Board of Supervisors
1. Certificate of Achievement for Garrett Willis for Achieving the Rank of Eagle Scout. Supervisor Mark Lovelace.
RECOMMENDATION: Authorize the Chair to sign the Certificate of Achievement.
2. Certificates of Recognition for Soroptimist International of Eel River Valley Winners. Supervisor Clif Clendenen.
RECOMMENDATION: Authorize the Chair to sign the Certificates.
3. Certificates of Recognition for the Sunnybrae Roadrunners and Jacoby Creek Panthers for Capturing First Place in their Divisions at the Crescent City Jaycees 44th Annual 8th Grade Boys Basketball Tournament. (Supervisor Mark Lovelace)
RECOMMENDATION: That the Board of Supervisors ratify the Certificates of Recognition.
4. Resolution Recognizing the Humboldt Art's Council and the State-Local Partnership Program. (Supervisor Virginia Bass)
RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the Resolution.
Clerk of the Board
RECOMMENDATION: That the Board of Supervisors approve the Board Order, and authorize the Clerk of the Board and the Board Chair, to sign the minute book in accordance with California Government Code Section 25103.
County Administrative Office
RECOMMENDATION: That the Board of Supervisors authorize the Chair of the Board to execute agreements with the Blue Lake and Rio Dell Fire Protection Districts for revenue-Sharing of the County's FY 2011-12 Proposition 172 (Prop 172 Funding.
RECOMMENDATION: That the Board of Supervisors approve the extension of extra help hours to 1560 hours through April 30, 2012 per Section 7 of the Humboldt County Salary Resolution for the following: Christy Flemens, Office Assistant I; Janet Garcia, Office Assistant I; Garret Grimm, Office Assistant I; and approve the extension of extra help hours to 1920 through June 30, 2012 for the following Lynette Mullen, Community Services Officer I; Kevin Furtado, Administrative Analyst I; and Christiane Gillespie, Fiscal Assistant I.
Health and Human Services - Public Health Branch
RECOMMENDATION: That the Board of Supervisors approve and authorize the Public Health Branch Director to sign State Standard Agreement with the California Department of Public Health and County of Humboldt for the Beach Act Monitoring and Notification Program Grant for the period of October 1, 20122 through September 30, 2012; and direct the Clerk of the Board to send a fully executed Agenda Item to Public Health Branch Administration.
RECOMMENDATION: That the Board of Supervisors accept the California Home Visiting Program (CHVP funding allocation of $443,079 for FY 2011-2012, for local and regional expansion of the Nurse-Family Partnership with Humboldt County serving as the lead for a tri-county consortium with Del Norte and Siskiyou Counties; approve and authorize Susan Buckley, Public Health Branch Director, to sign the consortium agreement with the State and the agreements with Del Norte and Siskiyou Counties.
RECOMMENDATION: That the Board of Supervisors authorize and approve the Director of Public Works to execute the Grant Offer for Airport Improvement Program (AIP) Project AIP-03-06-0072-09, Project No. 919266, when offered by the Federal Aviation Administration (FAA) for the Murray Field Airport (EKA) in the amount of $560,177; authorize and approve the Director of Public Works to execute the Grant Offer for State California Aid to Airports Program (CAAP) Grant match if offered for the construction phase under AIP-03-06-0072-09, Project No. 919266. The sponsor’s match amount may be offered by the State of California for EKA is at 2.5% if total project cost or $14,742.00; and adopt the attached supplemental budget for FY 11/12 to correspond to the grant offer.
RECOMMENDATION: That the Board of Supervisors authorize the Sheriff to sign an Agreement with the City of Eureka with SWAP work crew to assist with clean up and beautification projects with in the Eureka City Limits.
RECOMMENDATION: That the Board authorize the Sheriff to sign the Memorandum of Understanding with the Humboldt County Superior Court, County of Humboldt for Court Security Services.
RECOMMENDATION: That the Board of Supervisors approve the agreement between the Yurok Tribe, the County of Humboldt, and the Sheriff of Humboldt County for the electronic home detention for appropriate level of inmates that are Yurok Tribal members; and direct the Chair of the Board to sign the agreement on behalf of the Humboldt County Board of Supervisors authorizing the agreement; authorize the Sheriff to sign the agreement between the Yurok Tribe, the County of Humboldt, and the Sheriff of Humboldt County for electronic home detention and; instruct the Clerk of the Board to return two (2) fully executed documents to the Sheriff’s Office, Attn: Linda Modell for further processing.
D. SPECIAL PRESENTATIONS
1. Pacific Union School Students Visit to the Board of Supervisors Meeting. (Supervisor Mark Lovelace)
RECOMMENDATION: That the Board of Supervisors welcomes the Pacific Union School Students to the Board Meeting.
2. Proclaim March 30, 2012 as "Welcome Home Vietnam Veterans Day" in Humboldt County. (Supervisor Jimmy Smith)
RECOMMENDATION: That the Board of Supervisors adopt the Proclamation.

County Administrative Office
RECOMMENDATION: That the Board of Supervisors adopt the attached rules of procedure.
RECOMMENDATION: That the Board of Supervisors introduce by title Ordinance No. ____, regarding health and safety issues at the Humboldt County Courthouse, waive the first reading of the ordinance and adopt the ordinance as an urgency ordinance pursuant to Government Code Section 25123(d); and direct the Clerk of the Board to publish a post adoption summary of the ordinance with the names of the Supervisors voting for and against the orinance within 15 days, and to post in the office of the Clerk of the Board a certified copy of the full text of the adopted ordinance and amendments along with the names of those Supervisors voting for and against the ordinance [Government Code Section 25124(b)(1)].

Conference with Labor Negotiator - Pursuant to Government Code section 54957.6 it is the intention of the Humboldt County Public Authority for In-Home Supportive Services to meet in closed session to review the Public Authority's position and instruct its designated labor negotiators with respect to various forms of compensation provided to the Public Authority's represented and unrepresented personnel. Negotiators: Rick Haeg and Dan Fulks. Community Development Services
RECOMMENDATION: That the Board of Supervisors receive staff report; open public hearing, take public testimony; close public hearing; adopt attached Resolution approving an application to the State Community Development services Director to act on behalf of the County for the submission of the grant application; if funded, authorizing Community Development Services Director, or designee, to execute the State contract, submit fund requests, and sign contracts to carry out activities; authorize the County Administrative Officer to sign the Statement of Assurances for submission with the Grant Application; authorize Community Development Services Director to sign a subrecipient agreement, contingent upon funding, with Redwood Community Action Agency, for inclusion in Grant Application; adopt attached resolution transferring funds from Owner-Occupied Rehabilitation Revolving Loan Account (RLA) into the First Time Homebuyer (FTHB) Revolving Loan Account (RLA); direct staff to request a waiver for a loan to Vector Rehabilitation and a waiver for a grant to RCAA; direct the Clerk of the Board to return certified resolutions to Community Development Services Department, Economic Development Division by March 30, 2012.
