1.                   Temporary Increase in Compensation for Senior Accountant/Auditor Nancy Stufflebeam.

RECOMMENDATION: That the Board of Supervisors approve an extension of the temporary increase in compensation for Senior Accountant/Auditor Nancy Stufflebeam of twenty (20) salary ranges through July 9, 2011, or until the reorganization of the Auditor-Controller's is completed, whichever occurs first, pursuant to Section 7 of the Humboldt County Salary Resolution.

2.                   Arcata-Eureka Airport Runway Safety Area (RSA) Engineered Material Arresting System (EMAS) Installation - AIP 03-06-0010-34/35

RECOMMENDATION: That the Board of Supervisors accept the work of the contractor, Mercer-Fraser Company, as complete for their portion of the above named project and authorize the Public Works Director to file the Notice of Completion for the above-mentioned general contractor for their portion of the Project, as required.


3.                   Arcata-Eureka Airport Runway Safety Area, Project No. 919216.

RECOMMENDATION: That the Board of Supervisors accept the work of the contractor, Mercer-Fraser Company, as complete for their portion of the above-mentioned Project; and authorize the Public Works Director to file the Notice of Completion for the above mentioned general contractor for their portion of the Project as required.

1.                   State Off-Highway Vehicle (OHV) Grant. (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign letter of support.

2.                   Letter to California Public Utilities Commission (CPUC) in Support of AB 37 (Huffman: Smart Grid Deployment: Smart Meters) (Supervisor Lovelace)

RECOMMENDATION: Authorize Chair to sign letter of support.

County Administrative Office

3.                   State of California Standard Agreement Number M181349 between the Employment Development Department (EDD) and County of Humboldt, Revenue Recovery.

RECOMMENDATION: That the Board of Supervisors authorizse the County Administrative Officer to sign the State of California Standard Agreement NUmber M181349 between the Employment Development Department (EDD) and County of Humboldt, Revenue Recovery; and direct the Clerk of the Board to return the original agreements to the County Administrative Office for processing.

County Counsel

4.                   Request for Exception to Hiring Freeze.

RECOMMENDATION: That the Board of Supervisors approve a request for exception to the County hiring freeze to allow for the filling of a Deputy County Counsel I-IV position; Position #08 in Budget Unit 121, Salary Ranges $4,400 - $8,758 monthly.

Health and Human Services - Administration

5.                   Extension of Extra Help Hours Past the 960 Hour Limit.

RECOMMENDATION: That the Board of Supervisors approve the extension of extra help hours as attached.

Health and Human Services - Mental Health Branch

6.                   Reappointments to the Humboldt County Mental Health Board.

RECOMMENDATION: That the Board of Supervisors reappoint Erick Wedge, Marianne Pennekemp and Vincent Feliz to the Humboldt County Mental Health Board.


Health and Human Services - Public Health Branch

7.                   Grant Agreement Amendment between First 5 Humboldt and the Humboldt County Department of Health and Human Services, Public Health Branch and budget adjustment in Fund 1175 for Fiscal Year 2010-11.

RECOMMENDATION: That the Board of Supervisors approve and authorize the Chair to sign three originals of the Grant Agreement Amendment with First 5 Humboldt for the Nurse-Family Partnership program through June 30, 2011; approve and direct the Auditor Controller to adjust the Budget in Fund 1175, Budget unit 426, Nurse-Family Partnership for Fiscal Year 2010-11 as attached and direct the Clerk of the Board to return three signed originals of the amendment to the Public Health Branch for final execution by First 5 Humboldt.

Health and Human Services - Social Services Branch

8.                   End Temporary Salary Increase in Accordance with Section 7 of the Humboldt County Salary Resolution.

RECOMMENDATION: It is recommended that the Board of Supervisors end the temporary increase in compensation for Employment and Training Program Coordinator, Bruce Alexander pursuant to Section 7 of the Humboldt County Salary Resolution effective immediately.

Personnel

9.                   Approve an exception to the hiring freeze for a Personnel Analyst I/II position in budget unit 130 (Personnel Department).

