1.                   Letter of Support for Humboldt State University's Funding Request for a Feasibility Study/Business Plan for a Proposed North Coast Salmon and Marine Science Center. (CONSENT) (Supervisor Duffy)

RECOMMENDATION: Authorize Chair to sign letter of support.

Board of Supervisors

1.                   Certificate of Appreciation for Rex and Ruth Rathbun. (Supervisor Smith)

RECOMMENDATION: Ratify the Certificate of Appreciation.

2.                   Certificates of Recognition to Soroptomist International of Eureka and Humboldt Bay's Annual Award Winners. (Supervisor Smith)

RECOMMENDATION: Ratify the Certificates of Achievement.

3.                   Resolution Authorizing Temporary Closure of Avenue of the Giants on May 2nd, 2010 for Six Rivers Running Club's 39th Annual Avenue of the Giants Marathon, Half Marathon and 10K Race. (Supervisor Clendenen)

RECOMMENDATION: Adopt the Resolution.

4.                   Request from the Rohnerville Elementary School District Calling for an Election to Authorize the Issuance of School Bonds, Establishing Specifications for an Election and Requesting Consolidation with other County Elections Occurring on June 8, 2010. (Supervisor Clendenen)

RECOMMENDATION: Approve the request and forward to the Elections Department for processing.

5.                   Request from the Southern Humboldt Unified School District Calling for an Election to Authorize the Issuance of School Bonds, Establishing Specifications for an Election and Requesting Consolidation with other County Elections Occurring on June 8, 2010. (Supervisor Clendenen)

RECOMMENDATION: Approve the request and forward to the Elections Department for processing.

Health and Human Services - Administration

6.                   Extension of Extra Help Hours Past the 960 Hour Limit.

RECOMMENDATION: That the Board of Supervisors approve the extension of extra help hours for Jean Crawford, Mental Health Worker I; Robert Gnat, Psychiatric Nurse; and Wendy Tutor, Psychiatric Technician II to 1984 hours through June 30, 2010, per Section 7 of the Humboldt County Salary Resolution (4/5 vote required).

Health and Human Services - Mental Health Branch

7.                   Approval of Second Amendment to contract between Humboldt County and Willow Glen Care Center to increase the contract value for fiscal year 2009-2010.

RECOMMENDATION: Approve the Second Amendment to the contract between Humboldt County and Willow Glen Care Center for the provision of Residential Services, increase contract value for Fiscal Year 2009-2010; and authorize the Chair to sign the above described Second Amendment and return two signed originals to Mental Health Branch Administration.

Health and Human Services - Public Health Branch

8.                   Approval of Children's Medical Services Plan for Fiscal Year 2009-2010 with Certification Statements for Child Health Disability Prevention Plan and California Children’s Services.

RECOMMENDATION: Authorize Chair of the Board to approve the Children’s Services FY 2009-2010 plan and sign the Certification Statements for Child Health and Disability (CHDP) and California Children's Services (CCS) Program.  Direct the Clerk of the Board to return the two signed original Certification Statements to the Public Health Branch for the submission to the State Department of Public Health.

Library Services

9.                   Grant Application to the California State Library for Public Library Staff Education Program for Fiscal Year 2010-2011.

RECOMMENDATION: Approve the Application for Grant Funds to the California State Library Public Library Staff Education Program for Fiscal Year 2010-2011.  Authorize Victor Zazueta, Director of Library Services, to sign one (1) copy of the application for grant funds and to act in connection with the application and to provide additional information as required.


Personnel

10.               Appointment of Merit System Appeals Panel Member.

RECOMMENDATION: That the Board of Supervisors appoint Richard Whitmore to the Humboldt County Merit System Appeals Panel.

11.               Amendment to Memorandum of Understanding for Representation Units 1-4 (American Federation of State, County and municipal Employees); Adopt the Classification of Social Service Aide into the Classification Plan.

RECOMMENDATION: That the Board of Supervisors adopt Resolution No. _____ approving the Amendment to the memorandum of Understanding for Units 1-4 (AFSCME); authorize the Chairman of the Board of Supervisors to execute the Amendment to the Memorandum of Understanding; and adopt the 40 hour classification of Social Service Aide (salary range 277, class 0708, unit 1) into the classification plan.

12.               Adoption of County Surveyor Classification and Amendment to Compensation Plans for management and Confidential Employees and Elected and appointed Officials for Fiscal Years 2008-2009, 2009-2010, and 2010-2011.

