B.                  MODIFICATIONS TO THE AGENDA

1.                   Set Public Hearing to Amend the 2011-12 Schedule of Fees and Charges. (CONSENT)

RECOMMENDATION: That the Board of Supervisors: Direct the Clerk of the Board to schedule a public hearing on Tuesday, July 24, 2012, at 1:20pm or as soon thereafter as the matter may be heard, for consideration of adoption of an ordinance to amend the 2011-2012 Humboldt County Schedule of Fees and Charges; Direct the Clerk of the Board to post and publish the required pre-adoption summary of the ordinance and public hearing notice for amending the Humboldt County Schedule of Fees and Charges at least ten (10) days prior to the public hearing; two publications are required, with at least five (5) days intervening between the dates of the first and last publication, not counting such publication dates; Direct the Clerk of the Board to have the data and documentation supporting the amended fees for public review at least ten (10) days prior to the public hearing; and Direct the Clerk of the Board to post a certified copy of the full text of the proposed ordinance in the office of the Clerk of the Board of Supervisors at least five (5) days prior to the Board meeting at which the ordinance will be adopted [Government Code Section 25124(b)(1)].

 

C.                  CONSENT CALENDAR

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Board of Supervisors

1.                   Arcata Elementary School District's Request Calling for an Election for the Purpose of Submitting to the Qualified Electorate the Question of Levying an Education Parcel Tax Upon Each Parcel in the District for Educational Purposes; Ordering an Election to Authorize the Issuance of School Bonds, and Requesting Consolidation with the General Election on November 6, 2012. (Supervisor Mark Lovelace)

RECOMMENDATION: That the Board of Supervisors approve the request for consolidation with the condition that the Arcata Elementary School District reimburse the County for costs incurred pursuant to this request, and notify the Election Department to take any and all steps necessary for the holding of the consolidated election.

2.                   Fortuna Union High School District's Request Calling for an Election for the Purpose of Issuing School Bonds and Requesting Consolidation with the General Election on November 6, 2012. (Supervisor Clif Clendenen)

RECOMMENDATION: That the Board of Supervisors approve the request for consolidation with the condition that the Fortuna Union High School District reimburse the County for costs incurred pursuant to this request, and notify the Election Department to take any and all steps necessary for the holding of the consolidated election.

3.                   Resolution Declaring Saturday, September 1, 2012 as Bigfoot Days in Willow Creek. (Supervisor Ryan Sundberg)

RECOMMENDATION: That the Board adopt the Resolution and have the Clerk of the Board mail a certified copy of the Resolution to the Bigfoot Days Committee at PO Box 8, Willow Creek, Ca. 95573.

4.                   Request to Consolidate the City of Fortuna's Municipal Election with Humboldt County's General Election on November 6, 2012. (Supervisor Clif Clendenen)

RECOMMENDATION: That the Board of Supervisors approve the request for election consolidation with the condition that the City of Fortuna reimburse the County for costs incurred pursuant to this request, and request the Clerk of the Board forward the signed Board Order and copy of Fortuna's Resolution # 2012-34 to the Humboldt County Elections Department.

5.                   Approval of Board Orders July 3, 2012.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders of July 3, 2012 .  Authorize the Clerk of the Board and the Board Chair to sign the minute book in accordance with California Government Code Section 25103.

6.                   Re-appointments to the Workforce Investment Board.

RECOMMENDATION: That the Board of Supervisors receive staff report and reappoint 17 current members of the Workforce Investment Board for another two-year term.

7.                   Job Market One-Stop System Partners Memorandum of Understanding.

RECOMMENDATION: That the Board of Supervisors approve the attached updated Job Market One-Stop System Partners Memorandum of Understanding (MOU); authorize the Chair of the Board to sign the MOU; authorize the County Administrative Officer to sign the MOU; and authorize the Director of Health and Human Services to sign the MOU on behalf of the Humboldt County Department of Health and Human Services, Employment Training Division.

 

8.                   Resolution Accepting Program Year 2012-13 Title I Workforce Investment Act (WIA) Sub-Grant, and Delegating Signature Authority.

