B.                  MODIFICATIONS TO THE AGENDA

1.                   Approval of Board Order from the Meeting of September 5, 2012.

RECOMMENDATION: That the Board of Supervisors approve the Board Order from September 5, 2012.

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Agricultural Commissioner

1.                   Approval of Cooperative Agreement No. 11-0578-SF, Asian Defoliating Moth Trapping Contract in the Amount of $7,797.00.

RECOMMENDATION: That the Board of Supervisors:  Approve Cooperative Agreement No. 11-0578-SF, known as the Asian Defoliating Moth Trapping Contract with the California Department of Food and Agriculture; and Authorize the Chair to sign the original agreement and one copy of the cover page, and return all signed copies to the Agricultural Commissioner's Office for further processing; and Grant a waiver from the provisions of the Nuclear Free Ordinance.

Board of Supervisors

2.                   Cooperating Agency in Preparation of the Environmental Impact Statement for the Remanded Biological Opinion on the Coordinated Long-Term Operations of the Central Valley Project and State Water Project. (Supervisor Ryan Sundberg)

RECOMMENDATION: That the Board of Supervisors refer the letter received August 22, 2012 from the United States Department of the Interior - Bureau of Reclamation to the Department of Public Works - Division of Environmental Services, and direct preparation and authorize the Chair to sign and submit a letter of interest on behalf of the Board.

3.                   Informational Report on the Appointment of Jerry King to the Humboldt County Aviation Advisory Committee Representing District One. (Supervisor Rex Bohn)

RECOMMENDATION: That the Board of Supervisors receive and file the report.

Clerk of the Board

4.                   Approval of the Board Orders - Meeting of September 4, 2012.

RECOMMENDATION: Approve the Board Orders from September 4, 2012.  Authorize the Clerk of the Board and the Board Chair to sign the minute book in accordance with  California Government Code Section 25103.

County Administrative Office

5.                   Request for Proposal for Linen and Laundry Services.

RECOMMENDATION: That the Board of Supervisors authorize the Humboldt County Purchasing Agent or his designee to advertise and distribute the attached Request for Proposal  (RFP) for linen and laundry services.

6.                   Reappointment of Victor Zazueta to the Access Humboldt Board of Directors.

RECOMMENDATION: That the Board of Supervisors reappoint Victor Zazueta as the County representative on the Access Humboldt Board of Directors.

7.                   Local Fire District Allocations for Fiscal Year 2012-13 for the Carlotta, Fieldbrook, Humboldt No. 1, Myers Flat, Petrolia, Resort Improvement District #3, Redway, Samoa Peninsula, Weott, Whitethorn, and Willow Creek Fire Organizations.

RECOMMENDATION: That the Board of Supervisors authorize the Chair of the Board to execute agreements with the Humboldt No. 1, Myers, Flat, Petrolia, Redway, Samoa Peninsula, Whitethorn, and Willow Creek Fire Protect Districts, Carlotta, Fieldbrook and Weott Community Services Districts, and Shelter Cove Resort Improvement District for revenue-sharing of the County's FY 2012-13 Proposition 172 (Prop 172) funding.

Health and Human Services - Public Health Branch

8.                   Professional Service Agreement between the County of Humboldt and the Georgia State University Research Foundation for SafeCare Training.

RECOMMENDATION: That the Board of Supervisors:  Approve the Professional Services Agreement between the County of Humboldt and the Georgia State university Research Foundation for Fiscal Year 2012-13 in the amount of $69,853; Direct the Auditor's Office to supplement the budget in Fund 1175, Budget Unit 416 Public Health Nursing as shown on Attachment 2;  Authorize the Chair to sign three (3) original agreements; and Direct the Clerk of the Board to return two (2) agreements to the Public Health Branch.

 

 

 

 

 

9.                   Funding for the Tuberculosis Prevention and Control Program for the Fiscal Year 2012-13.

RECOMMENDATION: That the Board of Supervisors: Approve and sign the Acceptance of Allotment (Attachment A) in the amount of $7,206 for the Public Health Nursing Division, Tuberculosis (TB) Prevention and control Program from the California Department of Public Health (CDPH) for the period of July 1, 2012 through June 30, 2013; and Direct the Clerk of the Board to sign one (1) original of the Acceptance of Allotment and return it to the Public Health Branch for submission to CDPH.

10.               Rose Pernin Grant for Library Support at the Fortuna Branch 2012-13 and supplemental budget.

RECOMMENDATION: That the Board of Supervisors approve and sign the Rose Perenin Grant Agreement for the Fortuna Branch Library and approve the attached supplemental budget of $1,150 in Fund 1500, Budget Unit 621, County Library.

