1.                   Selection of External Auditors. (CONSENT)

RECOMMENDATION: That the Board of Supervisors select the accounting firm of Caproricci and Larson, CPAs, of Walnut Creek, California for your external auditors for the years ended June 30, 2010 through 2012.

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Board of Supervisors

1.                   Certificates of Congratulations to Soroptomist International of Arcata Annual Award Winners. (Supervisor Duffy)

RECOMMENDATION: Ratify the Certificates of Congratulation.

2.                   Certificate of Appreciation for Kevin & Dina Kleckner. (Supervisor Smith)

RECOMMENDATION: Ratify the Certificate of Appreciation.

3.                   Resolution Declaring Saturday, September 4, 2010 as Bigfoot Days in Willow Creek. (Supervisor Duffy)

RECOMMENDATION: Adopt the Resolution.

4.                   Letter of Support for SB 1130; Prison Industry Authority (PIA) Procurement. (Supervisor Smith)

RECOMMENDATION: Ratify authorization for Chair to sign letter of support.

5.                   Resolution of Commendation for Stephen Strawn, Humboldt County Tax Collector, in Recognition of his Retirement. (Supervisor Lovelace)

RECOMMENDATION: Ratify the Resolution.

County Administrative Office

6.                   Clarify Acceptable Uses of Disposal Fund and Change Fund Name.

RECOMMENDATION: Change the name of fund #4493 from Computer Disposal Fund to Material Disposal Fund and direct the County Purchasing Agent to include disposition of other hazardous and non-hazardous surplus items in this fund.

7.                   Set Public Hearings for Public Input on the Proposed Fiscal Year 2010-11 Budget.

RECOMMENDATION: That the Board of Supervisors direct the Clerk of the Board to schedule and notice two public hearings on Monday, June 7, 2010, at 1:30 p.m. and again at 6:00 p.m. or as soon thereafter as the matter may be heard, for consideration of proposed Fiscal Year (FY) 2010-11 Budget.

District Attorney

8.                   Supplemental Budget in District Attorney's Budget Unit 1100 205, in the amount of $80,885 for Fiscal Year (FY) 2009-10.

RECOMMENDATION: That the Board of Supervisors approve the attached supplemental budget in the amount of $80,885 for budget unit 1100-205 for Fiscal Year (FY) 2009-10.

Health and Human Services - Administration

9.                   Approval and Execution of UC Davis Training Contracts.

RECOMMENDATION: That the Board of Supervisors grant a waiver of the provisions of the Humboldt County Nuclear Free Ordinance, approve the contracts in the amounts of $110,400.00 and $29,440.00 with the University of California, Davis for the provisions of training to DHHS-SSB staff for FY 2010-2011, and authorize Chair of the Board of Supervisors to execute two (2) copies of each contract and return them to the DHHS-SSB Director for forwarding to UCD for completion.

Health and Human Services - Mental Health Branch

10.               California Department of Alcohol and Drug Programs Combined Multi Year Negotiated Net Amount and Drug Medi-Cal Standard Agreement for Fiscal Years 2010-11, 2011-12 and 2012-13.

RECOMMENDATION: That the Board of Supervisors authorize and approve the execution of the California Department of Alcohol and Drug Programs combined Multi-year negotiated net Amount and Drug Medi - Cal Standard Agreement fro Fiscal Years (FY's) 2010-11, 2011-12 and 2012-13; authorize the Department of Health and Human Services (DHHS)- Mental Health Branch Director, as the County Alcohol Administrator, to sign and submit the multi-year Combined Negotiated Net Amount (NNA) and Drug Medi-Cal (DMC) Standard Agreement and any subsequent amendments to this multi-year NNA/DMC C Standard Agreement to the state Department of Alcohol and Drug Programs; and direct the Clerk of the Board to send a certified copy of this agenda item to DHHS-Mental Health Branch Administration.


