B. MODIFICATIONS TO THE AGENDA
1. Letter to Secretary John Laird at the California Natural Resources Agency Requesting Local Officials, Local Experts, Tribal Representatives and Community Leaders be included in all Planning Processes and Decision-Making as it Relates to the Establishment of the New Marine Life Protected Areas (MPA's) on the North Coast.(Consent) (Supervisor Lovelace)

RECOMMENDATION: Authorize the Chair to sign the letter of appreciation.
2. Informational Report on the Three (3) District 5 Appointments to the Mckinleyville Municipal Advisory Committee (MMAC) (Supervisor Ryan Sundberg)
RECOMMENDATION: That the Board of Supervisors receive and file the report.

RECOMMENDATION: That the Board of Supervisors receive and file the report.
RECOMMENDATION: Approve the Board Orders of August 28, 2012. Authorize the Clerk of the Board and the Board Chair, to sign the minute book in accordance with California Government Code Section 25103.
RECOMMENDATION: That the Board of Supervisors authorize a transfer from the Code Enforcement Trust Fund, account #3440000, in the amount of $4,650 to the County Counsel's revenue account #1100-121-603-040 to cover the cost of the Code Enforcement software application set up and first year of license fees; authorize the Auditor-Controller to execute the supplemental budget shown in Attachment A for Fiscal Year 2012/2013; and Delegate to the County Counsel authority to notify the Auditor-Controller to transfer the yearly license fee from the Code Enforcement Trust Fund, account #3440000, to the County Counsel's revenue account #1100-121-0603-040 for the five year term of the contract.
Health and Human Services - Public Health Branch
RECOMMENDATION: That the Board of Supervisors: Approve and authorize the Chair to sign two (2) originals of the Professional Services Agreement by and between Humboldt County and Redwood Community Action Agency (RCAA) for Safe Routes to Schools (SR2S) Crossing Guard program for $50,225 for the term beginning upon execution and ending December 31, 2016; and Direct the Clerk of the Board to return two (2) signed originals of the Agreement to the Public Health Branch.

RECOMMENDATION: That the Board of Supervisors approve the allocation of one full time Automotive Mechanic I/II (Class 0228, Salary Range 325/343) in budget unit 350, effective immediately.
RECOMMENDATION: That the Board of Supervisors by a 4/5's vote: Authorize the Chairperson to sign the attached Lease, in duplicate, with Sky West Airlines, a Utah corporation; and Direct the Clerk of the Board to return one of the executed Leases to Real Property for transmittal to Lessee.
RECOMMENDATION: That the Board of Supervisors: Review a staff report regarding a proposal to extend the Humboldt County Fire Safe Council (FSC) for an additional two years; Review and approve the resolution extending the FSC as amended and the list of proposed FSC member appointees; Direct staff to recruit for nominations to fill one FSC vacancy and schedule the appointment of the new FSC members when nominations are made; and Direct the Clerk of the Board to post a vacancy announcement requesting FSC nominations.
RECOMMENDATION: That the Board of Supervisors authorize the Auditor/Controller to establish Fixed Asset Account 1100243 8415, Washer-Clothes and 1100243 8416 Dryer - Clothes; and approve and appropriation transfer in Sheriff's budget 1100 243 in the amount of $24,898, to purchase replacement washer/extractors and clothing dryer in the Correctional Facility.

Conference with Labor Negotiator - Pursuant to Government Code section 54957.6 it is the intention of the Humboldt County Public Authority for In-Home Supportive Services to meet in closed session to review the Public Authority's position and instruct its designated labor negotiators with respect to various forms of compensation provided to the Public Authority's represented and unrepresented personnel. Negotiators: Rick Haeg and Dan Fulks. RECOMMENDATION: That the Board of Supervisors: Open the public hearing, and receive the staff report and public testimony; Based on the findings in the staff report and testimony received about the project, deny the appeal, in part, as to Items 2 and 3, and uphold the appeal, in part, as to items 1, 4, and 5 and adopt Resolution ______ (Attachment A) certifying the Final Supplemental Environmental Impact Report (SEIR) and approving the Moss Parcel Map Subdivision Application, subject to the modified conditions of approval (Exhibit A of Attachment A); Direct the Clerk of the Board to give notice of the decision to the appellant, the project applicant, the agent, and any other interested party; Direct the Planning and Building Department - Planning Division to file a Notice of Determination with the Humboldt County Recorder's Office, pursuant to the California Environmental Quality Act; and Close the public hearing.
