Board of Supervisors

1.                   Resolution Recognizing Margie O'Keete on her Retirement from the Sheriff's Office.

RECOMMENDATION: That the Board of Supervisors adopt the Resolution.

2.                   Fire Safe Council Appointments. (Supervisor Ryan Sundberg)

RECOMMENDATION: That the board of Supervisors appoint Mark Rodgers and Doug Bryan to the Humboldt County Fire Safe Council.

 

 

 

 

 

Clerk of the Board

3.                   Board Orders dated December 4, 2012.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders from December 4, 2012 and authorize the Clerk of the Board and the Board Chair to sign the Minute Book in accordance with the California Government Code Section 25103.

Planning and Building

4.                   Williamson Act Program Evaluation Ad Hoc Committee Membership.

RECOMMENDATION: that the board of Supervisors; Receive the staff report; and review and approve the recommended Ad Hoc Committee for the Williamson Act Program evaluation as listed in Attachment A.

County Administrative Office

5.                   Board Meetings - Calendar Year 2013

RECOMMENDATION: That the Board of Supervisors: Cancel Board meetings on the following dates in Calendar year 2013 and direct the Clerk of the Board to notify all County Departments of these cancelled meetings: Tuesday, January 1, 2013 (New Year's Day holiday), Tuesday, February 12, 2013 (Lincoln's Birthday holiday), Tuesday, February 19, 2013 (President's Day Week), Tuesday, April 30, 2013 (5th Tuesday), Tuesday, July 30, 2013 (5th Tuesday/Summer Break), Tuesday, August 6, 2013 (Summer break), Tuesday, October 29, 2013 (5th Tuesday), Tuesday, November 19, 2013 (CSAC Conference), Tuesday, November 26, 2013 (Thanksgiving break), Tuesday, December 24, 2013 (Christmas break) and Tuesday, December 31, 2013 (5th Tuesday/Christmas break); Schedule a special Board meeting on Tuesday, January 29, 2013 (normal 5th Tuesday meeting cancellation) and direct the Clerk of the Board to notify all County department of this additional meeting; and Tentatively schedule additional  board meetings as shown on the attached calendar (Attachment 1) and direct staff to provide notice to the public as required by State law.

Probation

6.                   Approval of option to extend Lease Agreement with PWM, Inc. and Fred Lundblade for 555 H Street, in Eureka.

RECOMMENDATION: That the Board of Supervisors;  Approve option to extend the lease with PWM, Inc. and Fred Lundblade for office space at 555 H Street in Eureka, for the period beginning February 28, 2013 through February 28, 2015;  direct the Clerk of the Board to return one copy of the executed agenda item to Public Works-Real Property Division; and Authorize the Public-Real Property Division to send a letter to PWM, Inc. and Fred Lundblade that the County is exercising the option to extend the lease for two 92) additional years.

Public Works

7.                   Humboldt Hill Road (3j010) Rehabilitation and Overlay Project Between PM 0.0 and 1.0, Project No.: RPL-5904(064), Contract No.: 202708.

RECOMMENDATION: That the Board of Supervisors:  Authorize the Director of Public Works to sign Contract Change Order Number 2 for the total amount of $31,109.84; and Approve the attached Appropriation Transfer to provide funding.

8.                   Request for Qualifications for the Juvenile Hall Replacement Facility Construction Project.  Project Number 170212.

RECOMMENDATION: That the Board of Supervisors authorize the Public Works Director to advertise and distribute a Request for Qualifications (RFQ) for Architectural/Engineering Services for the Juvenile Hall Replacement Facility Construction Project.

Treasurer-Tax Collector

9.                   Resolution to Auction Tax-Defaulted Properties.

RECOMMENDATION: That the Board of Supervisors:  Approve Resolution #____ for sale of properties tax-defaulted, subject to sale; and direct the Clerk of the Board to provide the Treasure-Tax Collector with four certified copies of the Resolution by December 14, 2012.  Approval is given to re-offer, within 90 days of the original sale date, unsold parcels in accordance with Revenue and Taxation Code, section 3698.5.

RECOMMENDATION: That the Board of Supervisors:  Open a public hearing, in the manner prescribed by law; Receive the Staff Report, consider the application, and receive public testimony;  Adopt the necessary findings prepared by Planning and Building Department - current Planning Division Staff; Adopt Resolution No. ___ establishing the Agricultural Preserve; Authorize the Chair of the Board to execute the Land Conservation Contract; Direct the current Planning Staff to prepare and file a Notice of Exemption with the County Clerk and Office of Planning and Research; Direct the Clerk of the Board to record copies of the Resolution and Land Conservation Contract with the County Recorder; and Direct the Clerk of the Board to give notice of the decision to the applicant, the Assessor's Office, County Counsel, current Planning Division, the California Office of Land Conservation, and any other interested party; and close the public hearing.

RECOMMENDATION: That the Board of Supervisors:  Open a public hearing, in the manner prescribed by law; Receive the Staff Report, consider the application, and receive public testimony; Adopt Resolution No. ___ (attachment A) adding lands to the existing Centerville Ranch Agricultural Preserve (AGP#87-28);  Authorize the Chair of the Board to execute the Amendment to the Land Conservation Contract (Attachment B); Direct the current Planning Staff to prepare and file a Notice of Exemption with the County Clerk and Office of Planning and Research; Direct the Clerk of the Board to record copies of the Resolution and Land Conservation Contract with the County Recorder; and Direct the Clerk of the board to give notice of the decision to the applicant, the Assessor's Office, County Counsel, current Planning Division, the California Office of Land Conservation, and any other interested party; and close the public hearing.

3.                   Clint Victorine, Greene Island Ranch, Land Conservation contract (New Enrollment) Case No. AGP-12-009.  APN 310-021-002.  Loleta Area.

RECOMMENDATION: That the Board of Supervisors:  Open a public hearing, in the manner prescribed by law; Receive the Staff Report, consider the application, and receive public testimony; Adopt Resolution No. ___ establishing the Agricultural Preserve; Authorize the Chair of the Board to execute the Land Conservation Contract; Direct the current Planning Staff to prepare and file a Notice of Exemption with the County Clerk and Office of Planning and Research; Direct the Clerk of the Board to record copies of the Resolution and Land Conservation Contract with the County Recorder; and Direct the Clerk of the Board to give notice of the decision to the applicant, the Assessor's Office, County Counsel, current Planning Division, the California Office of Land Conservation, and any other interested party; and close the public hearing.

M.                 AFTERNOON DISCUSSION ITEMS

1.                   County Administrative Officer Report : Board Teambuilding Facilitator and Various Other Topics.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on the response to the Request for Proposals for Board of Supervisors teambuilding facilitation, and various others topics, and take action as may be required.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.

N.                  ADJOURNMENT

Any written materials related to an item on this agenda submitted to the Board of Supervisors less than 72 hours prior to the Board meeting, and that are public records subject to the Public Records Act, are available for public inspection in the Office of the Clerk of the Board at 825 5th Street, Suite 111, Eureka (476-2384), during normal business hours.