Health and Human Services - Public Health Branch

11.               Approve Supplemental Budget in Fund 1175, Budget Unit #412 Tobacco Education, Fiscal Year 2009-10.

RECOMMENDATION: That the Board of Supervisors approve supplemental budget in fund 1175, Budget Unit #412, Tobacco Education, Fiscal Year 2009-2010, and direct the Auditor-Controller to adjust the budget per Attachment A.

12.               Accept and Approve Grant Award from Humboldt Area Foundation for Humboldt Community for Activity and Nutrition (Humboldt CAN) Activities, Fund 1175, Budget Unit #433, for the Period of July 1, 2010 to December 31, 2011.

RECOMMENDATION: That the Board of Supervisors accept and approve grant award of up to $70,000 between Humboldt Area Foundation and the County of Humboldt for Humboldt CAN administrative and coordination duties for the period of 01/01/2010 through 12/31/2011 in Fund 1175, Budget Unit 433 (Nutrition and Physical Activity).

Health and Human Services - Social Services Branch

13.               Approval of the Lease at the K'ima:w Medical Center in Hoopa, California.

RECOMMENDATION: That the Board of Supervisors approve the lease with K'ima:w Medical Center, an entity of the Hoopa Valley Tribe, for office space located at the K'ima:w Medical Center for the Department of Health and Human Services, Social Services Branch Income Maintenance, CalWorks and Child Welfare Services (CWS). Authorize Chairperson to sign two (2) originals of the Lease. Direct the Clerk of the Board to return one (1) original of Lease to Real Property for transmittal to lessor.

14.               Donation of Two Social Services Branch Vehicles to the County Motor Pool for Capitalization, Maintenance, and Insurance.

RECOMMENDATION: That the Board of Supervisors approve the donation of two In-Home Supportive Services and Special Investigations Unit's 2010 Ford Escape XLT vehicles to the County Motor Pool for capitalization, maintenance, and insurance.

Personnel

15.               Dissolution of Eligibility List for the Class of Deputy Branch Director.

RECOMMENDATION: That the Board of Supervisors approve the dissolution of the current eligibility list for Deputy Branch Director effective upon the establishment of a new eligibility list.

Probation

16.               Juvenile Hall Parcel Lot.

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the Subdivision map on behalf of the Board, in the presence of a Notary, consenting to the preparation and recordation of the map, and to the dedication of the easements for the purposes shown thereon

Public Works

17.               Designation of No-Parking Zones on Central Avenue (County Road A4L800), Murray Road (County Road C3M020) and Myrtle Avenue (County Road F3K300).

RECOMMENDATION: That the Board of Supervisors adopt Ordinance No. _________, amending Section 431-65 and 431-76 of Chapter 1 of Division 3 Title IV of the Humboldt County Code relating to Designation of No-Parking Zones on Central Avenue (County Road A4L800), Murray Road (County Road C3M020) and Myrtle Avenue (County Road F3K300).


18.               Assignment of Don Morris as Facility Maintenance Supervisor.

RECOMMENDATION: That the Board of Supervisors approve the continuation of the temporary increase in compensation for Don Morris, Facility Maintenance Mechanic II, as if promoted to the class of Facility Maintenance Supervisor, effective May 30, 2010 through July 24, 2010 or until such time as the Facility Maintenance Manager returns to his assignment pursuant to Section 12.4 of the American Federation of State, County and Municipal Employees Memorandum of Understanding.

19.               Mattole Road (F3C010) Overlay between PM 14.0 & 14.75; Project No. RPL-5904 (073), Contract No. 202704

RECOMMENDATION: That the Board of Supervisors receive and file the bids for Mattole Road (F3C010) Overlay between PM 14.0 & 14.75; award the contract to granite Construction Company, Inc. for the total amount of $269,031; authorize the Chairman to execute the project agreement upon submittal of the appropriate bonds and insurance; and direct the Auditor - Controller to establish a new contract account 1200321-0252 and transfer $295,934 to the account per the attached appropriation transfer.

