Bald
Hills Road (F4R300) Paving P.M. 25.9 to 26.7, Project No.: ESPL-5904 (105),
Contract No.: 210020.
RECOMMENDATION: That the Board of
supervisors approve the plans and specifications; and direct the Clerk to
advertise the above-mentioned project as required by Section 22037 of the
California Public Contract Code with bids to be opened on Tuesday,
April 6, 2010.
11.
Finkle
Subdivision, APN 018-062-04, Eureka/Cutten Area.
RECOMMENDATION: That the Board of Supervisors declare the subdivision as complete, and accept
and approve the subdivision map for filing with the County Recorder; accept the
dedications to the County of Humboldt of V Street for public road purposes;
sign and date the Conveyance and Agreement; direct the Clerk of the Board to
sign the subdivision map on behalf of the Board; direct the Clerk of the Board
to transmit the subdivision map and the Conveyance and Agreement to the County
Recorder.

Hills Road (F4R300) Paving P.M. 23.1 to 25.9, Contract No.: 321601.
RECOMMENDATION: That the Board of Supervisors approve the plans and specifications and
direct the Clerk to advertise the above-mentioned project as required by
Section 22037 of the California Public Contract Code with bids to be opened on Tuesday,
April 6, 2010 at 2:00 PM.

Authorize
the Sheriff to sign documents necessary to submit a request for Application for
the California Multi-Jurisdictional Methamphetamine Enforcement Team (Cal-MMET)
Recovery Act Program.
RECOMMENDATION: That the Board of Supervisors authorize the Sheriff to sign all documents
necessary for the submission of the Request for Application for the California
Multi-Jurisdictional Methamphetamine Enforcement Team (Cal-MMET) Recovery Act
Program.

to the HFBl and Reappoint Mark Burtchett for a third and final term to the HFB.

Designation
of a No-Parking Zones on Greenwood Heights Road (County Road 4M170) Hannah
Court, Murray Road and Tasi Lane.
RECOMMENDATION: That the Board of Supervisors introduce the attached ordinance by Title,
waive the first reading thereof, and set Ordinance for adoption at least one
week away; and direct the Clerk of the Board to publish a summary at least five
days before the date of adoption.