Public Works

11.               Surplus Vehicles.

RECOMMENDATION: That the Board of Supervisors: Declare the following motor pool property surplus: (1) 2004 Ford Crown Victoria, equipment #07112 mileage 115,500; (1) 2007 Ford Crown Victoria, equipment #07124 mileage 132,700; (1) 2007 Ford Crown Victoria, equipment #07126 mileage 139,750; (1) 2007 Ford Crown Victoria, equipment #07128, mileage 135,000 (parts only); (1) 2007 Ford Crown Victoria, equipment #07130 mileage 142,900; (1) 2008 Ford Crown Victoria, equipment #07134, mileage 136,000; (1) 2008 Ford Crown Victoria, equipment #07137, mileage 134,000; (1) 2008 Ford Crown Victoria, equipment #07138, mileage 142,200; (1) 2008 Ford Crown Victoria, equipment #07140, mileage 142,500; Authorize the Purchasing Agent to dispose of the surplus property when the Equipment Superintendent puts the replacements in service and deposit the revenue from the sale in the Motor Pool Replacement Fund.

12.               Budget Transfer for Roads Heavy Equipment (330).

RECOMMENDATION: That the Board of Supervisors approves the attached Budget Transfer to fund the emissions retrofit of diesel engines in the current fiscal year.

13.               Supplemental Budget for Vehicle Replacement.

RECOMMENDATION: That the Board of Supervisors authorize the purchase of one 3/4 ton 4x4  truck and bed canopy by the Motor Pool to be assigned to the Coroners' office; adopt the attached supplemental budget; declare the following property surplus: 1993 Ford F150, equipment # 24381; mileage 105,685 and 1986 Ford F350, equipment #10658; mileage 44,497; and authorize the Purchasing Agent to dispose of the surplus property and deposit the revenue from the sale in the departmental replacement funds and revenue accounts as appropriate.

14.               Small Communities Air Service Grant Award between the United States Department of Transportation and Humboldt County.

RECOMMENDATION: That the Board of Supervisors authorize and approve the Director of Public Works to execute the Grant Offer for the award of a Small Communities Air Service Grant (SCASG) for the amount of $750,000 to serve as a component of a minimum revenue guarantee (MRG) for additional air service at the Arcata-Eureka Airport (ACV).

 

 

 

 

 

Sheriff

15.               Equitable Sharing Agreement and Certification

RECOMMENDATION: That the Board of Supervisors authorize the Chair of the Board of Supervisors and the Sheriff to sign the Equitable Sharing Agreement and Certification and instruct the Clerk of the Board to return the signed document to the Sheriff's Office for further processing.

D.                  SPECIAL PRESENTATIONS

1.                   Recognition of Loretta Nickolaus Management Academy Graduates.

RECOMMENDATION: That the Board of Supervisors recognize graduates of the Loretta Nickolaus Management Academy and authorize the Chair and County Administrative Officer to execute and present certificates to the graduates.

2.                   Proclaim September 15, 2012 as California Coastal Clean-Up Day in Humboldt County. (Supervisor Mark Lovelace)

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the Proclamation.

3.                   Proclaim the Week of September 9th - 15th, 2012 as Suicide Prevention Week. (Supervisor Ryan Sundberg)

RECOMMENDATION: That the Board adopt the Proclamation.

4.                   The Humboldt County Board of Supervisors would like to recognize Debbie Ludtke as the National Child Support Enforcement Association's "2012 Outstanding Individual of the Year". (Supervisor Mark Lovelace)

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the Certificate of Recognition.

5.                   Proclaim September 16, 2012 as "Italian Heritage Day" in Humboldt County. (Supervisor Rex Bohn)

RECOMMENDATION: That the Board of Supervisors adopt the Proclamation.

6.                   Proclaim September 2012 as Prostate Cancer Awareness Month. (Supervisor Rex Bohn)

RECOMMENDATION: That the Board Adopt the Proclamation.

E.                  MATTERS SET FOR TIME CERTAIN

1.                   Bay Delta Conservation Plan.

RECOMMENDATION: That the Board of Supervisors receive the staff report regarding the proposed Bay Delta Conservation Plan for the Sacramento-SanJoaquin River Delta, consider and approve the attached resolution asserting Humboldt County's interest int he Trinity River Division and Bay Delta Conservation Plan, and provide additional direction as appropriate.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on the Public Employee Pension Reform Act and various other topics, and take action as may be required.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.
