These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Clerk of the Board

1.                   Board Orders of October 25, 2011.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders from the meeting of October 25, 2011.

County Administrative Office

2.                   Ratify Ordinance No. 22 of the Humboldt No. 1 Fire Protection District, Adopting the 2010 California Fire Code.

RECOMMENDATION: That the Board of Supervisors ratify Ordinance No. 22 of the Humboldt No. 1 Fire Protection District (District), adopting the 2010 California Fire Code and Standards Prescribing Regulations; transmit its determination to the District within 15 days of this determination; and direct staff to file a copy of the findings of the District, and any findings of the County, together with the adopted ordinance, with the Department of Housing and Community Development.

Personnel

3.                   Ordinance Amending Chapter 3 of Division 1 of Title II of the Humboldt County Code Relating to Compensation of the Board of Supervisors.

RECOMMENDATION: That the Board of Supervisors adopt Ordinance No. ______, amending Chapter 3 of Division 1 of Title II, of the Humboldt County Code relating to compensation of the Board of Supervisors; and direct the Clerk of the Board, within 15 days after adoption, to publish a post-adoption summary of the ordinance with the names of the Supervisors voting for and against the ordinance, and direct the Clerk to post in the office of the Clerk of the Board a certified copy of the full text of the ordinance.

Public Works

4.                   Supplemental Budget for Parks for Fiscal Year 2011/2012.

RECOMMENDATION: That the Board of Supervisors approve the attached Supplemental Budget in fund 1100, budget unit 713.

5.                   Supplemental Budget for FY 2011/12 for Jet Fuel Truck Repair.

RECOMMENDATION: That the Board of Supervisors adopt the attached supplemental budget for FY 2011/12.

6.                   Establish a Trust Fund for Passenger Facility Charge No. 10 (PFC-10).

RECOMMENDATION: That the Board of Supervisors approve the establishment of an interest-bearing Trust Fund for deposit of Passenger Facility Chargers (PFC) collected from the PFC-10 application and direct the Auditor Controller to set up a new fund titled "Passenger Facility Charge - 10" with fund number 3994.

D.                 SPECIAL PRESENTATIONS

1.                   Resolution of Commendation to Dr. Ann Lindsay on her Retirement. (Supervisor Mark Lovelace)

RECOMMENDATION: Adopt the Resolution.

2.                   Resolution Recognizing Laura Matthias Upon Her Retirement. (Supervisor Jimmy Smith)

RECOMMENDATION: Adopt the Resolution.

1.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.

County Administrative Office

1.                   County Administrative Officer Report: Study Session and Various other Topics.

RECOMMENDATION: That the Board of Supervisors receive an oral from the County Administrative Officer on scheduling of a Board study session, and various other topics, and take actions as may be required.

Library

2.                   Recognition of Donations made to the Humboldt County Library.

RECOMMENDATION: That the Board of Supervisors recognize donations, gifts, and bequests made to the Humboldt County Library in the amount of $156,628.58 in support of the County Library's programs and services for the period April through September, 2011; and accept the recognize other donations to the County Library in the form of bookstore credit, and cut flowers for the Eureka Main Library.


Public Works

3.                   Fourth Amendment to Lease Agreement with Republic Parking System, Inc. for Parking Rate Increases at the Arcata/Eureka Airport in McKinleyville.

RECOMMENDATION: That the Board of Supervisors approve the Fourth Amendment to the Lease Agreement with Republic Parking System, Inc., and authorize the Chairperson to sign and execute the Fourth Amendment to Lease Agreement, in triplicate; and direct the Clerk of the Board to return two of the executed Amendments to the Department of Public Works - Aviation Division for further processing.

H.                  MATTERS SET FOR TIME CERTAIN

9:30 A.M. - BOARD OF SUPERVISORS

1.                   Humboldt Refuge Presentation Recognizing the Work and Vision of Richard Guadagno (Supervisor Smith & Supervisor Clendenen)

RECOMMENDATION: Hear the presentation and take appropriate action, if required.

I.                     CLOSED SESSION

1.                   It is the intention of the Board of Supervisors to meet in closed session to consider the Public Employee Performance Evaluation for the position of County Librarian pursuant to Government Code Sections 54954.5 and 54957.

2.                   It is the intention of the Board of Supervisors to meet in closed session to consider the Appointment for the position of Health Officer pursuant to Government Code sections 54954.5 and 54957.

RECOMMENDATION: 

J.                   PUBLIC APPEARANCES--1:30 P.M.

This portion of the meeting is reserved for persons desiring to address the Board on any matter not on this agenda that is under the jurisdiction of the Board. It is requested that speakers sign the sheet at the front doors of the Chamber by 1:25 p.m.

M.                 ATERNOON DEPARTMENTAL ITEM

1.                   Request from the California Department of Transportation, District 1 (CalTrans) to the Humboldt County Association of Governments (HCAOG) for programming of $22,958,000 in State Transportation Improvement Funds (STIP) for Eureka-Arcata Highway 101 Improvements.

RECOMMENDATION: That the Board of Supervisors receive a staff report from Public Works; and receive a project status update from CalTrans staff; and provide direction to its HCAOG representative regarding the funding request from CalTrans.

N.                  ADJOURNMENT
