These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Auditor-Controller

1.                   Delegate Authority to the Auditor-Controller to Contract with External Auditors for Redevelopment Agency Audits.

RECOMMENDATION: That the Board of Supervisors delegate authority to the Auditor-Controller to solicit proposals and execute a contract with one or more external auditing firms to conduct audits of the local former redevelopment agencies in compliance with California Health and Safety Code Section 34182 (a)(2) subject to review and approval by the County Counsel and Risk Management.

2.                   Distribution of Excess Proceeds from tax sale on October 28, 2010.

RECOMMENDATION: That the Board of Supervisors approve the distribution of that portion of the excess proceeds resulting from the October 28, 2010, public auction of parcels listed on Attachment A to the claimants and in the amounts listed for each parcel.

3.                   Certificate Recognizing the Arcata Chamber of Commerce Business Leader of the Year for 2011. Supervisor Lovelace

RECOMMENDATION: Ratify the Certificate of Recognition.

4.                   Appoint Rio Soran Anderson to the Garberville Sanitary District Board of Directors. (Supervisor Clif Clendenen)

RECOMMENDATION: That the Board of Supervisors appoint Rio Soran Anderson to the Garberville Sanitary District Board of Directors to fill a vacancy with a term expiring on December, 2015.

5.                   Request from the Trinidad Union School District Calling for an Election to Authorize the Issuance of General Obligation Bonds, Establishing Specifications for an Election and Requesting Consolidation with the County Primary Election occurring on June 5, 2012. (Supervisor Ryan Sundberg)

RECOMMENDATION: Approve the request and forward to the Elections Department for processing

6.                   Request from the Southern Trinity Joint Unified School District Calling for an Election to put before the Voters a Bond Measure, Establishing Specifications for an Election and Requesting Consolidation with the County Primary Election occurring on June 5, 2012. (Supervisor Clif Clendenen)

RECOMMENDATION: That the Board of Supervisors approve the request and forward to the Elections Department for processing.

7.                   Request from the Fortuna Elementary School District Calling for an Election for the purpose of electing five (5) governing board members to the (newly consolidated) Fortuna Elementary School District Board, Establishing Specifications for an Election and Requesting Consolidation with the County Primary Election occurring on June 5, 2012. (Supervisor Clif Clendenen)

RECOMMENDATION: That the Board of Supervisors approve the request and forward to the Elections Department for processing.

8.                   Request from the City of Rio Dell calling for an Election to put the Voters a Bond Measure, Establishing Specifications for an Election and Requesting Consolidation with the County Primary Election occurring on June 5, 2012. (Supervisor Clendenen)

RECOMMENDATION: That the Board of Supervisors approve the request and forward it to the Elections Department for processing.

9.                   Letter of Opposition to HR 1837 (Nunes R - Tulare) as Amended. -- A Federal End Run Around State Water Rights, Constitutional Protections and National Environmental Protections. (Supervisor Smith and Supervisor Lovelace)

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the letter of opposition.

Community Development Services

10.               Certify that the Orleans/Somes Bar Community Wildfire Protection Plan Meets the Healthy Forest Restoration Act Criteria for a Community Wildfire Protection Plan.

RECOMMENDATION: That the Board of Supervisors review the Orleans/Somes Bar Community Wildfire Protection Plan (OSB CWPP); and authorize the Chair of the Board to sign the "Declaration of Agreement" signature page of the OSB CWPP, certifying that the plan meets all three criteria of the Healthy Forest Restoration Act for a Community Wildfire Protection Plan (CWPP).


