Board of Supervisors

1.                   Consider Appointing Lucinda Jackson to the Humboldt County Status of Women Commission to Fill an Open At-Large Seat. (Supervisor Mark Lovelace)

RECOMMENDATION: That the Board of Supervisor appoint Lucinda Jackson to the Humboldt County Status of Women Commission to fill one of the open At-Large seats with a term expiring January, 31, 2016.

Clerk of the Board

2.                   Approval of the Board Orders - Meeting of September 25, 2012.

RECOMMENDATION: That the Board approve the Board Order and authorize the Clerk of the Board and the Board Chair to sign the minute book in accordance with California Government Code Section 25103.

Planning and Building Department

3.                   Remove Frozen Indefinitely (F0) Designation for Plan Checker I in Planning and building Department, Building Division and Approve Supplemental Budget.

RECOMMENDATION: That the Board of Supervisors remove the Frozen Indefinitely (F0) designation  from 1.0 full-time equivalent (FTE) Plan Checker I/II (class 0317, salary range 416, position 02) in budget unit 262, effective immediately for promotion only recruitment; designate the vacant position of Building Inspector II (class number 0318B, salary range 382) or Senior Building Inspector (class number 0340, salary range 406) created by promotion as frozen; approve a supplemental budget in Fund 1100, Budget Unit 262, Building Inspection Division of the Planning and Building Department, and direct the Auditor-Controller to incorporate the attached supplemental budget.

County Administrative Office

4.                   Adoption of Ordinance Modifying Ordinance No. 2477.

RECOMMENDATION: That the Board of Supervisors adopt Ordinance No. _____, amending Chapter 2.5 to Division 6 of Title II of the Humboldt County Code relating to regulation of the grounds of the Humboldt County Courthouse.

Health and Human Services - Public Health Branch

5.                   Amendment A02 to State Agreement with California Department of Public Health, Office of AIDS for Fiscal Years 2010-13 and Budget Adjustment to Fund 1175. (4/5ths vote required)

RECOMMENDATION: That the Board of Supervisors approve Amendment A02 to State Standard Agreement number 10-95259 with California Department of public Health, Office of AIDS for $410,471 for the period of July 1, 2010 through June 30, 2013; direct the Chair of the Board to sign four originals of the cover page of the Amendment package; direct the Clerk of the Board to return the four (4) signed originals and Amendment package to the Public Health Branch; and direct the Auditor Controller to adjust the budget in Fund 1175, Budget Unit 437 for Fiscal Year 2012/13 as outlined on Attachment B (4/5 vote required).

6.                   Agreement with California Department of Public Health for Various Emergency Preparedness Programs and Supplemental Budget (4/5 vote required).

RECOMMENDATION: That the Board of Supervisors approve agreement with the Emergency Preparedness Office of the California Department of Public Health (EPO).  Agreement entitled EPO 12-13 covers various Emergency Preparedness Programs in Fund 1175, Budget Unit 455 (Emergency Preparedness and Response) for Fiscal Year 2012/13; Authorize the Chairperson of the Humboldt County Board of Supervisors to sign the three originals of the attached agreement; direct the Clerk of the Board to submit the signed documents to the Public Health Branch for submission to the California Department of Public Health; and direct the Auditor-Controller to supplement the budget in Fund 1175, Budget Unit 455, Emergency Preparedness and Response as outlined on Attachment 2 (4/5 vote required).

Public Works

7.                   Supplemental Budget for Vehicle Replacement.

RECOMMENDATION: That the Board of Supervisors authorize the purchase of eight, Ford Police Interceptor Utility SUV's and adopt the attached supplemental budget.


8.                   Assignment of Michael Orr, Senior Park Caretaker as Parks Supervisor.

RECOMMENDATION: That the Board of Supervisors authorize compensation for Michael Orr as if he had been promoted to the Classification of Parks Supervisor from September 29, 2012 through November 24, 2012 or until such time as a new Parks Supervisor is appointed, pursuant to Section 12.4 (Acting Supervisor) of the American Federation of State, County and municipal Employees (AFSCME) Memorandum of Understanding.

9.                   Adoption of Ordinance: Amending Section 421-3 Relating to Stop Sign on Heartwood Drive, 422-7, 422-9 and 422-10 Relating to speed Limits on Bald Hills Road and Murray Road, 431-52 and 431-53 Relating to Parking on Harrison Avenue and Hatchery Road, and by adding Section 431-7 Relating to Parking on Arbutus Street to Title IV of the Humboldt County Code.

RECOMMENDATION: That the Board of Supervisors adopt Ordinance No. _________, Amending Section 421-3 Relating to Stop Sign on Heartwood Drive, 422-7, 422-9 and 422-10 Relating to speed Limits on Bald Hills Road and Murray Road, 431-52 and 431-53 Relating to Parking on Harrison Avenue and Hatchery Road, and by adding Section 431-7 Relating to Parking on Arbutus Street to Title IV of the Humboldt County Code.

10.               Surplus Property - Generator Set.

RECOMMENDATION: That the Board of Supervisors declare the 1994 Onan generator set with a Cummins engine, (Model 350 DFCC, serial #30347031) surplus; and authorize the Purchasing Agent to dispose of the surplus property and deposit the revenue from the sale in the Roads Heavy Equipment Internal Services Fund (ISF).

Sheriff

11.               Supplemental Budget in Sheriff's Budget 1100 243 for FY 2011/2012 in the amount of $38,309.

RECOMMENDATION: That the Board of Supervisors approve the attached supplemental budget in budget unit 1100 243 in the amount of $38,309 to clear year end overdraft.

12.               Supplemental Budget in Sheriff's Budget 1100 260 for FY 2011/2012 in the amount of $34,974.

RECOMMENDATION: That the Board of Supervisors approve the attached supplemental budget unit 1100 260 in the amount of $34,974 to clear year end overdraft.

D.                  SPECIAL PRESENTATIONS

1.                   Proclaim October 3, 2012 as International Walk to School Day in Humboldt. (Supervisor Virginia Bass)

RECOMMENDATION: That the Board adopt the Proclamation.

2.                   Proclamation for the Humboldt "Book of the Year" (Supervisor Virginia Bass)

RECOMMENDATION: That the Board adopt the Proclamation.

3.                   Resolution Recognizing the 50th Year Anniversary of the Cuban Missile Crisis. (Supervisor Mark Lovelace)

RECOMMENDATION: That the Board of Supervisors adopt the Resolution.

4.                   Domestic Violence Awareness Month in Humboldt County. (Supervisor Ryan Sundberg)

RECOMMENDATION: That the Board adopt the Proclamation.

5.                   Resolution Recognizing Two Feathers Native American Family Services. (Supervisor Ryan Sundberg)

RECOMMENDATION: That the Board adopt the Resolution.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Office on department head evaluations and various other topics and take action as may be required.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.
