1.                   Board Orders - Meeting of April 6, 2010.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders, and authorize the Clerk of the Board and the Board Chair, to sign the minute book in accordance with California Government Code Section.

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Board of Supervisors

1.                   Proclamation Recognizing the Ferndale Library Centennial Celebration. (Supervisor Smith)

RECOMMENDATION: Ratify the Proclamation.

2.                   Letter of Appreciation to Randy Mendosa for his Service on the North Coast Emergency Medical Care Committee. (Supervisor Clendenen)

RECOMMENDATION: Authorize Chair to sign Letter of Appreciation.

3.                   Certificate of Recognition for Muriel Dinsmore, Humboldt County 2009 Republican of the Year. (Supervisor Smith)

RECOMMENDATION: Ratify Certificate of Recognition.

County Administrative Office

4.                   Request for Extension of Extra Help Hours for Revenue Recovery Budget Unit 114.

RECOMMENDATION: That the Board of Supervisors approve the extension of extra help hours for Pamela Sloan, Revenue Recovery Officer I, from 960 hours to 1484 hours through June 30, 2010, per Section 7 of the Humboldt County Salary Resolution.

5.                   Letter of Opposition for Assembly Bill (AB) 1409 Related to Authority of the Road Commissioner.

RECOMMENDATION: That the Board of Supervisors authorize the Chair of the Board to send a letter of opposition to author Assembly Speaker John Perez to oppose AB 1409.

Health and Human Services - Mental Health Branch

6.                   Appointment of Harpreet Duggal, M.D., Thomas Meyer, M.D., and Wendy Brandon, N.P., as active members of the Medical Staff of the Sempervirens Acute Psychiatric Hospital.

RECOMMENDATION: That the Board of Supervisors approves the appointment of Harpreet Duggal, M.D., Thomas Meyer, M.D., and Wendy Brandon, N.P., as active members of the Medical Staff of the Sempervirens Acute Psychiatric Hospital.

Health and Human Services - Public Health Branch

7.                   Agreement with the California Department of Public Health (CDPH) for Public Health Emergency Response (PHER) Phase IV, and Supplement Budget Unit 455 (Emergency Preparedness and Response), Fund 1175, Fiscal Year 2009-10.

RECOMMENDATION: That the Board of Supervisors approve Standard Agreement EPO P4-13 with the California Department of Public Health (CDPH) for CDC PHER H1N1 Phase IV for the period of March 1, 2010 through July 30, 2010; authorize the Chairperson of the Humboldt County Board of Supervisors to sign the three (3) originals of the attached Agreement; direct the Clerk of the Board to submit the signed documents to the Public Health Branch Emergency Coordinator Charlene Pellatz, for submission to the California Department of Public Health; and direct the Auditor-Controller to supplement the budget in Fund 1175, Budget Unit 455 (Emergency Preparedness and Response) for fiscal year 2009-10 as indicated in Attachment A.

Health and Human Services - Social Services Branch

8.                   Reallocate Office Assistant I/II position to Office Assistant III position in budget unit 1170-511.

RECOMMENDATION: That the Board of Supervisors reallocate the full-time Office Assistant I/II position in budget unit 511, currently occupied by Lisa Perkins (salary range 289, class 0169B, position #01) to Office Assistant III (salary range 310, class 0186) effective the beginning of the biweekly pay period following approval.

Probation

9.                   Letter of Support for State Senate Bill 1091 (Hancock).

RECOMMENDATION: That the Board of Supervisors send a letter of support for Senate Bill 1091 (Hancock) to State Senator Patricia Wiggins and State Assembly Member Wesly Chesbro.


Public Works

10.               Request for Exemption to Hiring Freeze for Environmental Analyst in Water Management Division.

RECOMMENDATION: That the Board of Supervisors grant an exception to the hiring freeze to allow the Public Works Department to fill a vacant, full-time Environmental Analyst position (class 208, salary range 369) in the Water Management Budget Unit (251).

Sheriff

11.               Waiver of Conditions of Section 29 B.1 and 29 C.5 (Catastrophic Leave), of the Current Memorandum of Understanding between the County of Humboldt and the Humboldt Deputy Sheriff's Organization, Law Enforcement, Non-Management, Unit 6.

RECOMMENDATION: That the Board of Supervisors approve the waiver of Section 29 B.1, (Catastrophic Leave) Conditions Under Which Paid Leave Time May Be Donated to an Employee and allow any full-time, permanent employee, regardless of department, to donate eligible time to Deputy Sheriff Kenny Dison, as outlined in the current Memorandum of Understanding (MOU) between the County of Humboldt and the Humboldt Deputy Sheriff's Organization, Law Enforcement, Non-Management Unit 6 Attachment A; and approve the waiver of Section 29 C.5 (Catastrophic Leave) Conditions Under Which Paid Leave Credits May be Used and allow the use of donated paid leave not to exceed one year for Deputy Sheriff Kenny Dison, as outlined in the current Memorandum of Understanding between the County of Humboldt and the Humboldt Deputy Sheriff’s Organization, Law Enforcement, Non-Management Unit 6, Attachment B.

12.               Acceptance of Agreement Number 2010-25 between the County of Humboldt and the Drug Enforcement Administration of the United States Department of Justice.

RECOMMENDATION: That the Board of Supervisors accept the Agreement Number 2010-25 between the County of Humboldt and the Drug Enforcement Administration; authorize the Board Chair to sign the request for Advance or Reimbursement, Certification Regarding Lobbying, Debarment, Suspension, and Other Responsibility Matters; and Drug Free Workplace Requirement, Assurances; authorize the Sheriff to sign agreement number 2010-25; instruct the Clerk of the Board to return the signed original documents to the Sheriff's Office (Attention: Linda Modell) for further processing.

13.               Designation of Fund Interest Earnings.

RECOMMENDATION: That the Board of Supervisors approve the recommended changes in fund interest earnings attached.

1.                   Proclaim the Week of April 18 - 24, 2010 as Crime Victims' Rights Week in Humboldt County. (Supervisor Lovelace)

RECOMMENDATION: Adopt the Proclamation.

2.                   Resolution Recognizing the Child Abuse Services Team (CAST). (Supervisor Neely)

RECOMMENDATION: Adopt the Resolution.

3.                   Proclaim April 2010 as Child Abuse Prevention Month in Humboldt County. (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

4.                   Proclaim Tuesday, April 20, 2010 as Equal Pay Day in Humboldt County. (Supervisor Clendenen)

L.                   PUBLIC HEARINGS

Public Works

1.                   Unmet Transportation Needs Public Hearing.

RECOMMENDATION: That the Board of Supervisors open the public hearing and receive the staff report and allow the public to comment on transit needs in the unincorporated areas of the County; and close the public hearing and direct that the Clerk of the Board forward meeting minutes and any recommendations to the Humboldt County Association of Governments (HCAOG) for inclusion in their hearing.

Community Development Services

2.                   2009 Housing Element Revisions to Address Comments by the State Department of Housing and Community Development. (CONTINUED FROM APRIL 6, 2010 BOARD OF SUPERVISORS MEETING)

RECOMMENDATION: At the request of staff, this item is requested to be continued to the April 27, 2010 Board of Supervisors Meeting as a CONTINUED PUBLIC HEARING.
