RECOMMENDATION: Open hearing and take testimony from those that cannot attend the 7 p.m. hearing.

2.                   Continued Appeal Hearing on Determination that Proposed Bay Area Addiction Research and Treatment Inc. Methadone Treatment Facility is a Principally--Permitted Use in the C-1 Zone

RECOMMENDATION: Uphold appeal and refer applicant to the conditional use permit process.
