Board of Supervisors

1.                   Resolution Recognizing the Humboldt Art's Council and the State-Local Partnership Program. (Supervisor Bass)

RECOMMENDATION: Authorize Chair to sign Resolution of Support.

2.                   Letters of Appreciation to Jerry Saner and Bob Laffranchi for Serving on the Humboldt County Workforce Investment Board. (Supervisor Lovelace)

RECOMMENDATION: Authorize Chair to sign Letters of Appreciation to Jerry Saner and Bob Laffranchi.

Clerk of the Board

3.                   Board Orders from the April 5, 2011 Board of Supervisors Meeting.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders.

Community Development Services

4.                   Appointment to the Workforce Investment Board.

RECOMMENDATION: That the Board of Supervisors receive staff report; review membership application for the following community member: David Wells - President/Broker - Wells Commercial; and appoint David Wells to the Workforce Investment Board for a term of two years effective immediately, in accordance with WIB bylaws.

5.                   Request for Modification to Correct Position Number in Hiring Freeze Exception for One Senior Planner Position in Community Development Services Current Planning Division.

RECOMMENDATION: That the Board of Supervisors approve a modification to exception to the hiring freeze for on Senior Planner position (class 0630, salary range 415 position 03) for promotional only recruitment, to correct position number.

Health and Human Services - Mental Health Branch

6.                   Agreement with Glenn County Health Services.

RECOMMENDATION: That the Board of Supervisors approve the Agreement with Glenn County Health Services; authorize the Chair to sign the Agreement with Glenn COunty Health Services; and direct the Clerk of the Board to return the three signed originals of the Agreement to the Department of Health and Human Services - Mental Health Branch Administration for transmittal to Glenn County for final execution.

Health and Human Services - Public Health Branch

7.                   Grant Award from Department of Housing and Urban Development for Project HART (HIV/AIDS Re-housing Team).

RECOMMENDATION: That the Board of Supervisors accept this grant award and approve Grant Agreement CA0852B9T220900 in the amount of $53,954 from U.S. Department of housing and Urban Development (HUD) for Project HART (HIV/AIDS Re-housing Team); direct the Chair of the Board to sign three (3) originals of the attached Grant Agreement CA0852B9T220900; and direct the Clerk of the Board to return the three (3) signed originals of the Grant Agreement to the Public Health Branch.

Personnel

8.                   Approval of updated Equal Employment Opportunity (EEO) Policy.

RECOMMENDATION: That the Board of Supervisors approve the updated Humboldt County Equal Employment Opportunity (EEO) Policy.

9.                   Amended list of designated classifications and maximum number of incentives per classification for the Voluntary Separation Incentive Program (VSIP)

RECOMMENDATION: That the Board of Supervisors adopt the amended list of designated classifications and maximum number of VSIP incentives per classification to be offered per department (Amended List of designated VSIP Classifications - Attachment A).

Public Works

10.               Storm Damage Repairs on Alderpoint Road (FB) at PM 36.98 Project No. ER-4400(045), Contract No. 206374.

RECOMMENDATION: That the Board of Supervisors accept the completed contract, including change orders approved by the Public Works Department, between G.R. Wilcox, Contractor, and Humboldt County for the storm Damage repair on Alderpoint Road; and approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $19,989.23.  This will bring the total amount paid to 100% of the contract.

11.               Supplemental Budget for Transportation Services - TDA Funds and Roads - General Revenue.

RECOMMENDATION: That the Board of Supervisors adopts the attached supplemental budgets for TDA Funds and Roads - General Purpose Revenue.

12.               Bid Authorization for Humboldt County Courthouse Boiler System Upgrade Project, Project No. 170211.

RECOMMENDATION: That the Board of Supervisors receive the plans and specifications and authorize the Clerk of the Board to advertise the above-mentioned project, pursuant to Section 22073 of the California Contract Code, with bids to be opened on Tuesday, May 17, 2011 at 2:00 PM.

13.               Construction of Freshwater Park Rehabilitation and Access Project (Contract No. 713690) and Supplemental Budget for Parks (Budget Unit 713) for 2002 Resources Bond Act Per Capita Grant Program Projects.

RECOMMENDATION: That the Board of Supervisors authorize a transfer of $25,000 from the Parks Recycling / Wood Sales Trust Fund to supplement Humboldt County's allocation from the 2002 Resources Bond Act Per Capita Grant Program; and approve the attached Supplemental Budget in Fund 1100, budget

Sheriff

14.               Approval of the Agreement between the Hoopa Tribe, the County of Humboldt and the Sheriff of Humboldt County for the Deputization of Qualified Hoopa Tribal Police Officers.

RECOMMENDATION: That the Board of Supervisors approve the agreement between the Hoopa Tribe, the County of Humboldt, and the Sheriff of Humboldt County for the Deputization of qualified Hoopa Police Officers in compliance with California Penal code Sections 830.6 and 830.8; direct the Chair of the Board to sign the agreement on behalf of the Humboldt County Board of Supervisors; authorize the Sheriff to sign the agreement between the Hoopa Tribe, the County of Humboldt, and the Sheriff of Humboldt County and instruct the Clerk of the Board to return two (2) fully executed documents to the Sheriff's Office, Attn: Linda Modell for further processing.

