Assessor

1.                   Request to Execute Agreement between ParcelQuest and County of Humboldt.

RECOMMENDATION: That the Board of Supervisors approves the Agreement between ParcelQuest and County of Humboldt and authorize Mari Wilson, Assessor, to sign said Agreement for the County with regard to Assessor's records only.

2.                   Certificates of Appreciation to Outgoing Headwaters Fund Board Members Kathleen Moxon, Jon Sapper, and Alexandra Stillman. (Supervisor Lovelace)

RECOMMENDATION: Ratify the Certificates of Appreciation.

3.                   Letter of Appreciation to Dennis Mayo for Serving on the Humboldt County Planning Commission. (Supervisor Sundberg)

RECOMMENDATION: Authorize Chair to sign Letter of Appreciation.

4.                   Community Service Award for Businesses Against Methamphetamine Use (BAMU). (Supervisor Smith)

RECOMMENDATION: Ratify authorization for Chair to sign Community Service Award.

5.                   Informational Item Regarding the Appointment of Kevin Barry McGrath to the Humboldt County Fish and Game Advisory Commission. (Supervisor Clendenen)

RECOMMENDATION: Receive and file report.

6.                   Letters of Support for the Caltrans Highway 36 Improvement Project - Forest Highway Application. (Supervisor Clendenen)

RECOMMENDATION: Authorize Chair to Sign Letter of Support.

Clerk of the Board

7.                   Board Orders from the Meeting of February 15, 2011.

RECOMMENDATION: That the Board of Supervisors approves the Board Orders from February 15, 2011.

Community Development Services

8.                   Sublease for 520 E Street, Eureka, with Redwood Region Development Commission for Community Development Services - Economic Development Division.

RECOMMENDATION: That the Board of Supervisors approves Sublease with Redwood Region Economic Development Commission, Sublessor, for rental space at 520 E. Street, in Eureka, California; authorize the Chairperson to execute two originals of the Sublease; direct the Clerk of the Board to return one executed original to Public Works - Real Property Division for transmittal to the Lessor.

County Administrative Office

9.                   Agreement with Redwood Region Entertainment and Education Liaisons, Inc.

RECOMMENDATION: That the Board of Supervisors terminates the Agreement for Promoting Humboldt County Through Film & Digital Media Production with the Humboldt Film Commission (Attachment 1) as of December 31, 2010 and waive the ninety (90) day notice requirement; and approves the Agreement with the Redwood Region Entertainment and Education Liaisons, Inc. (RREEL, Inc.) (Attachment 2) and authorizes the Chair to sign.

County Clerk-Recorder

10.               Extension of Extra Help hours past the 960 Hour Limit.

RECOMMENDATION: That the Board of Supervisors approves the extension of extra help hours for Samanthia Carns, Office Assistant I to a maximum of 1814.75 hours through June 17, 2011, per Humboldt County  Salary Resolution, Section 7.

11.               Purchase of Recording System Software, Maintenance and Support.

RECOMMENDATION: That the Board of Supervisors approves the attached supplemental budget for $123,000 to provide funding for the purchase of the Aptitude Solutions OnCore Acclaim software system for use in the County Clerk and Recorder's Office.  Authorize a transfer of $123,000 from Fund 3662, Recorder's Modernization Trust to budget unit 1100271.  Authorize the Recorder to execute an agreement for the software purchase upon approval by County Counsel and Risk Management.


County Counsel

12.               County Counsel Record Retention Policy.

RECOMMENDATION: That the Board of Supervisors adopts the attached Resolution Establishing the Record Retention for the County Counsel's Office.

Health and Human Services - Public Health Branch

13.               State Standard Agreement with California Department of Public Health, Office of AIDS for Fiscal Years 2010-13.

RECOMMENDATION: That the Board of Supervisors approves the State Standard Agreement 10-95259 with California Department of Public Health, Office of AIDS in the amount of $465,405 for the period of July 1, 2010 through June 30, 2013; direct the Chair of the Board to sign seven originals of the cover page of the State Standard Agreement package, one Certification Regarding Lobbying located on page 23 of Exhibit D-Special Terms and Conditions of the Agreement package, and one Contractor Certification form; and direct the Clerk of the Board to return the seven signed originals of the covers sheet of the State Standard Agreement package, and the signed Certification Regarding Lobbying located in the State Standard Agreement package, and the signed Contractor Certification form to the Public Health Branch.

Health and Human Services - Social Services Branch

14.               First Option to Extend the Lease at 23 Fifth Street, Eureka.

RECOMMENDATION: That the Board of Supervisors approve exercising the first option to extend the lease at 23 Fifth Street with Christopher and Marie Wilkins through April 30, 2012; Authorize Public Works - Real Property Division to send a notice to Lessor that the County is exercising the first option to extend the lease; and Direct the Clerk of the Board to return one executed agenda item to Public Works - Real Property Division.

Library Services

15.               Memorandum of Understanding (MOU) between the City of Trinidad and County of Humboldt for the provision of library services.

RECOMMENDATION: That the Board of Supervisors authorizes the Chair to sign the attached MOU between the City of Trinidad and the County of Humboldt to provide library services to the residents of Trinidad and direct the Clerk of the Board to send an executed original MOU to Real Property for transmittal to the City of Trinidad.

Probation

16.               Extension of Extra Help Hours to 1440 for Juvenile Corrections Officer Jessica Cyphers.

RECOMMENDATION: That the Board of Supervisors approves the extension of extra help hours for Juvenile Corrections Officer Jessica Cyphers to 1440 hours through June 30, 2011, per Section 7 of the Humboldt County Salary Resolution (4/5 vote required).

Public Works

17.               Resolution approving the Submittal of a Functional Classification Change for Local Streets and Roads to State of California Department of Transportation.

