Assessor

1.                   Request for Exemption from the Hiring Freeze for Supervising Assessment Technician in the Assessor's Office.

RECOMMENDATION: That the Board of Supervisors approve an exemption to the hiring freeze for Supervising Assessment Technician (class 0633, salary range 400, position 01)

Board of Supervisors

2.                   Resolutions of Commendation honoring Evo Fanucchi and Frances Rapin on their 90th Birthday. (Supervisor Neely)

RECOMMENDATION: Ratify the Resolutions of Commendation.

3.                   Reappoint Greg Anderson to the Humboldt County Assessment Appeals Board. (Supervisor Neely)

RECOMMENDATION: Approve the reappointment of Greg Anderson to the Humboldt County Assessment Appeals Board.

Clerk of the Board

4.                   Board Orders - Meeting of October 26, 2010.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders from the Meeting of October 26, 2010.

Health and Human Services - Public Health Branch

5.                   Approve Grant Agreement with the California Office of Traffic Safety for the continuation of the Youth Driving Safety Program and Supplemental Budget in Fund 1175, Budget Unit 414, Fiscal Year 2010-11.

RECOMMENDATION: That the Board of Supervisors approve and execute Grant Agreement with the California Office of Traffic Safety, for the Youth Driving Safety Program in the amount of $145,865 for the period of October 1, 2010 through September 30, 2011 in Fund 1175, Budget Unit 414 (Health Education); Direct the Clerk of the Board to return the two signed originals of the Agreement to the Public Health Branch; approve supplemental budget and direct the Auditor to increase Fund 1175, Budget Unit 414 (Health Education) in the amount of $109,399 for Fiscal Year 2010-11 as attached.

6.                   Approve Agreement with California Department of Public Health (CDPH) for various Emergency Preparedness Programs in Fund 1175, Budget Unit 455 (Emergency Preparedness and Response), Fiscal Year 2010-11.

RECOMMENDATION: That the Board of Supervisors approve Agreement EPO 10-13 with the California Department of Public Health; Authorize the Chairperson of the Humboldt County Board of Supervisors to sign the three (3) originals of the attached agreement and direct the Clerk of the Board to submit the signed documents to the Public Health Branch for submission to the California Department of Public Health.

Public Works

7.                   Construction of Olde Arcata Roard between KP 6.07 & 10.86 (PM 3.77 & 6.75): Project No. RSTPL 5904(033), Contract No. 980700.

RECOMMENDATION: That the Board of Supervisors approve and authorize the Chair to sign the forms entitled: a. Local Assistance Program (20.30) CWA master Report for Cycle VIII as of September 28, 2010 and b. No Cooperative Work Agreement Needed Confirmation Form.

8.                   Request to enter in to a Short - Term Franchise Agreement for Solid Waste Collection in the Willow Creek Franchise Area while the Request for Proposal Process is ongoing.

RECOMMENDATION: That the Board of Supervisors approve and direct the Public Works Department to enter in to a short-term franchise agreement with a contractor that will be able to provide existing solid waste collection and disposal services to residents of the Willow Creek area while the Request for Proposal process is ongoing.

9.                   Arcata-Eureka Airport Runway Safety Area, Project No. 919216.

RECOMMENDATION: That the Board of Supervsisors authorize the Public Works Director to sign Change Order No. 1.0 for a $26,548.20 cost increase and an additional one (1) calendar day increase in construction time.

10.               Redwood Drive (ARRA) Rehabilitation and OVerlay (6B105) at P.M. 3.11 to 4.85, Project No.: 5904(104), Contract No.: 202710.

RECOMMENDATION: That the Board of Supervisors approve the plans and specifications and direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code with bids to be opened on Tuesday, November 30, 2010 at 2:00 PM.

11.               Assignment of Don Morris as Facility Maintenance Supervisor.

RECOMMENDATION: That the Board of Supervisors approve the temporary increase in compensatino for Don Morris, Facility Maintenance Mechanic II, as if promoted to the class of such time as the Facility Maintenance Supervisor returns, whichever occurs first, pursuant to Section 7 of the Humboldt County Salary Resolution.

12.               Approve Budget Appropriation Transfer in BU 1100274.

RECOMMENDATION: That the Board of Supervisors approve attached budget appropriation transfer in budget unit 11000274 transferring funds from service and supply account Special Department Expense to Fixed Asset account Warning System.

13.               Approve Exception to the Hiring Freeze for one (1.0 FTE) Sheriff's Sergeant.

RECOMMENDATION: That the Board of Supervisors approve an exception to the hiring freeze fro one (1.0) full time Sheriff's Sergeant (salary range 423, class 0414 position numbers 03) position in budget unit 221, effective January 9, 2011.

14.               Acceptance of Secure Our Schools Grant Program and Authorize Chair of the Board and Sheriff to Execute Documents.

RECOMMENDATION: That the Board of Supervisors accept Secure Our Schools Grant in the Amount of $37,750 and authorize the Chair of the Board and the Sheriff to sign necessary documents to accept grant program.

15.               Supplemental Budget in the Amount of $83,845 for Second Installment of contract between Logistic Systems Inc. and the County of Humboldt.

RECOMMENDATION: That the Board of Supervisors authorize the Auditor-Controller to establish fixed asset account 1100-221-8-066 Computer System; approve the supplemental budget in the amount of $83,845.

1.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.

F.                  DEPARTMENT REPORTS

Public Works

1.                   Ordinance Amending Sections 521-5(f), 521-6(a), 521-8(b) and 521-9(a&b) of the County Code Relating to Reporting, Granting of Franchises and permits, Fees and Rates, and Audits, Payments and Credits of Solid Waste Franchises.

RECOMMENDATION: That the Board of Supervisors introduce the attached Ordinance by title and waive the first reading; set the Ordinance for adoption on November 9, 2010 or at least one week away; direct the Clerk of the Board to publish the pre-adoption summary of the ordinanec and to post a certified copy of the full text of the proposed Ordinance in the office of the Clerk of the Board; and direct the Clerk of the Board, within 15 days after adoption of the Ordinance, to publish a post-adoption summary of the ordinance with the names of the supervisors voting for and against the ordinance.

RECOMMENDATION: That the Board of Supervisors open a public hearing in the manner prescribed by law; receive a staff report, consider the application, and receive public testimony; adopt the necessary findings prepared by Community Development Services Department Current Planning Division staff; adopt Resolution No. _____ establishing the Agricultural Preserve; authorize the Chair of the Board to execute the Land Conservation Contracts; direct the Current Planning Division staff to prepare and file a Notice of Exemption with the county Clerk and Office of Planning and Research; direct the Clerk of the Board to record copies of the Resolution and Land Conservation Contract with the County Recorder; and direct the Clerk of the Board to give notice of the decision to the applicant, the Assessor's Office county Counsel, Current Planning Division, the California Office of Land Conservations, and any other interested party.
