RECOMMENDATION: That the Board of Supervisors
authorize the District Attorney to submit the ADA grant application; and the

RECOMMENDATION: That the Board of
Supervisors adopt the forty hour class of Senior Activity Therapist, (salary
range 368, class 0910, unit 1); and upwardly reallocate one vacant full0time
Activity Therapist position in budget unit 424, (salary rang 337, class 0939,
position #02) to Senior Activity Therapist (salary range 368, class 0910)
effective the beginning of the first biweekly pay period following approval.

RECOMMENDATION: That the Board of
Supervisors authorize temporary increase in pay fro Lisa Perkins Office
Assistant II (M/C) (Class 0169B, position #01) as though she had been promoted
to Payroll/Personnel Specialist (Class 0938, Range 336) beginning December 22,
2008 and continuing until such time as the cavant Payroll/Personnel Supervisor
position is filled or April 3, 2010 whichever occurs first, pursuant to Section
7 of the Humboldt County Salary Resolution.

Approve
Budget Adjustments in Fund 1175, Public Health, Fiscal Year 2009-10.
RECOMMENDATION: That the Board of
Supervisors approve budget adjustments in Fund 1175 Public Health, Budget
Units: Aids Information and Education (402), Early Intervention Program (437),
Bridge Project (448), Pathways (449) and HIV Care Consortium (470) for the
fiscal Year 2009-10 per Attachment A; and direct the Auditor-Controller to
adjust Fund 1175 as outlined in Attachment A for Fiscal Year 2009-10.

Donations
made to the Library and Supplemental Budget in Fund 1500, budget Unit 621,
County Library.
RECOMMENDATION: That the Board of
Supervisors accept donations made to the Library in the amount of $18,874.35 in
support of the Library's programs and services; and adopt a supplemental budget
in Fund 1500, Budget Unit 621, County Library, for fiscal year 2009-2010 and
authorize the Auditor-Controller to supplement the budget as shown in
Attachment 1.

for Exception to Hiring Freeze
RECOMMENDATION: That the Board of
Supervisors approve a request for exception to the county hiring freeze to
allow for the filling of a vacant Deputy Probation Officer I/II position;
Position #24 in Budget Unit 235.

Beach
Vehicle Access at Clam Beach County Park.
RECOMMENDATION: That the Board of
Supervisors receive a staff report from Public Works regarding the temporary
closure of the beach vehicle access at Clam Beach County Park; receive comments
from the interested public; and approve resolution No. ____ amending Resolution
03-56 to provide for temporary closures of vehicle access at county park beaches.
2.
Installation
of Symbolic Fencing at Clam Beach County Park.
RECOMMENDATION: That the Board of
Supervisors receive a Public Works staff report regarding the use of symbolic
fencing at Clam Beach County Park related to western snowy plovers; and
authorize the installation of symbolic fencing from March 1 through September
30, 2010, in designated areas of Clam Beach County Park, and the temporary
closure of the fenced area to beach users and dogs, in accordance with Section
271-3 of the County Code and Resolution No. 03-57.
