Board of Supervisors

1.                   Consider sending Support Letter regarding Adoption of the Marine Life Protection Act (MLPA) Regional Stakeholders Universal Array. (Supervisor Jimmy Smith)

RECOMMENDATION: That the Board of Supervisors approve the letter of support.

 


Health and Human Services - Public Health Branch

2.                   Agreement with California Department of Public Health for various Emergency Preparedness Programs.

RECOMMENDATION: That the Board of Supervisors approve Agreement EPO# 11-13 with the California Department of Public Health for various Emergency Preparedness Programs in Fund 1175, Budget Unit 455 (Emergency Preparedness and Response), Fiscal Year 2011-12; authorize the Chairperson of the Humboldt County Board of Supervisors to sign the three originals of the attached agreement; and direct the Clerk of the Board to submit the signed documents to the Public Health Branch for submission to the California Department of Public Health.

Probation

3.                   Approve the Supplemental Budget for Probation Department’s Evidence Based Practice Program Grant and Approve Change in the Allocation type for the Department's Administrative Analyst.

RECOMMENDATION: That the Board of Supervisors approve the attached supplemental budget, in Budget Unit 1100-235 for $162,146, associated with the Probation Department's Evidence Based Practices Program grant for FY 2011/12, and approve the changing of the allocation type for the Probation Department's Administrative Analyst position (Class 626, Position #1) in Budget Unit 1100-235 from Frozen-Unfunded (F0) to Grant (GT).

Public Works

4.                   Adoption of Ordinance adding Sections 431-13, 431-51 and 431-85 and Amending Sections 431-52, Relating to Parking on Bald Hills Road, Harrison Avenue Extension, Harrison Avenue and Park street to Title IV of the Humboldt County Code.

RECOMMENDATION: That the Board of Supervisors adopt Ordinance No. _______, Adding Sections 431-13m 431-51 and 431-85, and Amending Sections 431-52, Relating to Parking on Bald Hills Road, Harrison Avenue Extension, Harrison Avenue, and Park Street to Title IV of the Humboldt County Code.

5.                   Supplemental Budget for Fish and Game Advisory Committee for Fiscal Year 2010/11.

RECOMMENDATION: That the Board of Supervisors adopt the attached supplemental budget for FY 2010/11.

6.                   Supplemental Budget for FY 2011/12 for Arcata- Eureka Airport (ACV), Runway-01 Runway Safety Area (RSA) Grading - Airport Improvement Program (AIP) 03-06-0010-37, Project No. 919264.

RECOMMENDATION: That the Board of Supervisors adopt the attached supplemental budget; accept the work of the contractor, Ford Logging Inc., as complete for their portion of the above mentioned Project; authorize the Public Works Director to file the Notice of Completion for the above-mentioned general contractor for their portion of the Project as required; and authorize the Public Works Director to sign the attached Change Order No. 3.0 for $15,736.97 cost increase.

D.                 SPECIAL PRESENTATIONS

1.                   Presentation from Peterson Consulting on the County's 2011 State Legislative Program.

RECOMMENDATION: That the Board of Supervisors hear the presentation and take appropriate action, if required.

2.                   Proclaim October 2nd through October 8th, 2011 as National 4-H Week in Humboldt County. (Supervisor Clif Clendenen)

RECOMMENDATION: Adopt the Proclamation.

3.                   2-Feathers Native American Family Services Domestic Violence Awareness Proclamation. (Supervisor Mark Lovelace)

RECOMMENDATION: Adopt the Proclamation.

4.                   Domestic Violence Awareness Month Proclamation. (Supervisor Ryan Sundberg)

RECOMMENDATION: Adopt the Proclamation.

5.                   Proclaim the Week of October 1 - 16, 2011 as Binational Health Week in Humboldt County. (Supervisor Mark Lovelace)

RECOMMENDATION: Adopt the Proclamation.

F.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Update on Developments Regarding the Proposed Removal of Four Dams on the Klamath River and the upcoming Secretarial Determination decision by the Secretary of the Interior.

RECOMMENDATION: That the Board of Supervisors hear report and take action as necessary.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.

G.                 DEPARTMENT REPORTS

County Administrative Office

1.                   County Administrative Officer Report:  Prescription Drug Discount Card Update and Various Other Topics.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on an update regarding the County's prescription drug discount card, and various other topics and take action as may be required.

County Counsel

2.                   Supplemental Report for Administrative Abatement Funding - Linda Humphrey and the Estate of Donnie Humphrey; Bernard Bunce; and Fred Swide 37 Lowell Street, Orick, California; AP# 520-071-015.

RECOMMENDATION: That the Board of Supervisors, pursuant to Humboldt County Code section 351-31, authorize the cost of abatement to be advanced by the County of Humboldt and, if unpaid by the property owner, that a lien be placed against the parcel in the amount of the costs of abatement pursuant to Humboldt County Code Sections 351-33-44; authorize a transfer from the Code Enforcement Trust Fund, account #3440000, in the amount of $7,000 to the County Counsel's revenue account #1100-121-603-040 to cover the cost of the abatement; and authorize the Auditor-Controller to execute the supplemental budget shown in Attachment 1 for fiscal year 2011-2012.

1.                   It is the intention of the Board of Supervisors to meet in closed session to consider the Public Employee Performance Evaluation for the position of Director of Child Support Services pursuant to Government Code Sections 54954.5 and 54957.

2.                   Conference with Legal Counsel - Existing Litigation pursuant to Government Code section 54956.9(a), McKinleyville Community Services District v. County of Humboldt et. al.; Humboldt County Superior Court Case No. CV110632

RECOMMENDATION:
