1.                   Reallocation of Secretary I Position to Administrative Secretary Position

RECOMMENDATION: Approve reallocation and grant exemption from hiring freeze.

County Counsel

2.                   Ordinance Amending Chapter 2 of Division 5 of Title III by Amending Sections 352-1 Through 352-26 Which Relates to Removal of Junk Vehicles

RECOMMENDATION: Introduce by title, waive first reading and set adoption for October 17, 1995.

3.                   Audit of Financial Statements of Humboldt County Municipal Court Financial Office

RECOMMENDATION: Approve contract with David L. Moonie and Company CPAs.

Mental Health

4.                   Extension of Hours for Various Extra-Help Employees

RECOMMENDATION: Grant extensions.

5.                   Eligibility Lists for Road Maintenance Worker I, Road Maintenance Worker III and Senior Road Maintenance Worker

RECOMMENDATION: Extend lists for one year or until new lists are established.

RECOMMENDATION: Award the project to Wahlund Construction Company.

10.               Completed Contract for Overlay Paving on "F" Street; Eureka, CA; Project 916010

RECOMMENDATION: Accept completed with Redwood Empire Aggregates.

Sheriff

11.               Agreement with Eureka City Schools for Adult Education in the Humboldt County Jail

RECOMMENDATION: Authorize Chair to sign amendment.

12.               Funding for Supervision by Correctional Officers of Inmate Work Crews to Perform Roadside Vegetation Removal and Litter Cleanup

RECOMMENDATION: Authorize Chair to sign agreement with Cal Trans.

RECOMMENDATION: Receive oral report from representatives of North Coast Railroad Authority.

3.                   Response to the 1995-96 Final Grand Jury Report

RECOMMENDATION: Finalize response for submittal to the Presiding Judge of the Superior Court.

F.                  DEPARTMENT REPORTS

Public Works

1.                   Change Orders Over $10,000 for Jail/Library/Road/Bridge/Airport Projects (None)

2.                   Standing Agenda Item for Advertisement or Award of Storm Damage Repair Projects

RECOMMENDATION: Authorize Chair to sign Program Supplement No. 127, 129, 131 and 132 for construction of storm damage repairs to the roads listed in submitted report.

Administrative Office (CAO)

3.                   Report on Proposed Legislation (if required)

RECOMMENDATION: 1) Authorize the Chair to sign a letter to Congressman Riggs requesting that he review the Title IVA Program (Probation Facility) and the estimated loss of $600,000 to Humboldt County; and 2) Authorize the Chair to sign a letter to Governor Wilson requesting that he veto Assembly Bill 1355 (Knowles) which proposes to diminish the immunity of social workers and public employee--mandated reporters taking required actions to protect children.
