Board of Supervisors

1.                   Certificate of Recognition for the 2010 Garberville-Redway Area Chamber of Commerce Citizen of the Year Award Winners, John and Teresa Porter. (Supervisor Clendenen)

RECOMMENDATION: Ratify the Certificate of Recognition.

2.                   Certificate of Achievement for Eagle Scout Tyler William Durbin. (Supervisor Sundberg)

RECOMMENDATION: Ratify the Certificate of Achievement.

3.                   Informational Report on the Appointment of Linda Disiere to the Humboldt County Planning Commission. (Supervisor Bass)

RECOMMENDATION: Receive and File the Report.

4.                   Informational Report on the Appointment of Susan Masten to the Humboldt County Planning Commission. (Supervisor Ryan Sundberg)

RECOMMENDATION: Receive and File the Report.

5.                   Approve City Nominated Elected Representatives to the Humboldt County Indian Gaming Local Community Benefit Committee. (Supervisor Smith)

RECOMMENDATION: Appoint City Nominated Elected Representatives to the Indian Gaming Local Community Benefit Committee.

6.                   Informational Report Announcing the Appointment of Jeff Farley as a District 1 (One) Representative on the Fish and Game Advisory Commission. (Supervisor Smith)

RECOMMENDATION: Receive and file the report.

Clerk of the Board

7.                   Approval of the Board Orders - Meeting of February 1, 2011.

RECOMMENDATION: Approve the Board Order and authorize the Clerk of the Board and the Board Chair to sign the minute book in accordance with California Government Code Section 25103.

Community Development Services

8.                   Request for Exemption for the Hiring Freeze for One Senior Planner Position and Two Planner I/II Positions in Community Development Services Current Planning Division.

RECOMMENDATION: That the Board of Supervisors approve an exemption to the hiring freeze for on Senior Planner position (class 0630, salary range 415 position 07) for promotional only recruitment and approve an exemption to the hiring freeze for two Planner I/II positions (class 0631, salary range 351/378, positions 02 and 03) with one position contingent upon a vacancy being created from the promotional only advancement of an existing Planner II to Senior Planner.

County Administrative Office

9.                   Memorandum of Understanding (MOU) between the County of Humboldt and Fortuna Fire protection District for the provision of Workers' Compensation Coverage.

RECOMMENDATION: That the Board of Supervisors approve the attached Resolution to add Fortuna Fire Protection District to the County’s primary and excess workers’ compensation policies as a covered party/named insured; authorize the Chair to sign the attached MOU (Attachment A) to add Fortuna Fire Protection District to the County’s workers’ compensation effective March 1, 2011; and direct the Clerk of the Board to route the original signed copies of the Resolution and MOU to the County Administrative Office- Risk Manager.

Health and Human Services - Public Health Branch

10.               Award from the Department of Health and Human Services Substance Abuse and Mental Health Services Administration Center for Substance Abuse Prevention (SAMHSA) for Drug Free Communities activities  and new budget in Fund 1175 for Fiscal Year 2010-11.

RECOMMENDATION: That the Board of Supervisors accept and approve Notice of Award from SAMHSA for Safe and Drug Free Communities activities in the amount of $125,000 for the period of September 30, 2010 through September 29, 2011 and direct the Auditor Controller to create budget unit 451, Drug Free Community, in Fund 1175 (Public Health) for Fiscal Year 2010-11 per Attachment B, in the amount of $151,347.

Library Services

11.               Donations made to the Library and Supplemental Budget in Fund 1500, Budget Unit, County Library.

RECOMMENDATION: That the Board of Supervisors accept donations made to the Library in the amount of $9,673 in support of the Library's programs and services and adopt a supplemental budget in Fund 1500, Budget Unit 621, County Library, for fiscal year 2010-2011 and authorize the Auditor-Controller to supplement the budget as shown in Attachment 1.


12.               Extension of Extra-Help hours in Budget Unit 621, County Library for Fiscal Year 2010-2011.

RECOMMENDATION: That the Board of Supervisors approve the extention of extra-help hours for fiscal year 2010-2011 in the Budget Unit 621, as attached, County Library, pursuant to Section 7 of the Humboldt County Salary Resolution

Probation

13.               Appointment to the Multi-Agency Jucenile Justice Coordinating Council (MAJJCC)

RECOMMENDATION: That the Board of Supervisors approve the attached appointments to the Multi-Agency Juvenile Justice Coordinating Council (MAJJCC).

14.               Supplemental Budget for the Probation Department for the Enhanced Disproportionate Minority Contact - Technical Assistance Project II Grant Award.

RECOMMENDATION: That the Board of Supervisors approve a supplemental budget in the amount of $52,132.00 for the Fund 1100, Budget Unit 235 Probation for Enhanced Disproportionate Minority Contact- Technical Assistance Project II Grant Award (DMC).

Public Works

15.               School Road Sidewalk and Realignment Project Phase 1, Contract No.: 209801.

RECOMMENDATION: That the Board of Supervisors approve the plans and specifications and direct the Clerk to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code with Bids to be opened on Tuesday, March 8, 2011 at 2:00 PM.

16.               Supplemental Budget for FY 2010/11 for Aviation Capital Project No. 919231 Garberville Apron Expansion.

RECOMMENDATION: That the Board of Supervisors adopts the attached supplemental budget for FY 2010/11.

Treasurer-Tax Collector

17.               Request for Exception to Hiring Freeze.

RECOMMENDATION: That the Board of Supervisors approve an exception to the County hiring freeze to allow the filling of a Senior Treasury and Tax Assistant (class 0679, salary range 343, position #01) in budget unit 112.

RECOMMENDATION: Identify the scope of issues to be considered and addressed, and refer the issue to the CAO to develop policies and procedures for appointing members of the public to boards, committees and commissions.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.

G.                 DEPARTMENT REPORTS

County Administrative Office

1.                   County Administrative Officer Report:  Meeting Attendance and Various Other Topics.

RECOMMENDATION: That the Board of Supervisors reeve an oral report from the County Administrative Officer on his recent attendance at the winter meeting of the County Administrative Officers Association of California, and various other topics and take action as may be required.


Public Works

2.                   Introduction of Ordinance: Amending Section 421-2 Relating to a stop sign on Chickadee Court and Section 431-16 Relating to Parking on Briceland Throne Road, and Adding Sections 431-96.5.5 and 431-106 Relating to Parking on Santa Clara and Tremont Street to Title IV of the Humboldt County Code.

RECOMMENDATION: That the Board of Supervisors introduce the attached Ordinance by title and waive the first reading; set the ordinance for adoption on February 15, 2011 or at least one week away; direct the Clerk of the Board to publish the pre-adoption summary of the Ordinance and to post a certified copy of the full text of the proposed Ordinance in the office of the Clerk of the Board, both publication and posting to be done at least five (5) days prior to the Board meeting at which the Ordinance will be adopted; and direct the Clerk of the Board, within 15 days after adoption of the Ordinance, to publish a post-adoption summary of the ordinance with the names of the Supervisors voting for and against the Ordinance, and to post in the office of the Clerk of the Board a certified copy of the full text of the adopted Ordinance and amendments along with the names of the those Supervisors voting for and against the Ordinance.

3.                   Introduction of Ordinance: Amending Sections 422-7, 422-8, 422-9, 422-10, and 422-12 Relating to Speed Limits on Stagecoach Road, Briceland Thorne Road, Holmes Flat Road, Hookton Road and Copenhagen Road to Title IV of the Humboldt County Code.
