These matters are routine in nature and are usually approved
by a single vote. Prior to the meeting, any member of the public may request
any member of the Board to pull a particular item for further discussion.
RECOMMENDATION: That the Board of Supervisors approve the Board Orders and authorize the
Clerk of the Board and the Board Chair, to sign the minute book in accordance
with the California Government Code Section 25103.
RECOMMENDATION: That the Board of Supervisors authorize the Chair of the Board to execute
agreements with the Kneeland, Rio Dell, Telegraph Ridge and Whitethorn Fire
protection Districts, and Fieldbrook and Weott Community Service Districts for
revenue-sharing of the County's FY 2009-10 Proposition 172 (Prop 172) funding.
RECOMMENDATION: That the Board of Supervisors approve the Joint Exercise of Powers
Agreement for California State Automated Welfare System Consortium IV;
authorize the Chair to execute three copies of the agreement; and direct the
Clerk of the Board to route (2) fully executed copies of the agreement to the
Director, Department of Health and Human Services - Social Services Branch.
RECOMMENDATION: That the Board of Supervisors approve the Memorandum of Understanding
(MOU) between the California Statewide Automated Welfare System Consortium IV;
authorize the Chair to execute three (3) copies of the MOU; and direct the
Clerk of the Board to route two fully executed copies of the MOU to the
Director, Department of Health and Human Services - Social Services Branch.
RECOMMENDATION: That the Board of Supervisors approve a request for exception to the
County hiring freeze to allow for the filling of a vacant Juvenile Corrections
Facility Manager position; Position #1 in Budget Unit 234-Juvenile hall, Salary
RECOMMENDATION: That the Board of Supervisors approve the attached 2010-11 Application
for Youthful Offender Block Grant funding and juvenile Justice Development
Plan; Authorize the Chief Probation Officer to submit the 2010-11 Youthful
Offender Block Grant (YOBG) Funding Application and juvenile Justice
Development plan to the California State Corrections Standards Authority (CSA) in the estimated amount of $218,353 for
the purpose of sustaining services of the New Horizons program at the Northern
California Regional Facility; and direct the Auditor-Controller, upon receipt
of the 2010-11 YOBG funds, to deposit said funds in existing probation trust
fund #3751, Juvenile Repeat Offender Program.
RECOMMENDATION: That the Board of Supervisors attest to the on-going validity of the
local Comprehensive Juvenile Justice Plan and funding strategy; and authorize
the Chief Probation Officer to submit the 2010-11 JJCPA Application for
Continuation Funding to the California Department of Corrections and
Rehabilitation - Corrections Standards Authority (CSA).
RECOMMENDATION: That the Board of Supervisors by a four-fifths vote approve extending the
Agreement with the Humboldt County Fair Association (Association) that County
has approved of extension of the Agreement and return on executed Agenda Item
to Real Property.
RECOMMENDATION: That the Board of Supervisors authorize the temporary increase in
compensation of ten (10) salary ranges for Brooke Epperly, Fiscal Assistant II
retroactive to March 21, 2010 and continuing through October
2, 2010 or until
the Public Works Dispatcher returns, whichever occurs first, pursuant to
Section 7 of the Humboldt County Salary Resolution.
RECOMMENDATION: That the Board of Supervisors approve and authorize the Chair to sign the
attached Agreement between the County of Humboldt (County) and the Financial
Marketing Concepts, Inc 9FMC)
in Endorsement of the Coast2Coast Discount Prescription (Rx) Card and approve
the proof of the Coast2Coast Discount Prescription Rx Card.
RECOMMENDATION: That the Board of Supervisors introduce by title, Ordinance No. ____,
amending County Code 431-48 (parking on Harris Street) and waive first reading
of the Ordinance; that the Ordinance be set for adoption at least one (1) week
away; direct the Clerk of the Board to publish the pre-adoption summary of the
Ordinance, and the Clerk shall post a certified copy of the full text of the
proposed Ordinance in the office of the Clerk of the Board of Supervisors, both publication and posting to be done at
least five days prior to the Board meeting at which the Ordinance will be
adopted; and direct the Clerk of the Board, within fifteen (15) days after
adoption of the Ordinance, to publish a post adoption summary of the Ordinance
with the names of the Supervisors voting for and against the Ordinance and the
Clerk shall post in the office of the Clerk of the Board Office a certified
copy of the full text of those adopted Ordinances and Amendments along with the
names of those Supervisors voting for and against the Ordinance.
RECOMMENDATION: That the Board of Supervisors receive a Public Work staff report
regarding FEMA's preliminary Flood Insurance Rate Map and Flood Insurance Study
of the Redwook Creek Levee System and Orick Area; find that base flood
elevations depicted on the preliminary Flood Insurance Rate Map for the Orick
are technically incorrect on the basis that the hydraulic methodology was not
applied correctly and the analysis contains indisputable mathematical errors; and
authorize the Chair of the Board to sign the attached letter to FEMA.
RECOMMENDATION: That the Board of Supervisors approves the attached Amendment to
Agreement with Humboldt Transit Authority (HTA) for the operation of bus
transit system in the Southern Humboldt area: and approves the Chair to sign
three originals upon receipt from the Contractor.
RECOMMENDATION: That the Board of Supervisors receive an oral update from Legislative Analyst
Cara Martinson of the California State Association of Counties (CSAC) and take
action as may be appropriate.

RECOMMENDATION: That the Board of Supervisors, pursuant to Humboldt County Code sections
351-21 and 351-22, hold and Administrative Abatement Hearing to determine
whether a public nuisance exists on the subject property; adopt Findings and
issue an Order consistent with the evidence presented at the hearing; and
authorize the Code Enforcement Unit to prepare and serve an inspection warrant
for the parcel, APN 316-171-013, to determine the full extent
of the violations.