RECOMMENDATION: That the Board of Supervisors adopts the attached resolution approving the functional classification change for Bell Springs Road from a rural minor collector to a rural major collector; and directs that the Public Works Department forward the resolution to the State of California, Department of Transportation.


18.               Storm Damage Repairs on Sprowel Creek Road (C6B095) PM 0.30, Project No.: ER 4400(073), Contract No.: 206409.

RECOMMENDATION: That the Board of Supervisors approves the plans and specifications and directs the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public contract Code with bids to be opened on Tuesday, April 12, 2011 at 2:00 P.M.

19.               Contract for Construction Management Services for the Retrofit and Rehabilitation of Martin's Ferry Bridge.

RECOMMENDATION: That the Board of Supervisors approves the attached contract for Martin's Ferry Bridge construction management services and directs the Chair of the Board to execute the contract.

Sheriff

20.               Request for Declaration of Haulmark Utility Trailer as Surplus Property and Allow Vehicle to be transferred to the City of Eureka, Eureka Police Department.

RECOMMENDATION: That the Board of Supervisors declares the following as surplus property: Haulmark Utility Trailer, Vehicle ID Number (VIN) 16HCB0810200227416 and authorizes the Sheriff and Purchasing Agent to execute appropriate documentation to transfer the title of the trailer to the City of Eureka, for use by the Eureka Police Department.

21.               Approve Advanced Step for Undersheriff Michael T. Thomas per Section 7 of the Humboldt County Salary Resolution.

RECOMMENDATION: That the Board of Supervisors approves advance step at range 544, Step C for Undersheriff (position 1100 221 0400 02) per Section 7 of the Humboldt County Salary Resolution, Effective January 23, 2011.

1.                   Community Service Award for Frontier Communications. (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign Community Service Award.

2.                   Proclaim March 2011 as Peace Corps Month in Humboldt County. (Supervisor Clendenen)

RECOMMENDATION: Adopt the Proclamation.

3.                   Honor Flight Northern California Presentation. (Supervisors Lovelace and Bass)

RECOMMENDATION: Receive and file the presentation/report and take action, if required.

H.                  County Administrative Office

1.                   County Administrative Officer Report:  State Budget Update and Various Other Topics.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on the State's budget and various other topics, and takes action as may be required.

2.                   Classification Review of the Program Coordinator Position Currently Occupied by Karen Clower.

RECOMMENDATION: That the Board of Supervisors adopts the new classification of Administrative Services Manager (class 0775, salary range 434, unit 8) into the classification plan as shown on Attachment 1; and reallocate the Program Coordinator (class 0425, salary range 414, position #01) position currently occupied by Karen Clower in budget unit 114 to Administrative Services Manager (class 0775, salary range 434), effective the beginning of the bi-weekly pay period following approval.

Community Development Services

3.                   Approval of the Headwaters Fund Board's Grant Award of $187,500 to the City of Arcata for the Foodworks Culinary Center Expansion Project.

RECOMMENDATION: That the Board of Supervisors reviews and approves the Headwaters Fund Board's recommended Community Investment Fund (CIF) grant of $187,500 to the City of Arcata for the Foodworks Culinary Center (FCC) Expansion Plan and authorizes the Chair of the Board to sign the grant contract after review and approval by County Counsel and Risk Management.

Cooperative Extension

4.                   Request for Exception to the Hiring Freeze.

RECOMMENDATION: That the Board of Supervisors approves a request for exception to the County hiring freeze to allow for the filling of a vacant Secretary position:  position #1 in Budget Unit 632, Salary Range 288.

Probation

5.                   Request for Exception to Hiring Freeze.

RECOMMENDATION: That the Board of Supervisors approves a request for exception to the County hiring freeze to allow for the filling of a vacant Juvenile Corrections Officer I/II 1.0 Full Time Equivalency (FTE) position; Position #06 in Budget Unit 254-Regional Facility, Salary Range 303-323.

6.                   Conditional Award for the Construction of Youthful Offender Rehabilitative Facilities.

RECOMMENDATION: That the Board of Supervisors affirms the conditional award for the construction of youthful offender rehabilitative facilities; adopts the attached resolution (Attachment I) assuring the Corrections Standard Authority that the County has project site control of the Juvenile Hall property; and directs the County Administrative Officer, Chief Probation Officer and Treasurer Tax-Collector to identify match requirements as set forth in the initial Request for Proposals process and bring back to the Board as part of the Proposed Fiscal Year 2011-12 Budget.

K.                  ADMINISTRATIVE ABATEMENT HEARINGS


Code Enforcement Unit

1.                   Administrative Abatement Hearing: Mary Fraraccio and the Estate of John Fraraccio; 1157 Hayes Road, McKinleyville, California: AP #508-341-013.

RECOMMENDATION: That the Board of Supervisors, pursuant to Humboldt County Code Sections 351-21 and 351-22; hold an administrative hearing to determine whether a public nuisance exists on the subject property; adopt Findings and Issue an Order consistent with the evidence presented at the hearing.

L.                   PUBLIC HEARINGS

Public Works

1.                   Formation of Permanent Road Division (PRD) No. 1000, Zone No. 006 and Imposition of Parcel Charges for School Ridge Subdivision, McKinleyville.

RECOMMENDATION: That the Board of Supervisors open the public hearing regarding the formation of Permanent Road Division No. 1000, Zone No. 006 and the setting of a special parcel charge for maintenance of roads for the School Ridge Subdivision, receive public testimony, and continue the Public Hearing and Election to 05/03/2011 at 1:30 or soon there after and Direct the Clerk of the Board to publish the petition, notice of formation, and notice of assessment as per Streets and Highways Code 1164 and 1196.
