Board of Supervisors

1.                   Resolution from the City of Rio Dell Requesting Consolidation of the General Municipal Election with the Statewide General Election to be held on November 6, 2012. (Supervisor Clif Clendenen)

RECOMMENDATION: That the Board of Supervisors approve request for consolidation with the condition that the City of Rio Dell reimburse the County for costs incurred pursuant to this request, and notify the Elections Department of the County to take any and all steps necessary for the holding of the consolidated election.

2.                   Letter of Appreciation to Gregg Foster for serving on the Aviation Advisory Committee.

RECOMMENDATION: Authorize the Chair to sign the Letter of Appreciation.

3.                   Letter of Appreciation to Kash Boodjeh for serving on the Arcata Redevelopment Oversight Board.

RECOMMENDATION: Authorize the Chair to sign the Letter of Appreciation.

Clerk of the Board

4.                   Approval of Board Orders June 25, 2012.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders of June 25, 2012. Authorize the Clerk of the Board and the Board Chair, to sign the minute book in accordance with California Government Code Section 25103.

5.                   Approval Board Orders June 26, 2012

RECOMMENDATION: That the Board of Supervisors approve the Board Orders of June 26, 2012. Authorize the Clerk of the Board and the Board Chair, to sign the minute book in accordance with California Government Code Section 25103.

6.                   Notice of Vacancies on the Humboldt County Aviation Advisory Committee, First Five Humboldt Commission and the Arcata Redevelopment Oversight Board.

RECOMMENDATION: That the Board of Supervisors receive and file this report.

Health and Human Services - Public Health Branch

7.                   State Agreement #G11-UST-07 with California Environmental Protection Agency for Rural Underground Storage Tank Prevention Program for the term beginning on the execution of this agreement through June 30, 2014.

RECOMMENDATION: That the Board of Supervisors approve the State Agreement G11-UST-07 between California Environmental Protection Agency and the County of Humboldt for Rural Underground Storage Tank Prevention Program funding for the term beginning on the execution of this agreement through June 30, 2014 in the amount of $193,321 in Fund 1175, Budget Unit 411, Hazardous Materials Program, into the final adopted budget for fiscal year 2012-13; authorize the Public Health Branch Director to sign three originals of the Agreement and three originals of the Lobbying disclosures; authorize the Public Health Branch Director to sign any subsequent amendments directly related to the Agreement; authorize the Division of Environmental Health Director to sign three originals of the Rural Underground Storage Tank (UST) Prevention Program Grant Application Form; allow one currently frozen and unstaffed, full time position (position #4060535A-09) in the Hazardous Materials Program to be opened and filled; and direct the Clerk of the Board to return three approved Agreements to the Public Health Branch for execution.

Public Works

8.                   Storm Damage Repairs on Mattole Road (F3C010) at PM 26.65, 27.15 & 29.55, Project No.: ER-4400(068), (069) & (018), Contract No.: 206404, 206405 & 206259.

RECOMMENDATION: That the Board of Supervisors accept the completed contract, including all change orders approved by the Public Works Department, between Van Meter Logging, Inc. and Humboldt County for the storm damage repairs on Mattole Road; and approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $3,507.18. This will bring the total amount paid to 100% of the contract.

9.                   Transportation Development Act Claim Fiscal Year 2012/13.

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the attached Transportation Development Act (TDA) Claim in the amount of $2,168,428 and direct the Clerk of the Board to forward the claim the Humboldt County Association of Governments (HCAOG).


Sheriff

10.               Firewood Distribution Agreement between the County of Humboldt and the Humboldt Senior Resource Center.

RECOMMENDATION: That the Board of Supervisors authorize the Sheriff Michael Downey to sign the Senior Resource Center outlining this year's firewood distribution process for low to moderate income senior citizens of the County.

11.               Reallocation of Vacant Senior Legal Office Assistant to Legal Office Assistant I/II.

RECOMMENDATION: That the Board of Supervisors reallocate the vacant 1.0 FTE Senior Legal Office Assistant (class 0168, salary range 327, position #01) in budget unit 221 to 1.0 FTE Legal Office Assistant I/II (class 0178, salary range 274/296) in budget unit 221, effective immediately.

Treasurer-Tax Collector

12.               Authorizing Investment of Monies in the California Local Agency Investment Fund and Rescinding Resolution No. 08-95.

RECOMMENDATION: That the Board of Supervisors adopt Resolution No. ______ authorizing investment of monies in the California Local Agency Investment Fund, (LAIF); rescind Resolution No.# 08-95; and direct the Clerk of the Board to provide the Treasurer - Tax Collector with 2 certified copies of the Resolution.

Elections

13.               Certification of the Results of the June 5, 2012 Presidential Primary Election.

RECOMMENDATION: That the Board of Supervisors accepts the Certified Statement of Results of the Official Canvass for the June 5, 2012 Election.

County Administrative Office - Economic Development

1.                   Presentation to the Board of Supervisors about Closure of the Resource Room at the Job Market and the Work Skills Certificate program being piloted.

RECOMMENDATION: That the Board of Supervisors receive staff report and presentation.

Clerk of the Board

2.                   Consider Setting Date and Process for Appointment to Fill an At-Large Seat on the Humboldt County Planning Commission.

RECOMMENDATION: That the Board of Supervisors consider setting a date for making an appointment to fill an At-Large seat on the Humboldt County Planning Commission.

Public Works

3.                   Closure of the Carlotta Waste Disposal Container Site.

RECOMMENDATION: That the Board of Supervisors direct staff to proceed with the permanent closure of the Carlotta container site.


I.                     CLOSED SESSION

1.                   It is the intention of the Board of Supervisors to meet in closed session to consider the appointment for the position of Director of Planning & Building  pursuant to Government Code sections 54954.5 and 54957.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on the State Budget for Fiscal Year 2012-13, and various other topics, and take action as may be required.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.
