1.                   Amendment to Contract with Holmes-Biord for Consulting Services for Jail Phase I

RECOMMENDATION: Authorize Chair to execute contract amendment in the amount of $150,000.

2.                   Amendment to Contract with State Board of Corrections for Jail Phase I

RECOMMENDATION: Authorize Chair to execute contract amendment in the amount of $155,745.

3.                   Agreement with Eureka/Humboldt County Convention and Visitors Bureau

RECOMMENDATION: Authorize Chair to sign agreement for Fiscal Year 1994-95.

Board of Supervisors

4.                   Resolution of Commendation for Stan Elcock on His Retirement (Supervisor Dixon)

RECOMMENDATION: Adopt commendation for retirement from the Public Works Department.

5.                   Resolution of Commendation for James Spallino (Supervisor Fulkerson)

RECOMMENDATION: Adopt commendation for retirement as Assistant Agricultural Commissioner.

6.                   Appointment of Fifth District Planning Commissioner (Supervisor Kirk)

RECOMMENDATION: Appoint Michael Fleschner with term to expire on January 31, 1999.

RECOMMENDATION: Ratify signing of said agreement by Supervisor Neely in November 1994.

RECOMMENDATION: Approve transfer of $82,830 from Mental Health Contingency Fund.

RECOMMENDATION: Approve request for the purchase of park-related fixed assets.

RECOMMENDATION: Accept donation of 13.829% ownership in the Alex Brizard survey maps.

21.               Goals for Disadvantaged Business Enterprises

RECOMMENDATION: Adopt a disadvantaged business goal of ten percent (10%) for 1995.

RECOMMENDATION: Adopt Resolution No. 95-11 and receive report from John Prevost of PALCo.

3.                   Consolidation of Job Training Programs at the Local Level (Supervisor Fulkerson)

RECOMMENDATION: Send letters to Senators Boxer and Feinstein and to Congressman Riggs emphasizing points 1 to 5 in submitted memo from Farrel Starr, Employment Training Director.

RECOMMENDATION: Nominate Supervisors Kirk and Fulkerson and submit to Governor's Secretary.

RECOMMENDATION: Nominate Supervisor Kirk to apply for Intergovernmental Advisory Committee.

1.                   Supervisor Dixon presented Supervisor Neely with a plaque for her 1994 Board Chair.Alex Lieder presented ribbons that the County won for its exhibit at the 1994 State Fair.Supervisor Dixon presented Lee Millot with a resolution of commendation for her years of service to the County.

J.                   EUREKA COMMUNITY PLAN 1:45 P.M.

Planning and Building

1.                   Continued Board Deliberation on the Eureka Community Plan

RECOMMENDATION: Approve Plan in concept and direct staff to bring back an approval packet.

1.                   Check Registers Covering Disbursements Made During the Month of December 1994

RECOMMENDATION: In accordance with Resolution No. 1024 there are herewith submitted check registers covering disbursements made during the month of December 1994.
