RECOMMENDATION: Adopt Resolution No. 94-1, authorizing acceptance and consent to grants of real property to Humboldt County; adopt Resolution No. 94-2, authorizing certain County officers to sign documents in connection with Public Law 81-920; adopt Resolution No. 94-3, authorizing designated persons to sign and endorse checks and other instruments on federal letters of credit for federally-funded programs; and adopt Resolution No. 94-4, which authorizes designated County representatives to acquire federal surplus property.

15.               Memorandum of Understanding (MOU) Between Health Department and Social Services Department for Personal Care Services Program Nursing Services

RECOMMENDATION: Authorize signing of MOU and approve supplemental budget of $8,490.

Justice System Subvention Program

16.               Agreement with the City of Arcata Diversion Project

RECOMMENDATION: Authorize Chair to execute agreement in the amount of $22,620.

Library Services

17.               Contract with Humboldt Literacy Project for Basic Adult Literacy Services

RECOMMENDATION: Authorize Chair to sign contract and receive $1,000 donation form PG&E.

Mental Health

18.               Agreement with Public Health for HIV Pre- and Post- Test Counseling Services

RECOMMENDATION: Approve amendment to agreement allowing the Health Dept. to continue to deliver HIV pre- and post-test counseling and testing services to Alcohol and Drug Program clients for the Mental Health Dept.

19.               Appointments to the Alcohol and Other Drugs Advisory Board

RECOMMENDATION: Appoint Victoria Mohatt, Richard Whitaker, Arnie Millsap and Kent Bradshaw.

20.               Contract with RX Net Inc. for a Managed Care Prescription Drug Program

RECOMMENDATION: Authorize Chair to sign contract.

RECOMMENDATION: Adopt supplemental budget of $7,738 in order to accept additional Proposition 86 grant funds.
