These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.
RECOMMENDATION: That the Board of Supervisors adopt the accompanying resolution fixing tax rates for County of Humboldt, school districts and special districts with the County for fiscal year 2011-12.

2. Letter of Support for Adult Day Health Care Medi-Cal Optional Benefit - Extension until March 31, 2012. (Supervisor Clif Clendenen)
RECOMMENDATION: Ratify Letter of Support.
Community Development Services
RECOMMENDATION: That the Board of Supervisors receive the staff report, review membership applications for the following community members; David Narum, Greenway Partners, and Connie Stewart, CA Center for Rural Policy at Humboldt State University, and appoint David Narum and Connie Stewart to the Workforce Investment Board (WIB) for a term of two years effective immediately, in accordance with the WIB bylaws.

4. Local Fire District Allocations for Fiscal Year 2011-12 for the Arcata, Ferndale, Fieldbrook, Humboldt No. 1, Miranda, Petrolia, Redway, Resort Improvement District #1, Weott, Whitethorn and Willow Creek Fire Organizations.
RECOMMENDATION: That the Board of Supervisors authorizes the Chair of the Board to execute agreements with the Arcata, Ferndale, Humboldt No. !, Petrolia, Redway, Whitethorn, and Willow Creek Fire Protection Districts, and Fieldbrook, Miranda and Weott Community Services Districts, and Shelter Cove Resort Improvement District for revenue-sharing of the County's 2011-12 Proposition 172 (Prop 172) funding.
Health and Human Services - Social Services Branch
RECOMMENDATION: That the Board of Supervisors approve exercising the first option to extend the lease at 808 E Street, Eureka with S & W Properties, a California Limited Partnership, through January 31, 2015. Authorize the Public Works-Real Property Division to send a notice to Lessor that the County is exercising the first option to extend the lease. Direct the Clerk of the Board to return one executed agenda item to the Public Works-Real Property Division.
RECOMMENDATION: That the Board of Supervisors approve exercising the first option to extend the lease at 930 Sixth Street, Eureka with California Newspapers Partnership, Inc. through November 30, 2012. Authorize Public Works-Real Property Division to send a notice to Lessor that the County is exercising the first option to extend the lease. Direct the Clerk of the Board to return one executed agenda item to Public Works-Real Property Division.
RECOMMENDATION: That the Board of Supervisors adopt Resolution No. _____(Attached) approving the Memorandum of Understanding between the County of Humboldt and the County Attorneys' Association (CAA) for Unit 5, and authorize the Chairman of the Board of Supervisors to execute the Memorandum of Understanding.
RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign, in blue ink, the Governing Body Resolution and Certification and direct the Clerk of the Board t certify, for a grant request t the State for the Federal Fiscal Year (FFY) 2011 Homeland Security Grant Program and authorize the Sheriff to sign the Grant Assurances, cover sheet and other grant documents as Authorized Agent.
RECOMMENDATION: That the Board of Supervisors adopt the attached Resolution providing the extension of the service fee for the Humboldt County Abandoned Vehicle Abatement Program.

1. Conference with Legal Counsel - Existing Litigation Pursuant to Government Code Section 54956.9(a), Humboldt Sunshine, Inc. v. County of Humboldt, et.al.; Humboldt County Superior Court Case No. CV070159.
2. Conference with Labor Negotiator - Pursuant to Government Code Section 54957.6, it is the intention of the Board of Supervisors to meet in closed session to review the County's position and instruct its designated labor negotiator with respect to the various forms of compensation provided to the County's represented and unrepresented personnel. Negotiator: Dan Fulks. Employee Organizations: Humboldt County Attorneys Association, Humboldt Deputy Sheriffs' Organization (Law Enforcement Non-Management Unit).