RECOMMENDATION: That the Board of Supervisors approve an exception to the hiring freeze for 1.0 FTE Personnel Analyst I/II (salary range 404/432, class 0684, position 01) position in Budget Unit 130 with a starting date not prior to March 21, 2011.

Public Works

10.               Adoption of Ordinance: Amending Section 421-2 Relating to a Stop Sign on Chickadee Court and Section 431-16 Relating to Parking on Briceland Thorne Road, and Adding Sections 431-96.5.5 and 431-106 Relating to Parking on Santa Clara and Tremont Street to Title IV of the Humboldt County Code.

RECOMMENDATION: That the Board of Supervisors adopt Ordinance No. ____ amending Section 421-2 relating to a stop sign on Chickadee Court and Section 431-16 relating to parking on Briceland Thorne Road, and adding Sections 431-96.5.5 and 431-106 relating to parking on Santa Clara and Tremont Street to Title IV of the Humboldt County Code.

11.               Perras Subdivision, APN 203-201-39, Fortuna Area.

RECOMMENDATION: That the Board of Supervisors accept and approve the subdivision map for filing with the County Recorder; direct the Clerk of the Board to sign the subdivision map on behalf of the Board, Authorize the Chair to execute the Conveyance and Agreement; and direct the Clerk of the Board to transmit the subdivision map, the Conveyance and Agreement, the Deed Notice and the Notice of Development Plan to the County Recorder.


12.               BP AIR, LLC and Westlog, Inc., DBA Cal Ore life Flight Leases for Hangar Construction at Arcata/Eureka Airport.

RECOMMENDATION: That the Board of Supervisors approve the termination of the lease agreement with BP Air, LLC, for construction and lease of a hangar at Arcata/ Eureka Airport and authorize the Land Use Division to send a letter of termination to BP Air, LLC; authorize the Chairperson to sign and execute the attached lease agreement, in duplicate, with Westlog, Inc., dba Cal Ore Life Flight for construction and lease of a hangar at Arcata/Eureka Airport; and direct the Clerk of the Board to return on executed lease agreement to the Land Use Division for transmittal to Lessee.

13.               Adoption of Ordinance: Amending Sections 422-7, 422-8, 422-9, 422-10 and 422-12 Relating to Speed Limits on Stagecoach Road, Briceland Thorne Road, Holmes Flat Road, Hookton Road and Copenhagen Road to Title IV of the Humboldt County Code.

RECOMMENDATION: That the Board of Supervisors adopt Ordinance No. ____ amending Sections 422-7, 422-8, 422-9, 422-10 and 422-12 Relating to Speed Limits on Stagecoach Road, Briceland Thorne Road, Holmes Flat Road, Hookton Road and Copenhagen Road to Title IV of the Humboldt County Code.

14.               Agreement for Engineering Phase II Design services for the Runway, 14 Bluff Stabilization at the Arcata/Eureka Airport: Airport Improvement Program (AIP) Grant 03-06-0010-38, Project No. 919265.

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign four copies of the Agreement for Airport Consulting with Mead and Hunt, for an amount not to exceed $179,860 and direct the Clerk of the Board to return three fully executed copies to Public Works.

15.               First Amendment to Agreement for Airport Construction Engineering Services Runway 01 Safety Area for the Airport Improvement Program (AIP) Grant 03-06-001-34/35, Project 919216.

RECOMMENDATION: That the Board of Supervisors authorize the Chair to execute all four copies of the attached First Amendment to the Construction Engineering Services Agreement between the County and Mead & Hunt, Inc., Santa Rosa, California, for the construction engineering services for the Arcata-Eureka Airport (ACV) runway 01 Safety Area Grading Improvements and direct the Clerk of the Board to file one executed original, and return the remaining amendments to Public Works.

Sheriff

16.               Approval of Budget Appropriation Transfer in Budget unit 1100264, Public Safety Interoperable Communications (PSIC) Grant.

RECOMMENDATION: That the Board of Supervisors approve a budget appropriation transfer in budget unit 110264 PSIC, in the amount of $22,684 as attached.

