Board of Supervisors

1.                   Letter of Appreciation to David Arivette for his Service on the Behavioral Health Board. Supervisor Virginia Bass

RECOMMENDATION: Authorize the Chair to sign the Letter of Appreciation.

2.                   Appointment of Lon Winburn, President of the Humboldt County Fire Chief's Association to the Humboldt County Fire Safe Council to fill the vacant seat left open by the Resignation of Chief Ken Woods. (Supervisor Virginia Bass)

RECOMMENDATION: That the Board of Supervisors appoint Chief Lon Winburn to the Humboldt County Fire Safe Council to fill the vacant seat left open by the resignation of Chief Ken Woods.

3.                   Resolution from the City of Blue Lake Requesting Consolidation of the General Municipal Election with the Statewide General Election to be held on November 6, 2012. (Supervisor Mark Lovelace)

RECOMMENDATION: That the Board of Supervisors approve request for consolidation with the condition that the City of Blue Lake reimburse the County for costs incurred pursuant to this request, and notify the Elections Department of the County to take any and all steps necessary for the holding of the consolidated election.

4.                   Letter of Support for AB 1961 (Huffman/Chesbro) a Bill to Streamline Department of Fish & Game Approval for Coho Habitat Enhancement Projects. (Supervisor Smith and Supervisor Clendenen)

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the letter of support.

Child Support Services

5.                   Approval of Supplemental Budget; Reactivation of Trust Fund 3580 for Fiscal Year 2012-13.

RECOMMENDATION: That the Board of Supervisors adopt the attached supplemental budget for FY 2011/12; and approve the request to the County Auditor to re-activate Child Support Trust Fund 3580000 and transfer of $1,000 from 1380206 to establish fund.

Clerk of the Board

6.                   Board Orders - Meeting of April 3, 2012.

RECOMMENDATION: Approve the Board Orders from the Meeting of April 3, 2012 authorize the Clerk of the Board and the Board Chair to sign the minute book in accordance with California Government Code Section 25103.

Health and Human Services - Public Health Branch

7.                   Tuberculosis Special Needs Funds Award and Supplemental Budget in Fund 1175, Budget Unit #419, Fiscal Year 2011-12.

RECOMMENDATION: That the Board of Supervisors approve and sign acceptance of Tuberculosis Special Needs Funds Award in the amount of $27,183.50 for tuberculosis control activities for Public Health Nursing Division, Tuberculosis Prevention and Control, from the California Department of Public Health for the period of October 1, 2011 through June 30, 2012; direct the Clerk of the Board to sign one copy of the Acceptance of Award and return it to the Public Health Branch for submission to the California Department of Public Health; and approve Supplemental Budget in the amount of $27,184 and direct the Auditor-Controller to supplement the budget in Fund 1175, Budget Unit 419 (TB Control) for Fiscal Year 2011-12 per Attachment B.

Public Works

8.                   Agreement for Design Engineering Services for the Airport Rescue and Fire Fighting Facility (ARFF) at the Arcata/Eureka Airport:  Airport Improvement Program (AIP) Grant 03-06-0010-32, Project No. 919212 and Supplemental Budget.

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign four (4) copies of the Agreement for Airport Consulting with Mead and Hunt for an amount not to exceed $216, 300; direct the Clerk of the Board to return three (3) fully executed copies to Public Works; and adopt the attached supplemental budget for FY 2011/12.


9.                   Supplemental Budget for FY 2011/12 for Roads-Engineering (321).

RECOMMENDATION: That the Board of Supervisors adopt the attached supplemental budget for FY 2011/12.

10.               Construction of Bald Hills Road (F4R300) Paving PM 23.1 to 25.9, Project No.: BIA J5252434 ARRA/IRR, Contract No.: 321601.

RECOMMENDATION: That the Board of Supervisors accept the completed contract, including all change orders approved by the Public Works Department, between Ford Logging, Inc. dba Pacific Earthscapes and Humboldt County for grading, placing aggregate base and asphalt concrete surfacing from post mile 23.1 to 25.9 on Bald Hills Road; and approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $34,153.87.  This will bring the total amount paid to 100% of the contract.

11.               Supplemental Budget for Additional County Share for Energy Efficiency & Conservation Block Grant Project No. 170213.

RECOMMENDATION: That the Board of Supervisors approve an additional County share of $60,000 for the remaining Energy Efficiency & Conservation Block Grant (EECBG) project costs beyond project budget estimates; and adopt the attached supplemental budget in FY 2011/12 for EECBG projects.

