A.                  PUBLIC HEARINGS

Continued Public Hearing on the Proposed County Budget for Fiscal Year 1993-94

1.                   Continued Public Hearing on the Proposed County Budget for Fiscal Year 1993-94

RECOMMENDATION: Hold public hearing on revenue enhancement as well as the following budget units:JTPA-GAIN, Foster Care, Veterans Service Officer, County Library, Animal Control, General Relief, and Agricultural Commissioner.

2.                   Contributions-Others (199)

RECOMMENDATION: Withdraw the Commission on the Status of Women's request for $5,000 from consideration as a pending budget issue (i.e. request for funding denied).

3.                   Economic Development and Promotion (181)

RECOMMENDATION: By a majority vote (show of all hands), the Board deferred funding for the following groups (original recommended amount indicated) until after the November 2, 1993 sales tax election:Redwood Empire Association, State Fair Display, Jazz Festival and Humboldt Bay Alliance.

4.                   Board of Supervisors (101)

RECOMMENDATION: By a unanimous vote (show of all hands), allocated the Administrative Secretary position held by Mosell Ball at 1.0 FTE with 3/4 time allocated to Budget Unit 101 and 1/4 time allocated to Budget Unit 102 (Clerk of the Board).The cost of this action will be about $6,547.

5.                   Board of Supervisors (101)

RECOMMENDATION: By a Unanimous vote (show of hands), directed that the Board not join the National Association of Counties and the North Coastal Counties Supervisors Association during Fiscal Year 1993-94.This action will result in a savings of about $2,721.

6.                   Risk Manager (352)

RECOMMENDATION: By a unanimous vote (consensus), disallocated the position of Risk Manager and disallocated .5 FTE of the Administrative Secretary position.

7.                   Animal Control (278)

RECOMMENDATION: By order of the Chair, disallocated a 1.0 FTE Animal Control Officer position; and reduced the Office Assistant II position from 1.0 to 0.50 FTE.

8.                   MICRS/TUPP (440)

RECOMMENDATION: By a Majority Vote disallocated the 1.0 FTE Administrative Analyst I/II.

9.                   Parks and Recreation (713)

RECOMMENDATION: By a Majority Vote (show of hands), denied Sam Stanson's request that public portable toilets be placed at Moonstone Beach.

10.               Continue Public Hearing on Proposed County Budget for Fiscal Year 1993-94

RECOMMENDATION: By Order of the Chair continue the public hearing to the meeting of August 24, 1993.

B.                  ADJOURNMENT
