Board of Supervisors

1.                   Certificate of Achievement for Nicolas A.E. Boese' for Achieving the Rank of Eagle Scout.

RECOMMENDATION: Ratify the Certificate of Achievement.

Clerk of the Board

2.                   Approval of the Board Orders - Meeting of May 25, 2010.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders.


Community Development Services

3.                   Appointment of the Workforce Investment Board Youth Council.

RECOMMENDATION: That the Board of Supervisors receive the staff report, review membership applications for Bill Damiano - Humboldt County Probation Department, and appoint Bill Damiano to the Workforce Investment Board (WIB) Youth Council for a term of three years effective immediatelty, in accordance with the WIB bylaws.

4.                   Waiver of 960 Hour Limit for Extra Help Employee Siana Watts.

RECOMMENDATION: That the Board of Supervisors approve the waiver of 960

5.                   Release from Conveyance and Agreement to allow Construction of a Secondary Dwelling Unit on Lot 32 (Currently APN 509-321-36) of the Sutter Ranch Final Map Subdivision; File No.: APN 509-061-26; Case Nos.: FMS-09-95/ZR-10-95/LLA-98-16; McKinleyville Area.

RECOMMENDATION: That the Board of Supervisors consider the application; authorize the Chair of the Board to execute the Quitclaim and Partial Reconveyance (for Development Restrictions) for Lot 32 of the Sutter Ranch Final Map Subdivision; Direct the Community Development Services - Planning Division to record the Quitclaim and Partial Reconveyance (for Development Restrictions) and direct the Clerk of the Board to give notice of the decision to the applicant and any other interested party.

Health and Human Services - Administration

6.                   Approval of the Agreement with County of Del Norte for the Public Guardian Office to provide Lanterman-Petris-Short Act Conservator Services during Fiscal Year 2010-2011.

RECOMMENDATION: That the Board of Supervisors approve the Agreement with County of Del Norte for the Humboldt County Public Guardian Office to provide conservator services required under the Lanterman-Petris-Short Act to Del Norte County Mental Health Branch during fiscal year 2010-2011. Authorize the Chairperson to execute four (4) copies of the Agreement and direct the Clerk of the Board to route four (4) copies of the executed Agreement to the Director of Department of Health and Human Services Social Services Branch.

Health and Human Services - Mental Health Branch

7.                   Agreement with California Institute for Mental Health for Fiscal Years 2010-11 and 2011-12.

RECOMMENDATION: That the Board of Supervisors approve and authorize the Chair to sign the Agreement for Services with the California Institute for Mental Health for fiscal Years 2010-11and 2011-12; and direct the Clerk of the Board to return two signed originals of the Agreement to the Department of health and Human Services - Mental Health Branch Administration.

Health and Human Services - Public Health Branch

8.                   Approval of Targeted Case Management (TCM) MOU between Humboldt County Probation and Department of Health and Human Services, Public Health Branch.

RECOMMENDATION: That the Board of Supervisors approve the Memorandum of Understanding for Medi-Cal Targeted Case Management (TCM) between the Department of Health and Human Services, Public Health Branch and Humboldt County Probation Department for Fiscal Years 2010-2011, 2011-2012, and 2012-2013, and authorizes the Departments to execute the Memorandum of Understanding.


Health and Human Services - Social Services Branch

9.                   Agreement for Services Between Department of Health and Human Services (DHHS) and New Directions of Humboldt Foster Family Association Chapter #107.

RECOMMENDATION: That the Board of Supervisors approve the proposed Agreement up to $12,915.00 for fiscal year 2010-2011 between DHHS and the New Directions of Humboldt Foster Family Association for the recruitment, retention, and training of prospective foster care providers between July 1, 2010 and June 30, 2011.

Public Works

10.               Supplemental Budget for Land Use, Budget Unit 166.

RECOMMENDATION: That the Board of Supervisors approves the attached Supplemental Budget.

11.               Retroactive Advanced Salary Step for Deputy Public Works Director.

RECOMMENDATION: That the Board of Supervisors approve the advanced placement at the C salary step for W. Arthur Reeve, Deputy Public Works Director, retroactive to May 10, 2010, pursuant to Section 7 of the Humboldt County Salary Resolution

Sheriff

12.               Approve an Exception to hiring Freeze for Deputy Sheriff I/II Position Number 45, Budget Unit 1100-221.

RECOMMENDATION: That the Board of Supervisors approve an exception to the hiring freeze for Deputy Sheriff I/II position (Salary Range 379/394, Class 0416, Position number 45) in Budget Unit 1100 221, effective August 8, 2010.

Treasurer-Tax Collector

13.               457/401(a) Plans Expense Offset Administrative Services Agreement.

RECOMMENDATION: That the Board of Supervisors approve the attached 457 and 401 amendments to the Administrative Services Agreement with Hartford Life Insurance Company to be credited (by Hartford life) for Plan expense reimbursement and authorize the Chair to sign 2 copies of each amendment, and return both copies of each amendment to the Treasurer-Tax Collector Department.

14.               Appropriation Transfer to Purchase two Currency Counters with Serial Number Capture.

RECOMMENDATION: That the Board of Supervisors approve the attached appropriation transfer. The Treasurer-Tax Collector is requesting a transfer from 1100109-2112, maintenance-equipment to 1100109-8014, fixed asset-currency counter in the amount of $9,400 for the purchase of two currency counters with printers.

1.                   Standing Item - State and Federal Budget Update.

RECOMMENDATION: Hear Report and take action as appropriate.


Clerk of the Board

2.                   Clarification of Board Orders from May 11, 2010 and May 25, 2010

RECOMMENDATION: That the Board of Supervisors clarify the intent and purpose of the action taken by the Board on May 11, 2010 and May 25, 2010 as reflected in the attached Board Orders F-1 and F-4b, #1.

Library

3.                   Recognition of Bequests made to the Library from the Estates of Christine Sadiqah Birch and Brenda Sue Burns.

RECOMMENDATION: That the Board of Supervisors accept and recognize a bequest made to the Library from the Estate of Christine Sadiqau Birch in the amount of $24,603.94 for the purpose of purchasing and processing materials for the Library's collection; and accept and recognize a bequest made to the Library from the Estate of Brenda Sue Burns in the amount of $31,455.62 for the purpose of purchasing and processing materials for the Library's collection and providing a reserve fro extra help staffing costs if needed.

H.                  MATTERS SET FOR TIME CERTAIN

Public Works - 10:45 a.m.

1.                   California Coastal Trail.

RECOMMENDATION: That the Board of Supervisors receive a presentation fro Rue Furch of Coastwalk regarding the recent approval of the Hammond Trail as a formal part of the California Coastal Trail, and Coastwalk's trail marking project; and receive a presentation from Peter Jarausch of the California Coastal Conservancy and Jennifer Rice of the Redwood Community Action Agency regarding development of the Humboldt Coastal Trail Implementation Strategy which is currently in progress.