Treasurer-Tax Collector

17.               Request for Exception to Hiring Freeze.

RECOMMENDATION: That the Board of Supervisors approve an exception to the County hiring freeze to allow the filling of a Treasury & Tax Assistant II (class 0170, salary range 309, position #01) in budget unit 112 Treasurer-Tax Collector.

18.               Request for Extension of Extra-Help Hours.

RECOMMENDATION: That the Board of Supervisors approve the extension of Extra Help Hours for Stephanie Richter, Senior Office Assistant, not to Exceed 1,760 hours (Trust Fund #3600-000-7000), pursuant to Section 7 of Humboldt County Salary Resolution.

Public Works

County Administrative Office

1.                   Mid-Year Budget Review for Fiscal Year 2010-11 Recommendations for Budget Adjustments, and Budget Outlook for FY 2011-12.

RECOMMENDATION: That the Board of Supervisors receive and file a review of the current (FY 2010-11) and projected (FY 2011-12) budget years; approve the list of budget adjustments shown on Attachment 1 and authorize County Administrative Office (CAO) staff to make any technical corrections necessary to effectuate the Boards direction; direct the CAO to prepare the FY 2011-12 budget based on the following parameters: a. set departmental allocations from the General Fund at a sustainable level equal to 92% of current year adopted net budgets; b. provide General Fund allocations at the department level which may be used to fund any budget unit within the department; c. accept and consider supplemental requests based on available funding and consistency with the Board’s strategic priority framework; and d. incorporate the Board’s strategic priority framework in the budget according to the methodology described in this report; for General Fund positions, effective March 1, require the any vacant position not previously granted an exception to the hiring freeze by the Board under the procedures in place since February 9, 2010, require a verbal departmental report and Board approval prior to allocation of the position; direct staff to examine new and expanded revenue options available to the County and return with a report to the Board as part of the FY 2010-11 third quarter budget update; and provide additional direction to staff as appropriate.

Community Development Services

2.                   Presentation of the Headwaters Fund Annual Report.

RECOMMENDATION: That the Board of Supervisors receive the Headwaters Fund Annual Report for 2009-2010.


In Home Supportive Services Public Authority

3.                   Agreement with Nickolaus and Haeg a limited liability corporation (L.L.C.), and the Humboldt County In-Home Supportive Services Public Authority for the provision of collective bargaining services.

RECOMMENDATION: That the Board of Supervisor adjourn as Humboldt County Board of Supervisors and convene as the Governing Board of the Humboldt County In-Home Supportive Services Public Authority; approve the Agreement between Nickolaus and Haeg. LLC and the Humboldt County In-Home Supportive Services Public Authority; authorize the Chair of the In-Home Supportive Services Public Authority to execute three (3) agreements with Nickolaus and Haeg, LLC and direct the Clerk of the Board to route two (2) fully executed copies of the Agreement to the Executive Director of the In-Home Supportive Services Public Authority and adjourn as Governing Board of the Humboldt County In-Home Supportive Services Public Authority and reconvene as the Humboldt County Board of Supervisors.

1.                   Taylor/Woo Zone Reclassification and Lot Line Adjustment Application; File No. APNs 200-252-50 &200-281-03, Case Nos. ZR-10-03/LLA-10-02 Fortuna Area.

RECOMMENDATION: That the Board of Supervisors read the Ordinance by title and waive further reading; open the public hearing and receive the staff report and public testimony; close the public hearing; adopt the Planning Commission's findings (Attachment A); approve the Zone Reclassification (ZR) and Lot Line Adjustment (LLA) subject to the recommended conditions of approval; adopt Ordinance ____ (Attachment B) amending Section 311-7 of the Humboldt County Code by reclassifying property in the Fortuna area (ZR-10-03; Taylor/Woo): from Agriculture Exclusive with a 40-acre minimum parcel size (AE-B-5(40) to Agriculture General (AG) to conform to the reconfigured lot lines approved with the LLA; Direct Community Development Services - Current Planning Division Staff to prepare and file a Notice of Exemption with the County Clerk and Office of Planning and Research; Direct the Clerk of the Board to give notice of the decision to the applicant, the County Assessor's Office and any other interested party, and to publish summaries of the Ordinance (Attachment C) five (5) days prior to and within 15 days after adoption by the Board.
