RECOMMENDATION: Adopt proclamation.

1.                   Submittal of 1995 Community Development Block General Allocation Application

RECOMMENDATION: Adopt Resolution No. 95-44.

2.                   Program Administration of Community Development Block Grant; Project 94-EDBG-326

RECOMMENDATION: Execute contract with Redwood Region Economic Development Commission.

3.                   Supplemental Budget of $1,117,640 for Architectural Services; Jail Phase II Project

RECOMMENDATION: Ratify Board action of April 4, 1995 to approve supplemental budget of $1,117,640.

Board of Supervisors

4.                   Grant for County-Wide Inventory of Prime Agricultural Lands (Supervisor Dixon)

RECOMMENDATION: Send letter of support to Humboldt Area Foundation on behalf of ag groups.

Clerk of the Board

5.                   Approval of the Minutes from the Board Meeting of March 28, 1995

RECOMMENDATION: Approve minutes.

County Counsel

6.                   McKinleyville Community Services Dist. Memorandum of Agreement for Indemnification

RECOMMENDATION: Execute Agreement if MCSD indemnifies County if any legal action is taken challenging legal sufficiency or adequacy of EIR prepared and certified by MCSD for its wastewater expansion project application, (File #510-217-15, Case #s CDP-10-94 and CUP 04-94), which requires approval of conditional use permit and coastal development permit.

7.                   Hiring Freeze Exemption for Filling Deputy County Counsel I/II/III/IV Position

RECOMMENDATION: Ratify Board action of April 4, 1995 to grant exemption.

Health

8.                   Ordinance Relating to Appeals of Sewage Disposal Permit Determinations

RECOMMENDATION: Introduce ordinance, waive first reading, and adopt on April 25, 1995.

9.                   Use of a Portion of the County-Leased Building at 77 Walnut Way, Willow Creek

RECOMMENDATION: Execute agreement with the United Indian Health Services, Inc.

10.               Transfer of $23,500 from Contingency Fund to Various Line Items in Budget No. 422

RECOMMENDATION: Approve transfer.

11.               Supplemental Budget for Budget Unit 417 Preventive Health Care for Aging Program

RECOMMENDATION: Approve supplemental budget in the amount of $3,148.

Library Services

12.               Second Supplemental Budget for Fiscal Year 1994-95

RECOMMENDATION: Approve transfer of $4,250 from the Library Contingency Fund.

Mental Health

13.               Supplemental Budget for Disproportionate Share Revenue in the Amount of $82,830

RECOMMENDATION: Approve supplemental budget.

Personnel

14.               Merit System Panel which Will Hear the Appeal of John Keith

RECOMMENDATION: Designate Tom Heilmann to serve on said panel.

Planning and Building

15.               Refund of Application Fees to Ione Stapp in the Amount of $438.38

RECOMMENDATION: Approve refund.

Public Works

16.               Purchase of Used Weights and Measure 1977 WFT 6364 Freightliner (Vehicle No. 10007)

RECOMMENDATION: Approve transfer of $1,500 from the Road Fund Contingency.

17.               Temporary Increase in Compensation for Richard Johnston, Road Maintenance Worker II

RECOMMENDATION: Approve increase until Jon Fretland returns from his medical leave.

18.               Transfer to Provide Funds to Paint the Public Works Building

RECOMMENDATION: Approve funding in the amount of $5,407.

Social Services

19.               Greater Avenues for Independence (GAIN) Plan Update--Fiscal Year 1994-95

RECOMMENDATION: Approve the GAIN Plan Update for Fiscal Year 1994-95.

20.               Additional Funding for Maintaining Children's Emergency Shelter

RECOMMENDATION: Approve additional funding in the amount of $8,500.

Supplemental Item--Employment Training

21.               Lease of 129 Fifth Street in Eureka for Summer Youth Employment Training Program

RECOMMENDATION: Authorize Chair to sign lease with Carter Properties.

RECOMMENDATION: Adopt proclamation declaring April 27, 1995 as Worthy Wage Day.

3.                   Report by Center for Resolution of Environmental Disputes (Supervisor Fulkerson)

RECOMMENDATION: Authorize Supervisors Neely and Fulkerson to meet with the City/County Roundtable Committee on this item, and bring recommendations back to the Board.

Planning and Building

1.                   Appeal of the Planning Commission's Approval of the McKinleyville Community Services District's Conditional Use Permit (CUP) and Coastal Development Permit (CDP); File No. 510-217-15; Case Nos. CDP 10-94 and CUP 04-94

RECOMMENDATION: Deny appeal filed by G. Owen, A. Shaw and L. Pettion; uphold the District's appeal and overturn Planning Commission's approval of January 5, 1995 as modified at public hearing.See scanned agenda for details on recommendation.