1.                   Resolution Recognizing the Fifteenth Annual Godwit Days Spring Migration Bird Festival, April 15 - 17, 2011. (Supervisor Lovelace)

RECOMMENDATION: Adopt the Resolution.

2.                   Resolution Recognizing Robert J. "Bob" Ross Upon his Retirement. (Supervisor Smith)

RECOMMENDATION: Adopt the Resolution.

3.                   Proclaim the Week of April 10 - April 16, 2011 as the Week of the Young Child in Humboldt County. (Supervisor Lovelace)

RECOMMENDATION: Adopt the Proclamation.

4.                   Proclaim April 10 - 16, 2011 as National  Crime Victims Rights Week in Humboldt County. (Supervisor Bass)

RECOMMENDATION: Adopt the Proclamation.

5.                   Proclaim April 12, 2011 as Equal Pay Day in Humboldt County. (Supervisor Bass)

RECOMMENDATION: Adopt the Proclamation.

6.                   Proclaim April 2011 as Fair Housing Month in Humboldt County. (Supervisor Lovelace)

County Administrative Office

1.                   County Administrative Officer Report: Local Impacts of Vehicle license Fee Reduction and Various Other Topics.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on the local impact of reductions in the Vehicle License Fee (VLF) augmentation dedicated to public safety and various other topics, and take action as may be required.

2.                   Protocol for Board Appointments.

RECOMMENDATION: That the Board of Supervisors adopt the attached protocol for appointing members of the public to boards, committees and commissions.

Community Development Services

3.                   Approval of the Headwaters Fund Board's Recommended 2010-11 Grant Fund Awards for the February 1, 2011.

RECOMMENDATION: That the Board of Supervisors receive report, and review and approve the slate of Grant Fund Competitive Awards recommended for approval by the Headwaters Fund Board's Recommended 2010-11 Grant Fund Awards for the February 1, 2011 Grant Round.

DHHS - Social Services

4.                   Adopt the Merit System Services classifications for Public Education and Information Manager and Graphic Arts Technician; Allocate one full time Public Education and Information manager position and one full time Graphic Arts Technician position.

RECOMMENDATION: That the Board of Supervisors adopt the new Merit System Services classification of Public Education and Information Manager (salary range 456, class 0146, unit 8) into the classification plan effective immediately; approve the allocation of one full-time Public Education and Information Manager (salary range 456, class 0146) in budget unit 516 effective the beginning of the bi-weekly pay period following approval; adopt the new Merit System Services Classification of Graphic Arts Technician (salary range 376 class number 0319, unit 1) into the classification plan effective immediately; approve the allocation of one full-time Graphic Arts Technician (salary range 376, class 0319) in budget unit 516 effective the beginning of the bi-weekly pay period following approval; and approve the disallocation of one vacant full-time Program Manager (salary range 479, class 0934A, position #01) in budget unit 424 effective at the beginning of the bi-weekly pay period following approval; and approve the disallocation of one vacant full-time Community Health Outreach Worker (salary range 316, class 0511A, position#07) in budget unit 416 effective at the beginning of the bi-weekly pay period following approval.

2.                   Proclamation and Presentation Recognizing April as National County Government Month to Honor our Veterans, Armed Forces and their Families. (Supervisor Smith and Supervisor Bass)

RECOMMENDATION: Hear the presentation and take appropriate action, if required.

1.                   Conference with Labor Negotiator - Pursuant to Government Code section 54957.6 it is the intention of the Board of Supervisors to meet in closed session to review the County's position and instruct its designated labor negotiator with respect to the various forms of compensation provided to the County's represented and unrepresented personnel.  Negotiator:  Dan Fulks. Employee Organizations:  American Federation of State, County and Municipal Employees (AFSCME local 1684), Humboldt County Attorneys Association, Humboldt Deputy Sheriffs' Organization (Law Enforcement Non-Management Unit), Humboldt Deputy Sheriffs' Organization (Law Enforcement Management Unit), Elected & Appointed County Officials, and Management & Confidential Employees

2.                   Conference with Legal Counsel - Exiting Litigation pursuant to Government Code section 54596.9(a) , Scott and Lynn Powell v County of Humboldt, Humboldt County Superior Court Case No. CV110025

1.                   Recommended Public Outreach Program for the General Plan Update and Multi-Family Rezoning Program and Response to City, Service District, and Chamber of Commerce Comment Letters.

RECOMMENDATION: That the Board of Supervisors receive staff's presentation on a recommended public outreach effort for the General Plan Update (GPU) and multi-family rezoning program; receive public input and deliberate; direct staff to implement recommended outreach efforts and respond to recent letters of concern received from cities, service districts, and chambers of commerce; and direct the sub-committee appointed to work with the Planning Commission on the General Plan Update (Chair and Vice-Chair) to oversee staff on the final design and implementation of the Board directed public outreach program.