County Administrative Office

11.               Job Descriptions for Director of Planning & Building and Director of Economic & Resource Development

RECOMMENDATION: That the Board of Supervisors adopt the new department head class of Director of Planning & Building (class 0832, $9,024 monthly, unit 10) into the classification plan, effective immediately; allocate one full-time equivalent (1.0 FTE) Director of Planning & Building position (class 0832, $9,024 monthly) in budget unit 277, effective April 1, 2012; adopt the new department head class of Director of Economic & Resource Development (class 0820, $8,629 monthly, unit 10) into the classification plan, effective immediately; approve the reallocation of the Director of Community Development Services position (class 0820, $9,611 monthly, position #01) in budget unit 277, currently occupied by Kirk Girard, to Director of Economic & Resource Development (class 0820, $8,629 monthly) in budget unit 275, effective April 1, 2012; and delete the classification of Director of Community Development Services (class 0820, $9,611 monthly, unit 10) from the classification plan, effective April 1, 2012.

County Clerk-Recorder

12.               HAVA Contract No. 11G26110

RECOMMENDATION: That the Board of Supervisors authorize the County to receive the sum of $18,300 in HAVA funding for training of election staff on polling place accessibility, and for the purchase if polling place surveying tools, and mitigation measures that will be used to enhance access to polling locations in Humboldt County on Election Day.  That the Board of Supervisors further authorize Carolyn Crnich to execute any necessary documents and the attached contract to carry out the purpose of the Board's order. That the Board direct the County Auditor's office to add a revenue line item 519001 to the Elections budget in the amount of $18,300, and increase expenditure items 2117, 2225, and 2614 in the amounts set forth in the attached supplemental budget.

Health and Human Services - Social Services Branch

13.               Second Option to Extend the Lease with Christopher and Marie Wilkins at 23 Fifth Street, Eureka, CA.

RECOMMENDATION: That the Board of Supervisors approve the second option to extend the Lease Agreement at 23 Fifth Street, Eureka, CA with Christopher and Marie Wilkins for the period of May 1, 2012 through April 30, 2013; Direct the Clerk of the Board to return one executed agenda time to Public Works-Real Property Division; and authorize the Public Works-Real Property Division to send a letter to Christopher and Marie Wilkins that the County is exercising the second option to extend the Lease for an additional one year term, from May 1, 2012 through April 30, 2013.

Library Services

14.               Extension of Extra Help Employees for the Library, Budget Unit 621 for Fiscal Year 2011-12

RECOMMENDATION: That the Board of Supervisors approve the extension of extra help hours, as attached,  for fiscal year 2011-12 in Budget Unit 621, County Library, pursuant to Section 7 of the Humboldt County Salary Resolution. (4/5 vote required).


Public Works

15.               Central Estates Subdivision, Phase 2A, APN 508-252-01, MCKINLEYVILLE

RECOMMENDATION: That the Board of Supervisors accept and approve the subdivision map for filing with the County Recorder; accept the dedications to the County of Humboldt of Heartwood Drive for public road purposes, Elmwood Place for public utilities, Parcels B,D,I,J and K for public utilities, Parcel L for non vehicular access, and reject Elmwood Place for public road purposes, reject Parcel G for drainage, trails and access, reject Parcel H for pedestrian purposes, and reject Parcel J for landscape purposes, all as shown on the subdivision map; direct the Clerk of the Board to sign the subdivision map on behalf of the Board and further certify to the vacation of a portion of McKinleyville Avenue pursuant to section 66499.20 1/2 of the Government Code; authorize the Chair to execute the Conveyance and Agreement and direct the Clerk of the Board to transmit the subdivision map and the Conveyance and Agreement to the County Recorder.

16.               Williams Creek Bridge (4C-207), Project No.: BRLOZB 5904 (032) Contract No.: 594010.

RECOMMENDATION: That the Board of Supervisors receive and file the bids for Construction of Williams Creek Bridge (4C-207); relieve Blaisdell Construction from their Bid Proposal; award the contract to GR Sundberg, Inc. for the total amount of $1,001,462.00; authorize the Chairman to execute the project agreement upon submittal of the appropriate bonds and insurance and adopt the attached supplemental budget for FY 2011/12.

17.               First Amendment to Agreement for Engineering Design Services for the Murray Field Airport (EKA) Wildlife Exclusion Fence Airport Improvement Program (AIP) Grant 03-06-0072-08, Project No. 919266.

