B. MODIFICATIONS TO THE AGENDA
RECOMMENDATION: That the Board of Supervisors approve an exception to the hiring freeze for two Investigator (District Attorney) positions (Class 0412, Salary Range 425, Position #01) and (Class 0412, Salary Range 425, Position #06)
C. CONSENT CALENDAR
These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.
RECOMMENDATION: That the Board of Supervisors adopt the accompanying resolution fixing tax rates for the County of Humboldt, school districts and special districts within the County for the fiscal year 2010-11.
Community Development Services
RECOMMENDATION: That the Board of Supervisors receive the staff report; adopt the resolution extending the Humboldt County Fire Safe Council (FSC) as amended; approve the proposed Humboldt County FSC appointments; direct the Community Development Service (CDS) staff to recruit for nominations to fill vacancies on the FSC and schedule the appointment of the new Council members when nominations are made; and direct the Clerk of the Board to post a vacancy announcement requesting FSC nominations.
3. Resolutions authorizing submission of Proposition 84 Planning and a proposition 84 Implementation Grant Application on behalf of the North Coast Integrated Regional Water Management Plan and Delegate Signature Authority to the Community Development Services Director.
RECOMMENDATION: That the Board of Supervisors receive staff report; adopt the attached resolution authorizing Community Development Services to submit a grant application for a $1,000,000 Proposition 84 Integrated Regional Water management Plan (IRWMP) Planning Grant; and authorizing the Community Development Services Director to execute and administer the grant agreement; and delegate signature authority to the Community Development Services Director for grant documents and contracts, after review and approval by County Counsel and Risk management; adopt the attached resolution authorizing Community Development Services to submit a grant application for up to $8,222,222 Proposition 84 IRWMP Implementation Grant and authorizing the Community Development Services Director to execute and administer the grant agreement; and delegate signature authority to the Community Development Services Director for grant documents and contracts, after review and approval by County Counsel and Risk Management.
County Administrative Office
RECOMMENDATION: That the Board of Supervisors approve a request for exception to the County hiring freeze to allow for the filling of a Revenue Recovery Officer I/II position in Budget Unit - 114 Revenue Recovery, Salary Range 305.
Health and Human Services - Social Services Branch
RECOMMENDATION: That the Board of Supervisors approve the Memorandum of Understanding between the Humboldt County Department of Health and Human Services and the Humboldt County district Attorney for Child Abuse Services Team; authorize the Chair to execute three copies of the Agreement and direct the Clerk of the Board to return two fully executed copies of the Agreement to the Director of the Department of Health and Human Services, Social Services Branch.
RECOMMENDATION: That the Board of Supervisors approve the revised class description for Assistant Personnel Director.
RECOMMENDATION: That the Board of Supervisors approve the temporary increase in compensation for Don Morris, Facility Maintenance Mechanic II, as if promoted to the class of Facility Maintenance Supervisor, retroactive to August 22, 2010 through October 30, 2010 or until such time as the Facility Maintenance Supervisor returns, whichever occurs firs, pursuant to Section 7 of the Humboldt County Salary Resolution.
RECOMMENDATION: That the Board of Supervisors direct the Public Works Department to competitively bid a new solid waste franchise in the Willow Creek area.
RECOMMENDATION: That the Board of Supervisors adopt the attached supplemental budget for FY 2010/11.
RECOMMENDATION: That the Board of Supervisors waive conditions of Exhibit A, subsection G (Catastrophic Leave) 3.e of the current plan for management and confidential employees regarding the use of catastrophic leave, so that Ms. Meeks is eligible to receive further donations of catastrophic leave for her current illness/injury condition not to exceed nine months.
RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign four copies of the Agreement for Airport Consulting with RS&H California, Inc., for an amount not to exceed One Hundred Thirty Two Thousand Dollars ($132,000.00) when staff approves agreement form and insurance; and direct the Clerk of the Board to file one copy and return three fully executed copies to Public Works.
RECOMMENDATION: That the Board of Supervisors receives and files the bids for the project mentioned above; awards the project to the lowest responsible and responsive bidder, Sierra Single Ply, Inc., McClellan, California, in the amount of $298,000 for the base bid; authorizes the Chairman to execute the agreement with Sierra Single Ply, Inc., when staff approves the bonds and insurance, and adopts the attached supplemental budget for FY 2010/11.
RECOMMENDATION: That the Board of Supervisors approve the attached supplemental budget in the amount of $43,259 to purchase tsunami siren warning equipment.

RECOMMENDATION: Hear report and take appropriate action.
RECOMMENDATION: That the Board of Supervisors review and modify the proposed 2009-10 Grand Jury responses from departments under the appointment authority of the Board of Supervisors; approve the document, as may be modified, as the response; direct the Clerk of the Board within five working days, to submit the final response with an accompanying Board order, to the Presiding Judge of the Superior Court; and direct the Clerk of the Board, within five working days, to submit two copies of all responses to the County Clerk/Recorder, one of which will be forwarded to the State Archivist, together with a copy of the original report.
