RECOMMENDATION: Adopt commendation for her service to California Children Services Program.

1.                   Transfer of $900 to Fixed Assets Line Item for Man Lift

RECOMMENDATION: Approve transfer from Maintenance of Structures account.

2.                   Request for Board to Support Rational Sablefish Management (Supervisor Fulkerson)

RECOMMENDATION: Refer to Fish and Game Advisory Commission for response back on October 18.

Clerk of the Board

3.                   Approval of the Minutes from the Board Meeting of September 27, 1994

RECOMMENDATION: Approve minutes.

County Clerk-Elections

4.                   Direction to Sheriff's Staff to Pick Up Voted Ballots at Various Polling Places

RECOMMENDATION: Give said direction for night of November 8, 1994.

Employment Training

5.                   Calif. Cooperative Occupational Information System/Labor Market Information Program

RECOMMENDATION: Adopt Resolution No. 94-85 authorizing execution of documents.

Health

6.                   Contract for Women, Infants and Children's Supplemental Food Program (WIC)

RECOMMENDATION: Authorize Chair to sign contract with State Department of Health Services.

7.                   County Medical Services Program Offset of Vehicle License Fee Growth Money

RECOMMENDATION: Approve supplemental budget in the amount of $3,264 for Budget Unit 490.

8.                   Approval to Change Allocation of Nutrition Aide Positions in Budget Unit 415 (WIC)

RECOMMENDATION: Grant approval.

9.                   Creation of Library Donations Line Item in the Amount of $11,376

RECOMMENDATION: Create line item and transfer $1,800 from Library Contingency Fund.

RECOMMENDATION: This item was pulled from the agenda at the request of County Counsel.

County Clerk-Elections

1.                   Appointment of Directors to the Humboldt County Resource Conservation District

RECOMMENDATION: Reappoint Richard Bettis, James Renner, Roger Rodoni, and John Vevoda and appoint William E. Weaver.

Public Works

2.                   Change Orders Over $10,000 for Jail, Library, Road, Bridge, and Airport Projects

RECOMMENDATION: No change orders were required.

3.                   Eel River Management Plan for Gravel Removal-- Request for Proposal (RFP)

RECOMMENDATION: Develop Public Works staff to develop RFP.

Administrative Office (CAO)

4.                   Creation of Community Assistance Unit

RECOMMENDATION: Reschedule for the meeting of October 18, 1994.

1.                   Rosemary Womack requested an investigation of possible fraud in the obtaining of federal grants for the Child Welfare Services Division of the Social Services Department.Aldo Bongio suggested the Board consider putting Public Appearances on the Board's agenda after opening ceremonies.

J.                   BOARD OF SUPERVISORS 1:45 P.M.

1.                   Interviewing of Top Four Candidates for At-Large Planning Commission Vacancy

RECOMMENDATION: Interview Richard Dorn, Mary Gearheart, and Tim Jordan; reschedule the interview for Friday Ululani for Friday October 14, 1994 at 9:00 a.m. (will make appointment on October 18, 1994).
