1.                   Mental Health Medi-Cal Managed Care

RECOMMENDATION: Authorize Mental Health Director to inform State Dept. of Mental Health that they have decided to participate as a County in Mental Health Services "carve out" for Medi Cal Managed Care Services on both an inpatient and outpatient basis.

2.                   Request that State Trade and Commerce Agency (STCA) Designate Redwood Region Economic Development Commission to be Included as Direct Participant and Principal Payback Recipient for Humboldt County in SCTA's Proposed $1.2 Million Old Growth Diversification Revolving Loan Fund Program Proposed to State CERT as "Option 9" Project (Supervisor Neely)

RECOMMENDATION: Follow the STCA Position in determining which organization within the County will ultimately administer the revolving loan fund.

Planning and Building

1.                   Matters Pertaining to Gravel Extraction Operations in Humboldt County

RECOMMENDATION: Send letter to State Senator Thompson requesting a rule waiver for April 12 Natural Resources Committee hearing to allow Senate Bills 2041 and 2043 to be heard at a later date.

2.                   Garey Plan Amendment Petition; Loleta; File No. 308-231-07; Case No. GPA 02-92 findings in Section 1452.2 of Framework Plan and Inconsistency with Agricultural Preservation polices of Coastal Act

RECOMMENDATION: Deny request to amend Eel River Area Plan Based on inability to make 1 of 4 required findings in Section 1452.2 of Framework Plan and inconsistency with Agricultural Preservation polices of Coastal Act.

Administrative Office (CAO)

3.                   Report on Proposed Legislation

RECOMMENDATION: Support Senate 1026 as amended to create the California Rural Health Alliance and support Assembly Bill 2478 pertaining to general relief limits.

4.                   Update on Option 9 (Proposed Northwest Economic Adjustment Initiative) (No Action)

RECOMMENDATION: Appoint John R. Stokes with term to expire on April 5, 1996.

3.                   Unmet Water Needs in the Trinity and Lower Klamath Rivers (Supervisor Neely)

RECOMMENDATION: Approve Trinity County's request to hold public hearing/s and oppose counties required to contribute additional revenue into the Trinity River System.