RECOMMENDATION: Authorize the Chair to execute all four (4) copies of the attached First Amendment to the Engineering Design Services Agreement between the County and RS&H California, Inc., for the design engineering services for the Murray Field Airport (EKA) Wildlife Exclusion Fence Project; and direct the Clerk of the Board to file one (1) executed original, and return the remaining amendments to Public Works.

18.               Humboldt Hill Road (3J010) Rehabilitation and Overlay Project Between PM0.0 & 1.0, Project No.: RPL-5904(064), Contract No.: 202708.

RECOMMENDATION: Receive and file the bids for Construction of Humboldt Hill Road Rehabilitation and Overlay Project between PM 0.0 (US 101) to PM 1.0.  Award the contract to Mercer-Fraser Company for the total amount of $751,886.00 which includes the base bid and both additive bid options "A" and "B".  Authorize the Chairman to execute the project agreement upon submittal of the appropriate bonds and insurance.  Adopt the following supplemental budget for FY 2011/12: Revenue: 1200321-523190 STIP, FAS, FAO & FAU Projects $900,000.  Expenditure: 1200321-2118 Professional & Special Services $900,000.  Direct the Auditor-Controller to establish a new contract account 1200321-0275 and transfer $789,486 tot he account per the attached appropriation transfer.

19.               Adoption of Ordinance: Ordinance Amending Sections 431-68, 431-84, 431-108.5, and 431-109 Relating to Parking on Montgomery, Oak, Walford, and Walnut Streets to Title IV of the Humboldt County Code.

RECOMMENDATION: That the Board of Supervisors adopt Ordinance No.: _________, Amending Sections 431-68, 431-84, 431-108.5, and 431-109 Relating to Parking on Montgomery, Oak, Walford, and Walnut Streets to Title IV of the Humboldt County Code.

20.               Professional Services Agreement for Architectural and Engineering Services - Fields Landing Boat Launch Facility Reconstruction Project.

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the attached Professional Services Agreement with GHD, Inc. to perform consulting services for the Fields landing Boat Launch Facility Reconstruction Project.

Sheriff

21.               Application for State Off-Highway Vehicle Grant.

RECOMMENDATION: That the Board of Supervisors adopt a resolution approving the application of State Off-Highway Vehicle Grant; authorize the Chair to sign and submit a letter of support for the State Off-highway Vehicle Grant; and direct the Clerk of the Board to return the completed documents to the Sheriff's Office, Attention Linda Modell, for submission to the state.

D.                  SPECIAL PRESENTATIONS

1.                   Resolution Congratulating Harper Motor's 100th Anniversary. Supervisor Bass

RECOMMENDATION: Adopt the Resolution.

2.                   Endorsement for the 2-1-1 Service Provider. Supervisor Mark Lovelace

RECOMMENDATION: Hear the presentation and authorize the Chair to sign the attached endorsement.

3.                   Proclamation honoring the Peace Corp's 51st Anniversary. Supervisor Virginia Bass.

RECOMMENDATION: Adopt the Proclamation.

1.                   Comparison of Website Design Capabilities Provided by Local Vendors and CivicPlus.

RECOMMENDATION: That the Board of Supervisors accept the $5,000 award from CivicPlus for the Extreme Website Makeover Contest; and authorize the County Administrative Officer to enter into an agreement with CivicPlus to modernize the County website after approval by County Counsel and Risk Management.

2.                   Abandoned Vehicle Abatement Fee election.

RECOMMENDATION: That the Board of Supervisors, by a four-fifths vote, adopt the attached Resolution calling for a measure on the June 5 primary election ballot on the question of renewing the Abandoned Vehicle Abatement Fee for 10 years.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on interim measures that those affected by marijuana cultivation can pursue, status of implementation of the County’s indoor cultivation ordinance, and various other topics, and take action as may be required.
