RECOMMENDATION: Approve interim policy for the use of County property by local groups; direct staff to develop permanent policy and standard agreement; and revise the fee ordinance.

2.                   Harrison Avenue Improvement Project-Eve Selman (APN 15-231-07)

RECOMMENDATION: Accept Easement Deed and authorize the Chair to execute the Agreement with Eve Selman.

1.                   Proclamation Declaring June 13, 1993 as Lesbian, Gay and Bisexual Awareness Day in Humboldt (Supervisor Fulkerson)

RECOMMENDATION: No action taken.

1.                   Schedule a Public Hearing to Consider Increasing Fees for the County Assessor's Office and the Aviation Division

RECOMMENDATION: Direct Clerk of the Board to schedule a public hearing Tuesday, June 22, 1993 at 1:45 p.m.; direct Clerk of the Board to post Pre-Adoption Summary and direct County Administrative Office to have Public Hearing Report on fee increase.

2.                   Fund Ledger Transfers

RECOMMENDATION: Approve fund ledger transfers.

3.                   Request to Reissue Cancelled Warrants

RECOMMENDATION: Approve reissuance of a warrant to J.L. Sprague in the amount of $99.63.

Clerk of the Board

4.                   Approval of the Minutes from the Board Meeting of May 25, 1993

RECOMMENDATION: Approve minutes.

Mental Health

5.                   Perinatal Alcohol/Drug Services

RECOMMENDATION: Authorize the Mental Health Director of Health Services to enter into agreement for the Health Department to provide Perinatal Services.

Planning and Building

6.                   Extension of the Coastal Conservancy Grant Agreement No. 90-038

RECOMMENDATION: Approve agreement.

Public Works

7.                   Federal Bridge Replacement Program

RECOMMENDATION: Substitute the Tributary to North Fork Bridge (4C-0190) on North Fork Road for Davis Creek Bridge (4C-0167) on Mattole Road.

8.                   Harrison Avenue Improvement Project- Union Labor Hospital Association (APN 13-111-05)

RECOMMENDATION: Execute agreement; and direct Public Works to cause a warrant in amount of $1,464.00.

9.                   Harrison Avenue Improvement Project- Union Labor Hospital Association (APN 16-012-01)

RECOMMENDATION: Execute agreement; and direct Public Works to cause a warrant in amount of $3,800.00.

RECOMMENDATION: Execute agreement; and direct Public Works to cause a warrant in amount of $1,616.00.

RECOMMENDATION: Receive and file the Jail Population Report for the week of May 23, 1993 through May 29, 1993.

20.               Purchase of Fixed Assets Paper Shredder and Folding Machine

RECOMMENDATION: Approve the transfer of $8,000 from 511-2-317.

Mental Health

1.                   Bright Futures

RECOMMENDATION: Terminate the County's direct operation of the Bright Futures program by the end of Fiscal Year 1992-93.

Auditor-Controller

2.                   Responses to Request for Audit Proposals

RECOMMENDATION: Select the firm of David L. Moonie and Company to perform the County's annual audit for fiscal years ending June 30, 1993; 1994; and 1995.

Agricultural Commissioner

3.                   Disallocation and Reduction of Positions to Meet 1993-94 Target Net Budgets

RECOMMENDATION: Approve position disallocations and reductions effective July 31, 1993.

Administrative Office (CAO)

4.                   Report on Proposed Legislation

RECOMMENDATION: No action required.

Public Works

1.                   Matters Pertaining to Gravel Extraction in Humboldt County

RECOMMENDATION: Approve in concept and refer to Surface Mining Advisory Committee, County Counsel, Personnel and CAO for review and report back to the Board on June 22, 1993.

Board of Supervisors

2.                   Ordinance to Direct Tax Collector and Auditor-Controller to Collect and Allocate Property Taxes During Fiscal Year 1993-94 the Same Way that was Done in 1992-93 (Supervisor Dixon)

RECOMMENDATION: Introduce ordinance by title, waive first reading and set for adoption on June 22, 1993.

3.                   Invitation from Department of Interior, National Park Service, for Board to Tour Redwood National Park in June 1993 (Supervisor Sparks)

RECOMMENDATION: Board members will check with their staff members to determine the first available Monday during the summer for the Board members to go on said tour.
