B.                  MODIFICATIONS TO THE AGENDA

1.                   Superseding Agreement with ATT California for CalNET II Telecommunications Services.

RECOMMENDATION: That the Board of Supervisors authorize Chair to sign attached Agreement and Rider.

C.                  CONSENT CALENDAR

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Board of Supervisors

1.                   Certificate Recognizing the Arcata Chamber of Commerce Business Leader of the Year for 2010 Award Winner, Julie Vaissade-Elcock. (Supervisor Lovelace)

RECOMMENDATION: Ratify the Certificate of Recognition.

2.                   Letter of Appreciation to Ray Flynn for Serving on the Humboldt County Public Property Leasing Corporation Board. (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign Letter of Appreciation.

3.                   Letter of Appreciation to Rick Cawthorn for Serving on the Humboldt County Mental Health Advisory Board. (Supervisor Bass)

RECOMMENDATION: Ratify Letter of Appreciation.

4.                   Letters of Appreciation to Tina Nerat and Maura Eastman for Serving on the Humboldt County Workforce Investment Board. (Supervisor Lovelace)

RECOMMENDATION: Authorize Chair to Sign Letters of Appreciation.

5.                   Informational Report on the Appointment of Gene Morris to the Fish and Game Advisory Commission as a District 4 Representative. (Supervisor Bass)

RECOMMENDATION: Receive and file the report.

Clerk of the Board

6.                   Board Orders March 1, 2011.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders for the Meeting of March 1, 2011.

Community Development Services

7.                   Approve an Agreement for Consultant Services for an Environmental Impact Report for the Redwood Parks Lodge General Plan Amendment GPA-10-01, and Supplemental Budget (277) for Community Development Services Current Planning Division.

RECOMMENDATION: That the Board of Supervisors receive the staff report; authorize the Chairperson of the Humboldt County Board of Supervisors to execute the attached Three-Party Agreement for Preparation of an Environmental Impact Report by a Special Services Consultant under Contract to the County (Agreement).  The parties to this Agreement are the County of Humboldt (County), Redwood Parks Lodge Company (Applicant) and LACO Associates (Consultant); authorize Trust Fund Account No. 3575 be used as an escrow account for Depositing payments from the Applicant for consulting services and for paying expenditures for Consultant for consulting service; and authorize an increase in the Community Development Services - Planning Division's Professional Services Expense Account Number 1100-277-2-118 in the amount of $20,000.

8.                   Sublease for 520 E Street, Eureka, with Redwood Region Development Commission for Community Development Services - Economic Development Division.

RECOMMENDATION: That the Board of Supervisors approves Sublease with Redwood Region Economic Development Commission, Sublessor, for rental space at 520 E. Street, in Eureka, California; authorize the Chairperson to execute two originals of the Sublease; direct the Clerk of the Board to return one executed original to Public Works - Real Property Division for transmittal to the Lessor.

Library Services

9.                   Donations made to the Library and Supplemental Budget in Fund 1500, Budget Unit 621, County Library.

RECOMMENDATION: That the Board of Supervisors accept donations made to the Library in the amount of $3581 in support of the Library's programs and services; and adopt a supplemental budget in Fund 1500, Budget unit 621, County Library, for fiscal year 2010-2011 and authorize the Auditor-Controller to supplement the budget as shown in Attachment 1.

10.               Revised Open Hours Schedule for Trinidad Branch Library.

RECOMMENDATION: That the Board of Supervisors adopt the attached Resolution amending Resolution No. 82-170 and rescinding Resolution No. 10-77 in regards to changes in office hours, in particular the open hours schedule for the Trinidad Branch Library.


Sheriff

11.               First Amendment to Lease Agreement between the McKinleyville Community Services District and the County of Humboldt for the McKinleyville Law Enforcement Facility.

RECOMMENDATION: That the Board of Supervisors approve First Amendment to Lease between McKinleyville Community Services District (MCSD) and the County of Humboldt for the McKinleyville Law Enforcement Facility; and authorize the Chairperson to sign two originals of the First Amendment to Lease; and instruct the Clerk of the Board to return one executed original to Real Property Services for transmittal to the Lessor.

Elections

12.               Special Election for formation of Scotia Community Services District.

RECOMMENDATION: That the Board of Supervisors direct the Registrar of Voters to conduct and give notice of a special election for the formation of the Scotia Community Serfvices District; set the date of said election for August 30, 2011; direct the Registrar of Voters to constitute one precinct consisting of the entire area described in Resolution Number 10-09 of the Humboldt Local Agency Formation Commission (LAFCO); and direct the Registrar of Voters to conduct the special election wholly by mailed ballot.

D.                 SPECIAL PRESENTATIONS

1.                   Resolution Recognizing the 5th Annual Women Entrepreneurs Institute Educational Summit. (Supervisor Bass)

RECOMMENDATION: Authorize Chair to sign the Resolution.

2.                   Resolution Urging Citizens to Attend The 73rd Annual Redwood Region Logging Conference March 17 - 19, 2011. (Supervisor Bass)

RECOMMENDATION: Adopt the Resolution.

3.                   Proclaim March, 2011 as Social Worker Appreciation Month. (Supervisor Bass)

RECOMMENDATION: Adopt the Proclamation.

F.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Schedule a date to consider nominations for the North Coast Region Representative on the California Coastal Commission. (Supervisor Lovelace)

RECOMMENDATION: Set the date of March 22, 2011 for consideration of nominations, and send the attached letter to all Counties, Cities and City Selection Committees within the North Coast region.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.

County Administrative Office

1.                   County Administrative Officer Report:  Federal legislative Update and Various Other Topics

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on Federal Legislation affecting the County and various other topics and take action as may be required.
