Board of Supervisors

1.                   Resolution Authorizing Road Closures for Orleans 63rd Annual Old Timers Parade on June 19th, 2011. (Supervisor Sundberg)

RECOMMENDATION: Adopt the Resolution.

2.                   Distinguished Service Award Recognizing Patty Valtenbergs. (Supervisor Smith)

RECOMMENDATION: Ratify authorization for Chair to sign Distinguished Service Award Certificate.

3.                   Informational Report on the Appointment of James T. Rogers to the Humboldt County Human Rights Commission as a Representative of District 1. (Supervisor Smith)

RECOMMENDATION: Receive and file the report.

Clerk of the Board

4.                   Board Orders March 15, 2011.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders of March 15, 2011.

Community Development Services

5.                   US Department of Labor Career Pathways Innovation Fund Grant Application and Delegation of Signature Authority to Community Development Services Director.

RECOMMENDATION: That the Board of Supervisors receive staff report describing the US Department of Labor Career Pathways Innovation Fund grant application; direct staff to complete the application and bring back the complete grant project for review should it be funded; and delegate signature authority for the application and all contracts that flow from the grant to the Community Development Services Director, after review and approval of County Counsel and Risk Management.

6.                   Set Public Hearing to Adopt a Fire District Development Impact Fee on Behalf of Humboldt No. 1 Fire District.

RECOMMENDATION: That the Board of Supervisors direct the Clerk of the Board to schedule a public hearing on Tuesday, April 5, 2011 at 1:30 p.m. or as soon thereafter as the matter may be heard, for consideration of the adoption of an ordinance to establish a Fire District Development Impact Fee on behalf of Humboldt No. 1 Fire District; direct the Clerk of the Board to post and publish the required pre-adoption summary of the ordinance and public hearing notice for adopting a Fire District Development Impact Fee at least ten days prior to the public hearing; two publications are required, with at least five days intervening between the dates of the first and last publication, not counting such publication dates; and direct the Clerk of the Board to mail notice of the hearing to parties that have filed written requests for such notice in accordance with Section 66019 of the Government Code; direct the Clerk of the Board to have the data and documentation supporting the Fire District Development Impact Fee for public review at least ten days prior to the public hearing; and direct the Clerk of the Board to post a certified copy of the full text of the proposed ordinance in the office of the Clerk of the Board of Supervisors at least five days prior to the Board meeting at which the ordinance will be adopted [Government Code Section 25124(b)(1)].

County Counsel

7.                   Continued Agenda Item: 2010 Code Enforcement Unit Annual Report.

RECOMMENDATION: That the Board of Supervisors receive the Code Enforcement Unit's 2010 annual report.

Health and Human Services - Mental Health Branch

8.                   Appointment to the Humboldt County Mental Health Board.

RECOMMENDATION: That the Board of Supervisors appoint Tia Richardson to the Humboldt County Mental Health Board.

Health and Human Services - Social Services Branch

9.                   Request for Budget Transfer/Adjustment for Fund 1160 Budget Unit 508 Child Welfare Services for Fiscal Year 2010-2011.

RECOMMENDATION: That the Board of Supervisors approve the attached Request for Budget Transfer/Adjustment for the fund 1160 budget unit 508 Child Welfare Services in the amount of $150,000.


Public Works

10.               Request for Proposals for Solid Wasted Franchise in Willow Creek Area.

RECOMMENDATION: That the Board of Supervisors authorize the issuance of a request for Proposal for an exclusive franchise for collection and disposal of solid waste and collection of recyclables in the Willow Creek area of Humboldt County.

11.               Construction of Seismic Retrofit and Rehabilitation on Klamath River Bridge (Martins Ferry), Bridge No. 4V-0007, Project No. BRLSZD-5904(006), Contract No. 924020B.

RECOMMENDATION: That the Board of Supervisors approve the plans and specifications and direct the Clerk to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code with Bids to be opened on Tuesday, April 26, 2011at 2:00 p.m.

12.               Storm Damage Repairs on Alderpoint Road (F6B165) PM45.40-45.46, 45.64-45.65, Project No.: ER 4400(057),(056), Contract No.: 206382, 206385.

