1.                   Advanced Step increase for Appraiser I, J. Dane Bishop, Per Section 7 of the Humboldt County Salary Resolution.

RECOMMENDATION: That the Board of Supervisors approve the advanced step for J. Dane Bishop, Appraiser from Step A to Step C, per Section 7 of the Humboldt County Salary Resolution, retroactive to June 6, 2011.

2.                   Resolution of Commendation to Marilyn Dutkus on her Retirement. (Supervisor Jimmy Smith)

RECOMMENDATION: Adopt the Resolution.

3.                   Appointments to the Humboldt County Emergency Medical Care Committee (EMCC). (Supervisor Lovelace)

RECOMMENDATION: Approve the appointment of Dr. Veronica Bonales and the reappointment of Ken Terpening to the Emergency Medical Care Committee.

4.                   Recommendation to Reappoint John Vevoda to the Williamson Act Advisory Committee as a Representative of District One. (Supervisor Smith)

RECOMMENDATION: Approve the reappointment of John Vevoda to the Williamson Act Advisory Committee as a District One Representative.

5.                   Recommendation to Reappoint John LaBoyteaux to the Williamson Act Advisory Committee as a Representative of District 3. (Supervisor Lovelace)

RECOMMENDATION: Approve the reappointment of John LaBoyteaux as the District 3 representative on the Williamson Act Advisory Committee.

County Administrative Office

6.                   Utility Billing Consultant Agreement.

RECOMMENDATION: That the Board of Supervisors authorize the County Administrative Officer to sign the attached Cost Reduction Agreement with Cost Control Associates, Inc (CCA), for review of energy and telecommunications services for purposes of obtaining refunds and identifying cost reductions.

Health and Human Services - Administration

8.                   Letter of Support for the California Department of Public Health Grant application Public Prevention Health Fund: Community Transformation Grants.

RECOMMENDATION: That the Board of Supervisors authorize the Chair to send a letter in support of the California Department of Health grant application for Public Prevention Health Fund: Community Transformation Grant.

Health and Human Services - Mental Health Branch

9.                   Agreement Between Humboldt County and Double RR Care Home Corporation, Fiscal Year 2011-2012.

RECOMMENDATION: That the Board of Supervisors approve the Agreement with Double RR Care Home Corporation, Fiscal Year 2011-2012; authorize the Chair of the Board of Supervisors to execute three copies of the Agreement effective July 1, 2011; and direct the Clerk of the Board to return two signed originals of this Agreement to Mental Health Branch

Administration.

Health and Human Services - Public Health Branch

10.               Agreement with Humboldt Redwood Company (HRC) from removal of illegal waste on Humboldt Redwood Company property.

RECOMMENDATION: That the Board of Supervisors approve the agreement with Humboldt Redwood Company (HRC) to remove the illegal waste on HRC's Redwood House Road Illegal Disposal Site; direct the Chair of the Board to sign three originals of the Agreement with HRC; and direct the Clerk of the Board to return three signed originals to the Public Health Branch.

D.                 SPECIAL PRESENTATIONS

1.                   Resolution Recognizing the Orick Rodeo and their 50th Anniversary. (Supervisor Sundberg)

RECOMMENDATION: Adopt the Resolution.

2.                   Resolution of Commendation to Rosanne Zuber on her Retirement. (Supervisor Smith)

County Administrative Office

1.                   County Administrative Officer Report: State Budget, Second Alternate for HWMA and Various Other Topics.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on the latest information regarding the State budget, consider the appointment of a second alternate for the Humboldt Waste Management Authority (HWMA) Board, and various other topics, and take action as may be required.

Public Defender

2.                   Request for Exception from the Hiring Freeze.

RECOMMENDATION: That the Board of Supervisors approve the exception from the hiring freeze to allow our office to fill our position of Deputy Public Defender I/II which will be vacant effective July 7, 2011.  The Deputy Public Defender position that will need to be filled is: Deputy Public Defender I/II , Position No. 02, in Budget Unit 219, Job Class 0604, and Salary Range 404.

Auditor- Controller

3.                   Approve Request to Adopt Class of Assistant Auditor-Controller; Reallocate One Deputy Auditor-Controller Position to Assistant Auditor-Controller and One Deputy Auditor-Controller Position to Accountant/Auditor I/II; and Approve Request for Exception to the Hiring Freeze.

RECOMMENDATION: That the Board of Supervisors adopt the class of Assistant Auditor-Controller into the classification plan; reallocate the vacant 1.0 full-time employee Deputy Auditor-Controller (salary range 475, class 0618, position #01) position in budget unit 111 to Assistant Auditor-Controller (salary range 475, class 0646) in budget unit 111; and reallocate the vacant 1.0 FTE Deputy Auditor-Controller (salary range 475, class 0618, position #02) position in budget unit 111 to Accountant / Auditor I/II (salary range 358/285, class 0643) in budget unit 111 and designate as Frozen/Unfunded effective immediately upon Board approval.

1.                   Humboldt County Convention and Visitors Presentation on Tourism Business Improvement District Process.

RECOMMENDATION: Hear the report and take appropriate action if necessary.

I.                     CLOSED SESSION

1.                   Conference with Labor Negotiator - Pursuant to Government Code Section 54957.6, it is the intention of the Board of Supervisors to meet in closed session to review the County's position and instruct its designated labor negotiator with respect to the various forms of compensation provided to the County's represented and unrepresented personnel.  Negotiator:  Dan Fulks. Employee Organizations:  American Federation of State, County and Municipal Employees (AFSCME local 1684), Humboldt County Attorneys Association, Humboldt Deputy Sheriffs' Organization (Law Enforcement Non-Management Unit), Elected & Appointed County Officials, and Management & Confidential Employees