12.               Extension of Extra Help Hours for Erin Cearley.

RECOMMENDATION: That the Board of Supervisors extend Erin Cearley extra help employment hours by 600 to a maximum of 1,221 for fiscal year 2011-2012 pursuant to Section 7 of the Humboldt County Salary Resolution.

13.               Construction of School Road (C3L070) Sidewalk and Realignment Project (Phase 1), Contract No. 209801.

RECOMMENDATION: That the Board of Supervisors accept the completed contract, including all change orders approved by the Public Works Department, between GR Sundberg, Inc. and Humboldt County for the sidewalks and realignment on School Road; and approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $12,464.07. This will bring the total amount paid to 100% of the Contract.

14.               Lease Agreements with Paul Hutchinson and Trent Sanders for the Property to Construct a Hangar at Garberville Airport.

RECOMMENDATION: That the Board of Supervisors by a 4/5ths vote authorize the Chairperson to execute the Lease Agreement, in duplicate, between Paul Hutchinson, a sole proprietor, and County of Humboldt; authorize the Chairperson to execute the Lease Agreement, in duplicate between Trent Sanders, a sole proprietor, and the County of Humboldt; and direct the Clerk of the Board to return the executed Lease Agreements to the Public Works Department's Land Use Division for transmittal to Lessees.

15.               Redwood Creek Estuary Restoration and Levee Rehabilitation Conceptual Design Project.

RECOMMENDATION: That the Board of Supervisors review and approve the attached grant agreement with the California Department of Fish and Game for the Redwood Creek Estuary Restoration and Levee Rehabilitation Conceptual Design Project; authorize the Chair of the Board to sign the attached resolution authorizing the Public Works Director to sign the grant agreement; and direct Public Works to incorporate this project into the proposed budget for fiscal year 2012-2013.


16.               Request for Proposals for Engineering Services to Provide Hydrologic and Hydraulic Analysis and Floodplain Mapping for Orick and Blue Lake.

RECOMMENDATION: That the Board of Supervisors authorize the Public Works Director to issue the attached Request for Proposals for engineering services, and direct Public Works to bring a professional services agreement with the selected consulting firm back to the Board for review and approval.

Clerk of the Board

1.                   Appointment of One (1) Public Member to Each Redevelopment Oversight Board for Eureka, Arcata and Fortuna.

RECOMMENDATION: That the Board of Supervisors appoint one (1) Public Member to each Redevelopment Oversight Board for Eureka, Arcata and Fortuna.

2.                   Consider Making Appointment to Fill Open Seat on the Humboldt County Assessment Appeals Board.

RECOMMENDATION: That the Board of Supervisors consider making appointment to fill the open seat on the Humboldt County Assessment Appeals Board left vacant by the expired term (12/16/2011) of Thomas Rowe.

Public Works

3.                   Financing for Local Match for January 9, 2010 Earthquake Damage, Local Match for New Juvenile Facility, Hangar Construction and Agricultural Center Improvements.

RECOMMENDATION: That the Board of Supervisors receive staff report on funding necessary to provide the local match for repairing damage to County Facilities from the earthquake on January 9, 2010 the local match required for the new Juvenile Facility State grant and the funding required to construct seventeen hangars at the Eureka/Arcata Airport and funding needed to make improvements to the Agricultural Center; Authorize the County Treasurer-Tax Collector to contract with a financial advisor, bank and/or bond counsel and to work with these contractors to develop a financing plan in the amount of $5,395,133 to provide for required funding to pursue these three projects under a 20 year bond period; and direct the Auditor-Controller to establish Trust Fund 3812 Earthquake 2010 Cal-EMA for the project and administration cost components of some of the earthquake repair projects.

3.                   Conference with Labor Negotiator - Pursuant to Government Code section 54957.6 it is the intention of the Humboldt County Public Authority for In-Home Supportive Services to meet in closed session to review the Public Authority's position and instruct its designated labor negotiators with respect to various forms of compensation provided to the Public Authority's represented and unrepresented personnel. Negotiators: Rick Haeg and Dan Fulks. Employee Organization: California United Home Care Workers Union, SEIU/AFSCME (CUHW); Adjourn as the Humboldt County Board of Supervisors; Convene as the Governing Board for the Humboldt County Public Authority for In-Home Supportive Services