RECOMMENDATION: That the Board of Supervisors adopt Resolution No. ___ approving the Amendment to the Compensation Plans for Management and Confidential Employees and Elected and Appointed Officials for fiscal years 2008-2009, 2009-2010, and 2010-2011; Adopt the 40 hour Classification of County Surveyor (salary range 462, class 0207, unit 8) into the classification plan effective immediately; approve the allocation of one full-time County Surveyor position (salary range 462, class 0207) in budget unit 322 effective the beginning of the biweekly pay period following approval ; and approve the appointment of Dave Ryan as County Surveyor (salary range 462, class 0207, position #01)in budget unit 322 effective the beginning of the biweekly pay period following approval"

Public Works

13.               Annual Revisions to the County of Humboldt Maintained Road System.

RECOMMENDATION: Adopt the resolution to accept roads into the County Maintained Road System.  Adopt the resolution for annual revisions in the County Maintained Road System 2009-2010.  Direct the Clerk of the Board to provide a certified copy of the Board Order and resolutions to the Department of Public Works for submittal to Caltrans.

14.               Adoption of Ordinance - Designation of No-Parking Zones on Greenwood Heights Road, Hannah Court, Murray Road and Tasi Lane.

RECOMMENDATION: That the Board of Supervisors adopt Ordinance No. ________, amending Sections 431-42 and 431-65 of Title IV of the Humboldt County Code relating to no-parking zones on Greenwood Heights Road, Hannah Court, Murray Road and Tasi Lane.

D.                  SPECIAL PRESENTATIONS

1.                   Proclaim the Week of March 21st - 27th, 2010 as Tsunami Preparedness Week in Humboldt County. (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

2.                   Proclaim March, 2010 as Jazz Festival Appreciation Month. (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

3.                   Resolution Recognizing the 30th Anniversary of Redwood Community Action Agency. (Supervisors Neely and Lovelace)

RECOMMENDATION: Adopt the Resolution.


4.                   Proclaim March 2010 as Social Worker Appreciation Month in Humboldt County. (Supervisor Clendenen)

RECOMMENDATION: Adopt the Proclamation.

E.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Presentation on the Current Status of the Sequoia Park Zoo. (Supervisor Neely)

RECOMMENDATION: Appoint two Board Members to an Advisory Group to Explore Options for Assisting the Zoo.

2.                   Consider Appointing a Representative to Attend the Siskiyou County Public Forum on the Klamath Basin Restoration Agreement (KBRA) and the Klamath Hydroelectric Settlement Agreement (KHSA). (Supervisor Clendenen)

RECOMMENDATION: Appoint a Representative to attend the Siskiyou County Public Forum on the KBRA and KHSA.

3.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.

F.                  DEPARTMENT REPORTS

County Administrative Office

1.                   Standing Item --- State and Federal Budget Update.

RECOMMENDATION: Hear report and take action as appropriate

County Counsel

2.                   2009 Annual Code Enforcement Report.

RECOMMENDATION: That the Board of Supervisors receive the Code Enforcement Unit's 2009 Annual Report.

3.                   2008 Annual Code Enforcement Report.

RECOMMENDATION: That the Board of Supervisors receive the Code Enforcement Unit's 2008 annual report.

G.                 MATTERS SET FOR TIME CERTAIN

H.                  CLOSED SESSION

1.                   It is the intention of the Board of Supervisors to meet in closed session to consider the appointment for the position of Personnel Director pursuant to Government Code Sections 54954.5 and 54957

RECOMMENDATION:

J.                   ADMINISTRATIVE ABATEMENT HEARINGS

Code Enforcement Unit

1.                   Administrative Abatement Hearing - Robert, Thomas, and Amelia Carpenter, 6742 Harrison Avenue, Fieldslanding, CA: AP # 306-025-007.

RECOMMENDATION: That the Board of Supervisors, pursuant to Humboldt County Code Sections 351-21 and 351-22, hold an Administrative Hearing to determine whether a public nuisance exists on the subject property.  Adopt findings and issue an Order consistent with the evidence presented at the hearing.

K.                  PUBLIC HEARINGS

Community Development Services

1.                   Crosby General Plan Amendment Petition.  File No.: APN 529-221-50, Case No.: GPP-09-03. Orleans Area.

RECOMMENDATION: Open the public hearing and receive the staff report and public comment.  Accept the petition by approving the attached resolution based on the findings in the staff report and testimony received about the project.  Direct the Clerk of the Board to give notice of the decision to the applicant, the Assessor's Office and any other interested party.
