RECOMMENDATION: That the Board of Supervisors approve an exemption to the hiring freeze for one Auditor-Appraiser I/II/Senior (Class 0641, salary range 345/369/388, position 02) and one Appraiser I/II/Senior (class 0628, salary range 336/359/378, position 04).
RECOMMENDATION: That the Board of Supervisors adopt the accompanying resolution establishing a local statute of limitations for presentation of stale County warrants as empowered by California Government Code section 29802.

RECOMMENDATION: Ratify the Award Certificate.
4. Reappoint John Clark and Phil Grunert to the Humboldt County Fish and Game Advisory Commission. (Supervisor Clendenen)
RECOMMENDATION: Approve the reappointments.
RECOMMENDATION: Ratify the Certificate of Appreciation.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders for the Meeting of January 11, 2011.
RECOMMENDATION: That the Board of Supervisors approve the Board Orders for the Meeting of January 18, 2011.
County Administrative Office
RECOMMENDATION: That the Board of Supervisors adopt Ordinance No. _____, adding Sections 855-1 through 855-8 to the Humboldt County Code, pursuant to the attached Board Order.
RECOMMENDATION: That the Board of Supervisors approve the First Amendment to lease Surplus storage space from Jack Retzloff for 714 47th Street, Eureka, CA; authorize the Chairperson to execute two originals of the First Amendment to lease; and direct the Clerk of the Board to return one executed original to Real Property for transmittal to the Lessor.
RECOMMENDATION: That the Board of Supervisors approve a request for exception to the County hiring freeze to allow for a substitute appointment of a Senior Juvenile Corrections Officer (salary range 343, class 0487, position #02). The incumbent is on approved leave for an indeterminate time, necessitating this request.
RECOMMENDATION: That the Board of Supervisors grant an exception to the hiring freeze to allow the Public Works Department to fill a vacant, full-time Park Caretaker position (class 272, salary range 289) in the parks budget unit (713).
RECOMMENDATION: That the Board of Supervisors accept the completed contract, including all change orders approved by the Public Works Department, between Mercer and Fraser Company, Contractor, and Humboldt County fo construction of Old Arcata Road; and approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $11,520.00. This will bring the total amount paid to 100% of the contract.
RECOMMENDATION: That the Board of Supervisors authorize the Public Works Director to sign Change Order No. 2.0 for a $26,025.16 and adopt the attached supplemental budget for FY 2010/11.
RECOMMENDATION: That the Board of Supervisors receives and files the Statement of Annual Financial Information and Operating Data of the County of Humboldt, California.

1. Resolution of Commendation for Jeff Smith, Humboldt County Planning Commissioner. (Supervisor Lovelace)
RECOMMENDATION: Ratify the Resolution.
2. Distinguished Service Award for Laura Dougherty. (Supervisor Smith)
RECOMMENDATION: Authorize Chair to sign Distinguished Service Award.
3. Proclaim Friday, January 28, 2011 as Earned Income Tax Credit Awareness Day. (Supervisor Lovelace)
RECOMMENDATION: Adopt the Proclamation.

RECOMMENDATION: Authorize Chair to sign joint letter with the Hoopa Valley Tribe.
3. Consider Appointment to fill the At-Large Seat on the Humboldt County Planning Commission. (Supervisor Clendenen)

RECOMMENDATION: That the Board of Supervisors direct staff to not respond to the Superior Court of California, Humboldt County's (Court) Request for Proposals (RFP) for Juvenile Dependency Legal Representation; disallocate a 1.0 full-time equivalent (FTE) Deputy Public Defender I/II/III/IV (class 0604, Salary Range 404/439/470/503) in budge unit 219; 1.0 FTE Deputy Public Defender I/II/III/IV (class 0604, Salary Range 404/439/470/503) in budget unit 246, and 1.0 FTE 1.0 FTE Deputy Public Defender I/II/III/IV (class 0604, Salary Range 404/439/470/503) in budget unit 253, effective at the beginning of Fiscal Year 2011-12; authorize the Personnel Director to begin the lay-off process for 1.0 FTE Deputy Public Defender I/II/III/IV (class 0604, Salary Range 404/439/470/503, position #9) in budget unit 219; 1.0 FTE Deputy Public Defender I/II/III/IV (class 0604, Salary Range 404/439/470/503, position #03) in budget unit 246, and 1.0 FTE Deputy Public Defender I/II/III/IV (class 0604, Salary Range 404/439/470/503, position #01) in budget unit 253, effective February 14, 2011; authorize the Personnel Director to begin the lay-off process in order to reduce 2.0 FTE Investigators (class 0449, salary range 400, position #01 and #02) in budget unit 219 to 1.80 FTE, to be effective at the beginning of Fiscal Year 2011-12; and direct the County Administrative Officer to work with the Public Defender and Conflict Counsel to identify options to provide appropriate and sufficient workload and office coverage for Fiscal Year (FY) 2011-12.

RECOMMENDATION: That the Board of Supervisors receive the staff report and review the Willow Creek Greater Area Community Wildfire Protection Plan (Willow Creek CWPP) and authorize the Chair of the Board to sign the "Declaration of Agreement' signature page of the Willow Creek CWPP, certifying that the plan meets all three criteria of the Healthy Forest Restoration Act for a Community Wildfire Protection Plan.
