1.                   Request for the Governor's Signature on Assembly Bill 2284 Irrigation.(CONSENT) (Supervisor Virginia Bass)

RECOMMENDATION: That the Board of Supervisors request the Governor's signature on Assembly Bill (AB) 2284 Irrigation.

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Board of Supervisors

1.                   Certificate of Achievement for Branson Schuetzle for Achieving the Rank of Eagle Scout. (Supervisor Clif Clendenen)

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the Certificate of Achievement.


2.                   Letter of Appreciation to CAL FIRE Division Chief Hugh Scanlon for his services on the Fire Safe Council. (Supervisor Virginia Bass)

RECOMMENDATION: Authorize the Chair to sign the Letter of Appreciation.

Clerk of the Board

3.                   Approval of the Board Orders - Meeting of July 19, 2011.

RECOMMENDATION: That the Board approve the Board Order and authorize the Clerk of the Board and the Board Chair to sign the minute book in accordance with California Government Code Section 25103.

4.                   Approval of the Board Orders - Meeting of September 11, 2012.

RECOMMENDATION: That the Board approve the Board Order and authorize the Clerk of the Board and the Board Chair to sign the minute book in accordance with California Government Code Section 25103.

County Administrative Office

5.                   Resolution of Support for East-West Railroad Feasibility Study.

RECOMMENDATION: That the Board of Supervisors adopt the attached Resolution of Support for a feasibility study regarding an alternative rail connection.

Health and Human Services - Mental Health Branch

6.                   Approve First Amendment with California Youth Connection.

RECOMMENDATION: That the Board of Supervisors approve the First Amendment with the California Youth Connection to provide continuing assistance in the planning and development of services offered to this County's transition age youth and foster youth; authorize the Chair to execute three copies of the First Amendment; and direct the Clerk of the Board to route two fully executed copies of the First Amendment to the Department of Health and Human Services - Mental Health Branch Administration.

Health and Human Services - Social Services Branch

7.                   Donation of Four Start Up Kits from the Arcata Sunrise Rotary Club to Support Humboldt County Transition Age Youth.

RECOMMENDATION: That the Board of Supervisors accept and recognize the donation of four Start Up Kits from the Arcata Sunrise Rotary Club.

Human Resources

8.                   Revised Job Descriptions for Auditor Appraiser I/II/Senior and Supervising Assessment Technician.

RECOMMENDATION: That the Board of Supervisors approve the revised job class description for Auditor Appraiser I/II/Senior (class 0641, salary range 345/369/388) and Supervising Assessment Technician (class 0633, salary range 400), effective immediately.

Public Works

9.                   Second Amendment to the Solid Waste Container Site Agreement with Humboldt Sanitation Company, Inc.

RECOMMENDATION: That the Board of Supervisors approve the attached Amendment to the Agreement with Humboldt Sanitation Company, Inc. for a change in days and hours of operation at the Redwood Valley container site effective October 1, 2012; and direct the Clerk of the Board to return two fully executed copies of said Amendment to Public Works for distribution.


Sheriff

10.               Supplemental Budget in Sheriff's Homeland Security Budget 1100 213 for Expenditure of Funding from the FFY2010 and FFY2011 Governor's Office of Homeland Security Grant.

RECOMMENDATION: That the Board of Supervisors approve supplemental budget in the amount of $49,900 to purchase approved expenditures under the U.S. Department of Homeland Security Grant through the Governor's Office of Homeland Security.

Elections

11.               Certification of the August 28, 2012, Fire District Formation Election.

RECOMMENDATION: That the Board of Supervisors accepts the Certified Statement of Results of the Official Canvass for the August 28, 2012, Election.

1.                   Humboldt Bay Municipal Water District (HBMWD) Water Resource Planning Presentation. (Supervisor Mark Lovelace)

RECOMMENDATION: That the Board of Supervisors hear the presentation and take appropriate action, if required.

1.                   UpState RailConnect Committee Memorandum of Agreement (MOA). (Supervisor Virginia Bass & Supervisor Ryan Sundberg)

RECOMMENDATION: That the Board authorize the Chair to sign a Memorandum of Agreement, substantially in the form attached, to support the east-west rail feasibility study, after approval as to form by County Counsel and Human Resources (Risk Management).
