Board of Supervisors
1. Resolution Recognizing the 95th Birthday of Doug Stockly. (Supervisor Virginia Bass).
RECOMMENDATION: That the Board of Supervisors ratify the Resolution recognizing the 95th Birthday of Doug Stockly.
2. Distinguished Service Award Recognizing Randy Brown. (Supervisor Jimmy Smith)
RECOMMENDATION: That the Board of Supervisors ratify the Distinguished Service Award for Randy Brown.
3. Reaffirm the Board's Position Opposing the Northwest Navy Training Complex off the Humbodlt County Coast. (Supervisor Jimmy Smith & Supervisor Clif Clendenen)
RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the letter reaffirming the Board's position opposing the Northwest Navy Training Complex off the Humboldt County Coast.
4. Letter to the California Fish & Game Commission Reaffirming the Board's Support for the North Coast Study Regions Unified Array as it Relates to the Marine Protected Area Proposal for Northern California. (Supervisor Jimmy Smith)
RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the letter reaffirming the Board's support for the North Coast Study Regions Unified Array as it relates to the Marine Protected Area Proposal for Northern California.
Clerk of the Board
RECOMMENDATION: That the Board of Supervisors approve the Board Order and authorize the Clerk of the Board and Board Chair to sign the minute book in accordance with California Government Code Section 25103.
County Administrative Office
RECOMMENDATION: That the Board of Supervisors adopt the attached Social Media Policy as an official county policy.
RECOMMENDATION: That the Board of Supervisors authorize the cost of abatement to be advanced by the County of Humboldt, pursuant to Humboldt County Code section 351-31, and if unpaid by the property owner, that a lien be placed against the parcel in the amount of the costs of abatement purusant to Humboldt County Code sections 351-33 to 351-44; authorize a transfer from the Code Enforcement Trust Fund, account #3440000, in the amount of $6,000 to the County Counsel's revenue account #1100-121-603-040 to cover the cost of the abatement; and authorize the Auditor-Controller to exectue the supplemental budget shown in Attachment A for fiscal year 2011/2012.
RECOMMENDATION: That the Board of Supervisors adopt the resolution to accept roads into the county Maintained Road System; adopt the resolution for annual revisions in the Ocunty Maintained Road System 2011-2012; and direct the Clerk of the Board to provide a certified copy of the Board Order and resolution to the Department of Public Works for submittal to California Department of Transportation (CalTrans)
RECOMMENDATION: That the Board of Supervisors approve the plans and specifications and direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code with Bids to be opened on Tuesday, May 8, 2012 at 2:00 PM.
RECOMMENDATION: That the Board of Supervisors execute the contract for design and project development sergices for construction of a new bridge on Pine Hill Road of Swain Slough.
RECOMMENDATION: That the Board of Supervisors approve the City/County agreement for sharing of costs for intra-jurisdictional traffic signals on the City/County line along Harrison Avenue, and authorize the Chair to execute the agreemtent.
RECOMMENDATION: That the Board of Supervisors authorize the Treasurer-Tax Collector to pursue the refunding (refinancing) of the 2003 and 2004 COPs together into a single debt service obligation; restrict the amount to be refinanced to only the debt outstanding on the COPs as of the date the refunding takes place; restrict the maximum term for refunding to the current final maturity year of the 2003 COP, which is the year 2026, or 14 years; authorize the Treasurer – Tax Collector to solicit requests for the refunding from 3 Financial Advisor (FA) firms to ensure the County receives financing proposals competitive in the financial service sector; allow the Treasurer – Tax Collector submit a recommendation to the County Administrative Officer (CAO) stating the suggested method of financing and the firm (s) through which the refunding should be contracted, and why that method and firm is being recommended; and following a consensus with the CAO direct the Treasurer – Tax Collector to bring back the appropriate contracts to authorize the refunding of the 2003 and 2004 COPs by the Board of Supervisors.

RECOMMENDATION: That the Board of Supervisors adopt the Proclamation and hear the Presentation.
2. Proclaim April 2012 as Sexual Assault Awareness Month. Supervisor Virginia Bass.
RECOMMENDATION: Adopt the Proclamation.
3. Proclaim April 2012 as "Grange Month" in Humboldt County. Mark Lovelace.
RECOMMENDATION: Adopt the Proclamation.
4. National Library Week Supervisor Virginia Bass
RECOMMENDATION: Adopt the Proclamation.

2. HCAOG Board Membership (Supervisor Virginia Bass)
RECOMMENDATION: That the Board of Supervisors review and discuss the questions related to expanding membership of the HCAOG Board to include Tribal representation, and provide direction as appropriate to the County's representative on the HCAOG Board regarding the questions related to expanded membership.