RECOMMENDATION: That the Board of Supervisors adopt the attached Resolution No.    accepting Program Year 2012-13 Title I Workforce Investment Act (WIA) Sub-Grant, Registration Number K386296; authorize and direct the Chair of the Board to sign the Sub-grant Agreement; authorize and direct the County Administrative Officer to sign fiscal documents, utilizing these funds, such as contracts, after review and approval by County Counsel and Human Resources, as per the Separation of Duties Assignment adopted on September 27, 2005;  authorize and direct the Workforce Investment Board (WIB) Executive Director to sign administrative documents as required by the State of California Employment Development Department, and as per the Separation of Duties Assignment adopted on September 27, 2005; and direct the Clerk of the Board to return the signed original Sub-Grant Agreement to the WIB Executive Director for submission to the State.

Health and Human Services - Mental Health Branch

9.                   Agreement by and between County of Humboldt and Traditions Behavioral Heath for Fiscal Year 2012-13.

RECOMMENDATION: That the Board of Supervisors approve the attached agreement with Traditions Behavioral Health for Fiscal Year 2012-13 effective July 1, 2012; authorize the Chair to sign the attached agreement with Traditions Behavioral Health for Fiscal Year 2012-13; and direct the Clerk of the Board to return two signed copies of the agreement to Mental Health Branch Administration.

Health and Human Services - Public Health Branch

10.               Grant Award from California Dental Association and Henry Schein.

RECOMMENDATION: That the Board of Supervisors approve and accept a grant award from the Henry Schein Cares Global Product Donation Program in partnership with the California Dental Materials and Supplies Grant Program to support the Public Health Branch Maternal, Child and Adolescent Heath Oral Health Program; and authorize the Chair of the Board to sign three original donation agreements and return all three to the public Health Branch for execution by the Donor.

11.               Grant Agreement with First 5 Humboldt for the Nurse-Family Partnership Program, July 1, 2012 through June 30, 2015.

RECOMMENDATION: That the Board of Supervisors approve and authorize the Chair to sign three originals of the Grant Agreement with First 5 Humboldt in the amount of $200,415 for Nurse-Family Partnership (NFP) for the term of July 1,2012 through June 30, 2015; and direct the Clerk of the Board to return three signed originals of the Agreement to the Public Health Branch for final execution.

12.               Approve Advanced Step for Correctional Officer Michael Mendiburu per Section 7 of the Humboldt County Salary Resolution.

RECOMMENDATION: That the Board of Supervisors approve advance step at range 344, Step C for Correctional Officer II (Position 1100 243 0424 13) per Section 7 of the Humboldt County Salary Resolution, effective July 9, 2012.

D.                  SPECIAL PRESENTATIONS

1.                   Proclaim the Week of July 15-21, 2012 as Probation, Parole, and Community Supervision Week in Humboldt County. (Supervisor Virginia Bass)

RECOMMENDATION: That the Board of Supervisors adopt the Proclamation.

County Administrative Office

1.                   Interim Appointments to Board Committees to Replace Supervisor Jimmy Smith.

RECOMMENDATION: That the Board of Supervisors review the attached list of committee assignments for Supervisors Jimmy Smith and determine whether the interim appointments are needed; and if the Board determines that the interim appointments are warranted for any of the affected committees, choose a Board member to serve in this capacity and direct staff to notify the appropriate agency.

Planning and Building

2.                   New Enrollments for the 2012 Williamson Act Program.

RECOMMENDATION: That the Board of Supervisors receive staff report; receive public comments and deliberate; and review and approve recommendation to accept new Williamson Act Program enrollments for 2012 and direct staff to return at a future date to discuss long term strategy for the Williamson Act Program.

Planning and Building

1.                   Continued Discussion on the Key Issues Identified for Board Review of the Planning Commission Approved Draft General Plan.

RECOMMENDATION: That the Board of Supervisors: Open the public hearing and receive a staff report; Receive public comments; Deliberate and select the list of key issues to guide the Board's review of the Draft General Plan; and Continue the public hearing to July 16.

M.                 AFTERNOON DISCUSSION ITEMS

1.             County Administrative Officer Report: Budget-in-Brief-and Various Other Topics.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on the County's new budget-in-brief pamphlet, and various other topics, and take action as may be required.

2.       Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance,   and Supervisorial District Matters.
