Clerk of the Board

1.                   Approval of the Board Orders - Meeting of September 27, 2011

RECOMMENDATION: That the Board of Supervisors approve the Board Orders from the September 27, 2011 Board Meeting.

County Administrative Office

2.                   Approve Surplus Storage Space Lease Extension Option.

RECOMMENDATION: That the Board of Supervisors approve exercising the option to extend the lease at 714 4th Street, Eureka, with Jack Retzloff, under the same terms and conditions through January 31, 2013; authorize Real Property to send a notice to Lessor that the County is exercising the option to extend the lease; and direct the Clerk of the Board to send one executed agenda time to Real Property.

Health and Human Services - Mental Health Branch

3.                   Agreement with Glenn County Health Services.

RECOMMENDATION: That the Board of Supervisors approve the Agreement with Glenn County Health Services; authorize the Chair to sign the Agreement with Glenn County Health Services and direct the Clerk of the Board to return the three signed originals of the Agreement to the Department of Health and Human Services (DHHS)- Mental Health Branch Administration for transmittal to Glenn County for final execution.

Library Services

4.                   Proposed 5 day closure of the Humboldt County Library in 2011.

RECOMMENDATION: That the Board of Supervisors approves the closure of the Humboldt County Library for five days during 2011 as part of the County Library proposed budget savings for fiscal year 2011-2012.

Public Works

5.                   Supplemental Budget for Capital Projects and Bid Authorization for Site Services Entrance - Coroners' Office, County of Humboldt, Project No. 170214.

RECOMMENDATION: That the Board of Supervisors adopt attached supplemental budget for FY 2011/12 Capital Projects Budget Unit 1100170; recieve the plans and specifications; and authorize the Clerk of the Board to advertise the above-mentioned project, pursuant to Section 22073 of the California Contract Code, with bids to be opened on Tuesday, November 1, 2011 at 2:00 p.m.

D.                 SPECIAL PRESENTATIONS

1.                   Proclaim October 2011 as United Way Month in Humboldt County. (Supervisor Virginia Bass)

RECOMMENDATION: Adopt the Proclamation.

2.                   "The Great California SHAKE OUT" Proclamation and Presentation. (Supervisor Mark Lovelace)

RECOMMENDATION: Adopt the Proclamation and hear the Presentation.

3.                   Proclaim October 10, 2011 as the "100th Anniversary of Women's Suffrage in California". Supervisor Virginia Bass

RECOMMENDATION: Adopt the Proclamation.

F.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   The Community Health Alliance Community Colon Cancer Screening Awareness Campaign. (Supervisor Ryan Sundberg)

RECOMMENDATION: Support the Community Health Alliance Community Colon Cancer Screening Awareness Campaign.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.


G.                 DEPARTMENT REPORTS

County Administrative Office

1.                   Responses to 2010-11 Grand Jury Reports.

RECOMMENDATION: That the Board of Supervisors review and modify the proposed responses from the Board of Supervisors to various Grand Jury Reports; review and modify the proposed Grand Jury responses from departments under the appointment authority of the Board of Supervisors; approve the documents, as may be modified, as the response; direct the Clerk of the Board, within five working days, to submit the final response with an accompanying Board Order, to the Presiding Judge of the Superior Court; and direct the Clerk of the Board, within five working days, to submit two copies of all responses to the County Clerk /Recorder, on of which will be forwarded to the State Archivist, together with a copy of the original report.

H.                  MATTERS SET FOR TIME CERTAIN

I.                     CLOSED SESSION

1.                   It is the intention of the Board of Supervisors to meet in closed session to consider the Public Employee Performance Evaluation for the position of Director of Community Development Services pursuant to Government Code Sections 54954.5 and 54957.

RECOMMENDATION:

This portion of the meeting is reserved for persons desiring to address the Board on any matter not on this agenda that is under the jurisdiction of the Board. It is requested that speakers sign the sheet at the front doors of the Chamber by 1:25 p.m.