20.               Ordinance Amending Sections 521-6 (a) and (c) of the County Code Relating to Granting, Extension and Renewal of Solid Waste Franchises.

RECOMMENDATION: That the Board of Supervisors adopt Ordinance No. ______, amending Section 521-6 (a) and (c) of Chapter 1 of Division 2 Title V of the Humboldt County Code relating to Ordinance Amending Section 521-6 (a) and (c) of the County Code Relating to Granting, Extension and Renewal of Solid Waste Franchise.

Sheriff

21.               Request for Waiver of 960 Hour Limit for Extra Help Legal Office Assistant Joel Segall (Budget Unit 1100243) Pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 Vote Required).

RECOMMENDATION: That the Board of Supervisors approve and increase in extra help hours for Legal Office Assistant Joel Segall from 960 hours to 1150 hours pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required).

22.               Supplemental Budget for Sheriff Animal Control.

RECOMMENDATION: That the Board of Supervisors adopt the following supplemental budget for the Sheriff Animal Control; revenue 1100278 201000, Animal Licenses, $37,000; expenditure 11002782118, Professional & Special Service, $37,000.

23.               Approval of Agreement to Provide Law Enforcement Services within the City of Blue Lake, Fiscal Years 2010-2011, 2011-2012, and 2012-2013.

RECOMMENDATION: That the Board of Supervisors approve and authorize the Chair to sign the agreement to provide Law Enforcement Services within the City of Blue Lake between the County of Humboldt, through the Sheriff, and the City of Blue Lake.

24.               Approval of Cooperative Agreement with U.S. Fish and Wildlife Service to Utilize and Inmate Work Crew to Assist in Eradication of Large Invasive Plants in Humboldt Bay National Wildlife Refuge.

RECOMMENDATION: That the Board of Supervisors give approval for the Sheriff to sign a contact with the US Fish and Wildlife for a Sheriff's Work Alternative Program (SWAP) crew to assist in eradication of Spartina densiflora, a nonnative, dense-flowered cordgrass from salt marshes within the Humboldt Bay National Wildlife Refuge.

25.               Approval of a Law Enforcement Services Agreement with the Bear river Band of Rohnerville Rancheria.

RECOMMENDATION: That the Board of Supervisors and the Sheriff to sign a Law Enforcement Services Agreement between the County of Humboldt, Humboldt County Sheriff's Office and the bear River Band of Rohnerville Rancheria for FY 2010-2011.

1.                   Resolution Recognizing Wayne Cox for being Chosen as the California District Attorney's Association Investigator of the Year. (Supervisor Clendenen)

RECOMMENDATION: Adopt the Resolution.

4.                   That the Planning Department Staff Provide a Revised Workplan for the Remainder of the General Plan Update, pursuant to Board Order F-1 of the May 11, 2010 Board of Supervisors Meeting. (Supervisor Lovelace)

RECOMMENDATION: Adopt the revised workplan as submitted.

County Administrative Office

1.                   Standing Item - State and Federal Budget Update.

RECOMMENDATION: Hear report and take action if necessary.

Community Development

2.                   Cancellation of Headwaters Fund Grant Award of $40,168 to Humboldt State University for Competitive Intelligence Phase II.

RECOMMENDATION: That the Board of Supervisors approve the recommendation of the headwaters Fund board to cancel a Headwaters Grant Fund award of $40,168 to Humboldt State University for the Competitive Intelligence Phase II project.

3.                   Approval of the Headwaters Fund Board's Recommended 2009-10 Grand Fund Awards for the February 1, 2010 Grant Round.

RECOMMENDATION: That the Board of Supervisors review and approve the slate of Grant Fund Competitive Awards recommended for approval by the Headwaters Fund Board and authorize the Chair of the Board to sign the grant contracts when completed, after review and approval by County Counsel and Risk Management.
