B.                  MODIFICATIONS TO THE AGENDA

1.                   Letter Opposing the Proposed Elimination of Funding for Adult Day Health Care (ADHC) and Multipurpose Senior Services Programs (MSSP). (CONSENT) (Supervisor Lovelace)

RECOMMENDATION: Authorize Chair to Sign Letter of Opposition to State Funding Cuts for Adult Day Care programs.

Board of Supervisors

1.                   Resolution Recognizing Bill Casper Upon His Retirement. (Supervisor Bass)

RECOMMENDATION: Ratify the Resolution.

2.                   Distinguished Service Award for Mark Klodzinski. (Supervisor Smith)

RECOMMENDATION: Ratify the Distinguished Service Award.

3.                   Resolution Authorizing Road Closures for the 40th Annual Avenue of the Giants Marathon, Half Marathon and 10K Race on Sunday, May 1st, 2011. (Supervisor Clendenen)

RECOMMENDATION: Adopt the Resolution.

4.                   Informational Report on the Appointment of John Woolley to the Redwood Community Action Agency Board of Directors. (Supervisor Lovelace)

RECOMMENDATION: Receive and File the Report.

Community Development Services

5.                   Cancel Headwaters Fund Grant Award of $50,000 to the Humboldt Film and Media Commission.

RECOMMENDATION: That the Board of Supervisors approve the request from the Humboldt Film and Media Commission to cancel a 2010 grant award of $50,000.

Health and Human Services - Social Services Branch

6.                   Request for Proposal (RFP) for the Child Abuse Prevention, Intervention and Treatment Grant.

RECOMMENDATION: That the Board of Supervisors authorize the issuance of an RFP for an outside contractor to provide child abuse prevention and early intervention services in a community setting for the Child Abuse Prevention, Intervention, and Treatment (CAPIT) program; and authorize the Department of Health and Human Services to negotiate a contract with the selected contractor.

Personnel

7.                   Revised Class Description for Bookmobile Library Assistant.

RECOMMENDATION: That the Board of Supervisors approve the revised class description for Bookmobile Library Assistant.

Probation

8.                   Request for Exception to Hiring Freeze.

RECOMMENDATION: That the Board of Supervisors approve a request for exception to the county hiring freeze to allow for the filling of a vacant Legal Office Assistant position; Position #01 in Budget Unit 235, Salary Range 274.

9.                   Agreement with California Department of Corrections and Rehabilitation - Division of Juvenile Justice Facilities (CDCR/DJJ) for Diagnostic Studies.

RECOMMENDATION: That the Board of Supervisors approve the attached Agreement with California Department of Corrections and Rehabilitation - Division of Juvenile Justice Facilities for Diagnostic Studies; execute the attached Board of Supervisors Resolution approving the Agreement; authorize the Chief Probation Officer to execute the Agreement; and direct the Clerk of the Board to return the Board of Supervisors resolution to the Humboldt County Probation Department, Attn: Doris Echeveria.

Public Works

10.               Supplemental Budget for FY 2010/11 for Aviation Capital Project Nos. 919217 and 919218 for the Installation of Automated Weather Observations Systems (AWOS) in Garberville and Rohnerville Airports.

RECOMMENDATION: That the Board of Supervisors adopt the attached supplemental budget.

 

 

 

11.               Construction of Herrick Avenue Sidewalk Project (A3J410) from Bay Point Court to City of Eureka, Project No.: RPL-5904 (070), Contract No.: 202718.

RECOMMENDATION: That the Board of Supervisors approve the plans and specifications and direct the Clerk to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code with Bids to be opened on Tuesday, March 1, 2011 at 2:00 PM.

Sheriff

12.               Supplemental Budget in the amount of $1,940 in Budget Unit 1100274 for the Acquisition and installation of Tsunami Siren Warning Equipment.

RECOMMENDATION: That the Board of Supervisors approve the attached supplemental budget in the amount of $1,940 to purchase tsunami siren warning equipment.

13.               Approve Supplemental Budget in Budget 1100243 for Replacement of Imaging Interface for Booking, Required by Law, Funded by Remote Access Network Funds.

RECOMMENDATION: That the Board of Supervisors approve a supplemental budget in budget unit 1100243 in the amount of $6,500 as attached for the purchase of imaging interface required for booking in the Correctional Facility.

14.               Supplemental Budget in the Amount of $75,500 for Final Installment of Contract between Logistic Systems Inc. and the County of Humboldt.

RECOMMENDATION: That the Board of Supervisors authorize the Auditor-Controller to establish fixed asset account 1100-221-8-066 Computer System and approve the attached supplemental budget in the amount of $75,500.

D.                  SPECIAL PRESENTATIONS

1.                   Proclaim February 2011 as Teen Dating Violence Awareness and Prevention Month in Humboldt County. (Supervisor Sundberg)

RECOMMENDATION: Adopt the proclamation.

2.                   Humboldt Botanical Gardens Presentation on Upcoming 2011 Speaker's Symposium. (Supervisor Clendenen)

RECOMMENDATION: Hear the presentation and take appropriate action, if required.

F.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Consider Appointing Jill Duffy to replace Supervisor Ryan Sundberg on the Humboldt County Indian Gaming Local Community Benefit Committee. (Supervisor Smith)

RECOMMENDATION: Appoint Jill Duffy to the Indian Gaming Local Community Benefit Committee.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.

G.                 DEPARTMENT REPORTS

County Administrative Office

1.                   County Administrative Officer Report:  State Budget Plan, Federal Legislative Advocate and Various Other Topics.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative officer on the State's budget, the County's selection of a federal legislative advocate, and various other topics, and take action as may be required.

 

 

Community Development Services

2.                   Appointments to the Headwaters Fund Board

RECOMMENDATION: That the Board of Supervisors receive staff report and receive and consider the applications for the Headwaters Fund Board (HFB); appoint Jackie Deuschle miller, Margaret Gainer and Edward Webb to the HFB and re-appoint Zachary Zwerdling for a second, three year term.

3.                   Approval of the Headwaters Fund Board's Recommended 2010-11 Grant Fund Awards for the October 1, 2010 Grant Round.

RECOMMENDATION: That the Board of Supervisors receive report, and review and approve the slate of Grant Fund Competitive Awards recommended for approval by the Headwaters Fund Board (HFB) and authorize the Chair of the Board to sign the grant contracts when completed, after review and approval by County Counsel and Risk Management.