RECOMMENDATION: That the Board of Supervisors approve the plans and specifications; and direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code with Bids to be opened on Tuesday, April 19, 2011 at 2:00 PM.

13.               Pay Differential for Brooke Epperly, Fiscal Assistant II.

RECOMMENDATION: That the Board of Supervisors authorize the continuance of the temporary increase in compensation of ten salary ranges for Brooke Epperly, Fiscal Assistant II from April 9, 2011 and continuing through July 9, 2011 or until the Public Works Dispatcher returns, whichever occurs first, pursuant to Section 7 of the Humboldt County Salary Resolution.

RECOMMENDATION: That the Board of Supervisors receive the plans and specifications and authorize the Clerk of the Board to advertise the above-mentioned project, pursuant to Section 22073 of the California Contract Code, with bids to be opened on Tuesday, May 3, 2011 at 3:00 pm.

16.               County of Humboldt Local Assistance Center Plan.

RECOMMENDATION: That the Board of Supervisors review and adopt the proposed County of Humboldt Local Assistance Center Plan.

1.                   Proclaim March 20th - 26th, 2011 as Boys and Girls Club Week in Humboldt County. (Supervisor Bass)

RECOMMENDATION: Adopt the Proclamation.

2.                   Proclaim March 30, 2011 as "Welcome Home Vietnam Veterans Day" in Humboldt County. (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

3.                   Proclaim March 2011 as Women's History Month in Humboldt County. (Supervisor Bass)

County Administrative Office

1.                   County Administrative Officer Report: County Audit, State Budget and Various Other Topics.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on the independent audit o County finances, the State budget, and various other topics, and take action as may be required.

Sheriff

2.                   Ordinance to Amend Sections 2210-2 through 2210-4 and 2210-7 through 2210-16 of Title II to the Humboldt County Code relating to Emergency Organization and Functions of Humboldt County Disaster Council.

RECOMMENDATION: That the Board of Supervisors introduce the attached ordinance by title and waive the first reading; and set the Ordinance for adoption at least one week away; direct the Clerk of the Board to publish the pre-adoption summary of the Ordinance, and to post a certified copy of the full text of the proposed Ordinance in the office of the Clerk of the Board, both publication and posting to be done at least five days prior to the Board meeting at which the ordinance will be adopted. [Government Code Section 25124(b)(1); and direct the Clerk of the Board, within 15 days after adoption of the Ordinance, to publish a post-adoption summary of the Ordinance with the names of the Supervisors voting for and against the ordinance, and to post in the office of the Clerk of the Board a certified copy of the full text of the adopted Ordinance and amendments along with the names of those Supervisors voting for and against the Ordinance [Government Code Section 25124(b)(1)].

RECOMMENDATION: Hear the presentation and take action, if required.

1.                   Conference with Labor Negotiator - Pursuant to Government Code section 54957.6 it is the intention of the Board of Supervisors to meet in closed session to review the County's position and instruct its designated labor negotiator with respect to the various forms of compensation provided to the County's represented and unrepresented personnel.  Negotiator:  Dan Fulks. Employee Organizations:  American Federation of State, County and Municipal Employees (AFSCME local 1684), Humboldt County Attorneys Association, Humboldt Deputy Sheriffs' Organization (Law Enforcement Non-Management Unit), Humboldt Deputy Sheriffs' Organization (Law Enforcement Management Unit), Elected & Appointed County Officials, and Management & Confidential Employees

Community Development Services

1.                   Submission of a Community Development Block Grant for a Microenterprise Program, in the amount of $500,000.

RECOMMENDATION: That the Board of Supervisors open Public Hearing, receive staff report, and take public testimony; close public hearing; adopt Resolution approving an application and contract execution for funding from the Economic Development Allocation of the State Community Development Block Grant (CDBG) Program and authorizing the execution of the grant agreement and any amendments thereto with the State of California for Microenterprise Technical Assistance and Loan Program by the Community Development Services Director; authorize the Community Development Services Director to sign a contract with the North Coast Small Business Development Center for delivering Microenterprise Technical Assistance; direct the Clerk of the Board to return a certified Resolution to the Community Development Services Department, Economic Development Division by March 24, 2011; and authorize the County Administrative Officer to sign the Statement of Assurances.
