Board of Supervisors

1.                   Consider Appointing David Ravetti to the Humboldt County Aviation Advisory Committee to Fill the Open At-Large Seat. (Supervisor Mark Lovelace)

RECOMMENDATION: That the Board of Supervisors appoint David Ravetti to the Humboldt County Aviation Advisory Committee to fill the open At-Large seat with a term expiring June 30, 2013.

Clerk of the Board

2.                   Board Orders - Meeting of August 14, 2012.

RECOMMENDATION: That the Board of Supervisors approve Board Orders of August 14, 2012.  Authorize the Clerk of the Board and the Board Chair, to sign the minute book in accordance with California Government Code Section 25103.

3.                   Board Orders August 13, 2012 - Meeting of August 13, 2012.

RECOMMENDATION: That the Board of Supervisors approve Board Orders of July 24, 2012.  Authorize the Clerk of the Board and the Board Chair, to sign the minute book in accordance with California Government Code Section 25103.

County Administrative Office

4.                   Letter to the Department of Conservation Regarding Surface Mine Inspections under the Surface Mining and Reclamation Act

RECOMMENDATION: That the Board of Supervisors send a letter to the Department of Conservation (DOC) declining the DOC's directive to inspect the County of Humboldt's surface mines.

Health and Human Services - Administration

5.                   Medi-Cal Managed Care.

RECOMMENDATION: That the Board of Supervisors approve a Resolution affirming its support for a regional County Organized Health System model of Medi-Cal managed care for Humboldt County and send a copy to California Department of Health Care Services Secretary Diana Dooley, Assemblymember Wesley Chesbro and State Senator Noreen Evans.

Health and Human Services - Public Health Branch

6.                   Eighth Contract Amendment to July 10, 1990 Contract with North Coast Emergency Medical Service.

RECOMMENDATION: That the Board of Supervisors approve and authorize the Chair to sign three originals of the Eighth Contract Amendment to the July 10, 1990 contract with North Coast Medical Services (NCEMS) and direct the Clerk of the Board to return two signed originals of the Eighth Contract Amendment to the July 10, 1990 contract with NCEMS to the Public Health Branch.

7.                   Agreement between the County of Humboldt and Nurse-Family Partnership for the period of July 1, 2012 to June 30, 2015.

RECOMMENDATION: That the Board of Supervisors approve and authorize the Chair to sign two original agreements between the County of Humboldt and Nurse-Family Partnership (NFP) for the period of July 1, 2012 to June 30, 2015 and direct the Clerk of the Board to return two signed originals of the Agreement to the Public Health Branch.

Health and Human Services - Social Services Branch

8.                   Donation of Social Services Branch Vehicles to the County Motor Pool for Capitalization, Maintenance, and Insurance purposes.

RECOMMENDATION: That the Board of Supervisors approve the donation of (1) 2013 Ford Taurus 4-door large sedan and (2) 2012 Jeep Liberty 4 Door 4x4 vehicles to the County motor Pool for capitalization, maintenance and insurance purposes.

Public Works

9.                   Supplemental Budget for Public Defender Roof.

RECOMMENDATION: That the Board of Supervisors adopt the attached supplemental budget in fiscal year (FY) 2012-13 to provide funding for the Public Defender Roof Project.

10.               Supplemental Budget for FY 2011/12 for Roads Heavy Equipment (330).

RECOMMENDATION: That the Board of Supervisors adopts the attached supplemental budget.


11.               Appropriation Transfer for FY 2011/12 - Aviation (381).

RECOMMENDATION: That the Board of Supervisors approves the attached Appropriation Transfer in the amount of $35,661 to cover overruns in the Aviation division for FY 11/12.

12.               Award Authorization for Public Health Furnace Replacement Project, County of Humboldt, Project No. 162312.

RECOMMENDATION: That the Board of Supervisors receive and file the bids for the Humboldt County Public Health Furnace Replacement Project; and award the project to the lowest responsible and responsive bidder, Adams Commercial General Contracting Inc., Eureka, California, in the amount of $384,900.00 for the base bud; and authorize the Chairman to execute the agreement with Adams Commercial General Contracting, Inc., after staff approves the bonds and insurance.

13.               Supplemental Budget and Transfer from Contingencies FY 2011/12 for Roads - Administration.

RECOMMENDATION: That the Board of Supervisors adopt the attached supplemental budget for FY 2011-12; and approve the attached appropriation Transfer from Contingencies of $43,414.

14.               Supplemental Budget for Motor Pool - FY 2011/12.

RECOMMENDATION: That the Board of Supervisors approve the attached supplemental budget for FY 2011/12.

D.                  SPECIAL PRESENTATIONS

1.                   California Department of Fish & Game Presentation on Resource Impacts of Medical Marijuana Cultivation. (Supervisor Clif Clendenen)

RECOMMENDATION: That the Board of Supervisors hear the presentation and take appropriate action, if required.

1.                   Consider Appointing Three (3) Voting Members to the McKinleyville Municipal Advisory Committee (MMAC). (Supervisor Ryan Sundberg)

RECOMMENDATION: That the Board of Supervisors consider appointing three (3) voting members to the MMAC for initial four-year terms expiring August, 2016.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on State legislation, Humboldt State University student placements, and various other topics, and take action as may be required.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.
