Assessor

1.                   Request to Execute Agreement for Petroleum and Geothermal Property Sales Study.

RECOMMENDATION: That the Board of Supervisors approves the Agreement for Petroleum and Geothermal Property Sales Study and authorizes the Chairman to sign said agreement.

2.                   Community Service Awards for Keath North and Sue Hemmann. (Supervisor Smith)

RECOMMENDATION: Ratify Community Service Awards for Keath North and Sue Hemmann.

3.                   Appointment of John Ash to the Humboldt County Airport Advisory Committee. (Supervisor Neely)

RECOMMENDATION: Appoint John Ash to the Humboldt County Airport Advisory Committee.

4.                   Reappoint Gary Rynearson as the District 5 Representative to the Humboldt County Forestry Review Committee. (Supervisor Duffy)

RECOMMENDATION: Approve the reappointment of Gary Rynearson as the District 5 representative to the Humboldt County Forestry Review Committee.

5.                   Board of Supervisors Comments Related to Final EIS Northwest Training (Navy) Range complex. (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign letter reaffirming the Board's concerns related to the Final Environmental Impact Statement (EIS) with particular reference to the Northwest Training Range Complex (NWTRC).

6.                   Appointment of Gregg Foster to the Humboldt County Airport Advisory Committee. (Supervisor Lovelace)

RECOMMENDATION: Appoint Gregg Foster to the Airport Advisory Committee.

7.                   Approval of the Board Orders - Meeting of October 12, 2010.

RECOMMENDATION: Approve the Board Order and authorize the Clerk of the Board and the Board Chair to sign the minute book in accordance with California Government Code Section 25103.

Public Works

8.                   Humboldt County Parks 2010 Bathroom Replacement Project - Project Numbers: 713650, 713660, 7713670, 713680.

RECOMMENDATION: That the Board of Supervisors receive and file the bids for the Humboldt County Parks 2010 Bathroom Replacement Project; award the project to the lowest responsible and responsive bidder, Sequoia Specialties, Inc., DBA Sequoia Constriction Specialties, Eureka, CA, in the amount of $834,000 for the base bid and accept deductive alternate no. 2 in the amount of ($107,000); authorize the Chairman to execute the agreement with Sequoia Specialties, Inc., DBA Sequoia Construction Specialties, after staff approves the bonds and insurance.

D.                 SPECIAL PRESENTATIONS

1.                   Proclaim October 21st, 2010 as Credit Union Day in Humboldt County. (Supervisor Clendenen)

RECOMMENDATION: Adopt the Proclamation.

2.                   Resolution Recognizing Two Feathers Native American Family Services. (Supervisor Lovelace)

RECOMMENDATION: Adopt the Resolution.

3.                   Proclaim October 24, 2010 as Rotary International's "End Polio Day" in Humboldt County. (Supervisor Clendenen)

RECOMMENDATION: Adopt the Proclamation.


E.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Consider Position on Statewide Initiatives for the November 2, 2010 Ballot. (Supervisor Lovelace)

RECOMMENDATION: That the Board discuss and consider the propositions and adopt the following positions:

2.                   Consider Adopting the Attached Position Paper Regarding Proposition 19 and the Legalization and Regulation of Marijuana. (Supervisor Lovelace)

RECOMMENDATION: Adopt the Position Paper.

3.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.

F.                  DEPARTMENT REPORTS

Public Works

County Administrative Office

1.                   2009-10 Legislation Signed or Vetoed by the Governor.

RECOMMENDATION: That the Board of Supervisors receives a report on the Governor's actions related to the 2009-10 Legislative session.

County Counsel/Code Enforcement Unit

2.                   Approval of Application to the Superior Court for Issuance of Inspection Warrants.

RECOMMENDATION: That the Board of Supervisors approves the Code Enforcement Unit's application to the Superior Court of Humboldt County for inspection warrants for Assessor Parcel Numbers 211-363-006, 211-372-002, and 109-031-052.
