1.                   Board Orders - Meeting of January 10, 2012. (CLERK OF THE BOARD - CONSENT)

RECOMMENDATION: That the Board of Supervisors approve the Board Orders from the meeting of January 10, 2012.

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Auditor-Controller

1.                   Adopt Policy for Reclamation District #768 Biennial Audit.

RECOMMENDATION: Adopt the policy that the Reclamation District #768, having unanimous approval of that District's Board, may change their audit schedule to every other year (biennial) in accordance with CA Government Code 26909(b)(1) (Attachment 1).

2.                   Informational Report on the Appointment of Chuck Goodwin to the Humboldt County Aviation Advisory Committee Representing District 4. (Supervisor Virginia Bass)

RECOMMENDATION: Receive and file the report.

3.                   Informational Report on the Appointment of Don Laffranchi to the Humboldt County Aviation Advisory Committee Representing District 5. (Supervisor Ryan Sundberg)

RECOMMENDATION: Receive and file the report.

4.                   Letter of Appreciation to John Ash, AIA for serving on the Humboldt County Aviation Advisory Committee. (Supervisor Virginia Bass)

RECOMMENDATION: Authorize Chair to sign the Letter of Appreciation to John Ash, AIA.

5.                   Letter of Support for North Coast EMS to apply for a Federal Grant with UC Davis. Supervisor Ryan Sundberg

RECOMMENDATION: Ratify authorization for Chair to sign letter of support.

6.                   Letter of Support for the Humboldt Bay Dredged Material Beneficial Reuse Feasibility Study. Supervisor Virginia Bass

RECOMMENDATION: Ratify Authorization for Chair to sign letter of Support.

7.                   Approval of Board orders - Meeting of January 3, 2012.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders from the meeting of January 3, 2012.

8.                   Approval of Board Orders -Meeting of November 15, 2011.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders from the meeting of November 1, 2011.

Community Development Services

9.                   Cancel Headwaters Fund Grant Award of $39,979.

RECOMMENDATION: That the Board of Supervisors approve the request from the Humboldt Farm Bureau to cancel a 2010 grant award of $39,979.

County Administrative Office

10.               Allocation of Temporary Position in Risk Management.

RECOMMENDATION: Approve the temporary allocation of 1.0 full-time equivalent Risk Analysis (class 0697, salary range 432) in budget unit 359, effective at the beginning of the next bi-weekly pay period following approval and continuing for one year or until the existing Risk Analyst returns from long-term leave, whichever occurs first; and approve a temporary increase in compensation for Administrative Secretary Shelle Ferguson of twenty (20) salary range beginning January 22, 2012 and continuing until July 21, 2012, or until conclusion of a recruitment for the position of Risk Analyst, whichever occurs first, pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required).


Health and Human Services - Mental Health Branch

11.               California Emergency Management Agency Offender Treatment Recovery Act Program Grant.

RECOMMENDATION: Retroactively approve and authorize for the Mental Health Director to sign and submit the grant application and related documents to the California Emergency Management Agency for Justice Assistance Grant, Offender Treatment Recovery Act Program for the Mental Health Branch Offender Treatment Program from October 1, 2009 through March 31, 2011. 

Direct the Clerk of the Board to return one fully executed agenda item to Mental Health Branch Administration for transmittal to the California Emergency Management Agency.

Health and Human Services - Public Health Branch

12.               Approval of First Amendment To Sublease with United Indian Health Services, Inc. for Office Space at 77 Walnut Way, Willow Creek, California.

RECOMMENDATION: Approve and authorize the Chair of the Board to execute the First Amendment to Sublease with United Indian Health Services, Inc. (UIHS) for office space at 77 Walnut Way, Willow Creek, and direct the Clerk of the Board to return one original of the executed First Amendment to Sublease to Public Works-Real Property Division for transmittal to UIHS.

Probation

13.               Approval of Agreement with University of Cincinnati.

RECOMMENDATION: 1.  Approve Agreement with the University of Cincinnati to conduct case management trainings, submit an organizational assessment, and provide follow-up activities necessary for the development of a quality improvement plan related to the Probation Department's Evidence-Based Practices Program (EBPP) grant.  2.  Approve the attached supplemental budget (Attachment 1), in Budget Unit 235, to increase the appropriation in the Contract Services line item (1100 235 2-325) by $28,000.00.  3.  Authorize the Chief Probation Officer to sign the Agreement.  4.  Grant a waiver of the Nuclear Free Ordinance.

Public Defender

14.               Request for Extension of Extra Help Hours.

RECOMMENDATION: That the Board of Supervisors approve the extension of an additional 540 hours of extra help for Office Assistant, Job Class 0180, and Salary Range 237 for the office of the Public Defender.

Public Works

15.               Change Order No. 2.0 and Appropriation Transfer for Department of Health and Human Services Mental Health Branch for the Heating Ventilating and Air Conditioning System Repair Project, Project No. 170114.

RECOMMENDATION: That the Board of Supervisors authorize the Public Works Director to sign Change Order No. 2.0 for a $20,074 cost increase and an additional 623 calendar days and approve the attached Appropriation Transfer of $20,000 for the Mental Health Branch HVAC project.

D.                 SPECIAL PRESENTATIONS

1.                   USAF Band of the Golden West, Jazz Ensemble Special Event Announcement. (Supervisor Clif Clendenen)

RECOMMENDATION: Hear the presentation and take appropriate action, if required.


2.                   Resolution of Commendation for Skip Arnold on his Retirement. (Supervisor Jimmy Smith)

RECOMMENDATION: Adopt the Resolution.

3.                   Resolution of Commendation for Lee Figas on his Retirement. (Supervisor Jimmy Smith)

RECOMMENDATION: Adopt the Resolution.

4.                   Resolution to Recognize Leon's Mufflers 50 Year Anniversary in Business. (Supervisor Bass)

RECOMMENDATION: Adopt the Resolution.

RECOMMENDATION: That the Board of Supervisors receive the Headwaters Fund Annual Report for 2010-11.

1.                   Discussion on Use of County Property. Supervisor Jimmy Smith

RECOMMENDATION: That the Board direct staff to craft language for an ordinance regulating the uses of County properties, and return to the Board for public hearing and consideration.

1.                   Conference with Labor Negotiator - Pursuant to Government Code section 54957.6 it is the intention of the Humboldt County Public Authority for In-Home Supportive Services to meet in closed session to review the Public Authority's position and instruct its designated labor negotiators with respect to various forms of compensation provided to the Public Authority's represented and unrepresented personnel. Negotiators: Rick Haeg and Dan Fulks. Employee Organization: California United Home Care Workers Union, SEIU/AFSCME (CUHW)

b. Convene as the Governing Board for the Humboldt County Public Authority for In-Home Supportive Services

RECOMMENDATION: That the Board of Supervisors receive an oral report from the CAO in the Governor's proposed State budget for Fiscal Year (FY) 2012-13, and various other topics, and take action as may be required.
